City of Mission Viejo COMMUNITY SERVICES LEADER/ SENIOR COMMUNITY SERVICES LEADER Class Description July 2008 FLSA: Non-Exempt DEPARTMENT/DIVISION: Community Services DEFINITION Under direct or general supervision, assists in conducting activities in connection with recreation and community services programs of a recreational facility; and performs related work as necessary. SUPERVISION RECEIVED AND EXERCISED Receives direct or general supervision from a Community Services Coordinator or a higher-level supervisor. Higher-level positions in the class may exercise technical supervision over lowerlevel staff and volunteers. CLASS CHARACTERISTICS The incumbents of this classification have a wide range of responsibilities that relate to assisting with the overall operation of recreational facilities, programs, and general office duties. Community Services Leader is the entry-level in the Community Services Leader class series. Incumbents perform varied, routine program, recreational facility operations, or general office duties. Work is generally reviewed in progress and upon completion. Incumbents are expected to refer matters that do not fit a clear pattern to the supervisor for instructions. This class is alternately staffed with Senior Community Services Leader and incumbents may advance to the higher-level class after gaining the knowledge, skills and experience that meet the qualifications for and demonstrating the ability to perform the work of the higher-level class. Senior Community Services Leader is the journey-level in the Community Services Leader class series. Incumbents have responsible charge of the implementation of pre-planned recreation and community services programs and facility policies and procedures. Incumbents at this level are expected to use considerable initiative in program, recreational facility operations, or general office duties, and may assist higher-level personnel in planning and implementing major recreation and community services programs and special events. Work is generally reviewed upon completion for final results. Incumbents are expected to solve most problems through the application of departmental policies and procedures, referring those matters that involve a deviation to the supervisor for instructions. Community Services Leader/Senior Community Services Leader Page 2 Assists with facility reservations, including phone and front counter contact, registering patrons for recreation classes and programs, processing receipts and record keeping. Assists with general office duties, including basic cashiering, answering the telephone, greeting patrons, light typing, data entry, copying, and filing. Assists with maintaining a computerized class enrollment and facility reservation information system. Assists in planning and conducting special events, general programs, and facility rentals; set up and take down tables, chairs, and equipment, for classes, activities, events, and meetings. Assists in the supervision and preparation of the facility and amenities for patron use, drop-in clientele, and special programs. Monitors the proper and safe use of program facilities by the general public. Responds to patrons needs for assistance or information. Conducts, and participates in, group recreational activities. Issues and collects recreation equipment and supplies. Monitors facility use; opens, closes, and secures building for events. Maintains a variety of logs, records, and files. Performs other duties as assigned. Senior Community Services Leader – in addition to the above: Provides on-site supervision of lower-level Community Services Leaders and supervision of daily facility operations. Assists with staff training and classes. Other Job Related Duties: Assists chaperones on field trips and outings. Administers minor first aid. Assists, as directed, in a childcare setting. Assists in the encouragement of participation and good sportsmanship. Performs basic custodial duties and minor facility maintenance as assigned. QUALIFICATIONS Knowledge of: Safety principles and practices, including basic first aid and adult and child cardiopulmonary resuscitation (CPR) methods. Applicable safety precautions and procedures related to the program area(s) and facilities to which assigned. General principles of risk management related to the functions of the assigned area. English usage, spelling, vocabulary, grammar and punctuation. Standard office practices and procedures, including the use of standard office equipment, basic record keeping, arithmetic, and computer applications related to the work. Techniques of dealing with individuals of various ages and from various socio-economic groups and for effectively representing the City in contacts with users and the community. Techniques for providing a high level of customer service to public and City staff, in person and over the telephone. Safe driving principles and practices. Safe work practices. Learning, understanding and applying facility use policies and procedures. Providing courteous assistance to facility patrons. Lifting and moving tables and chairs and arranging facilities for special events and/or meetings. Learning a basic computer system operation to enter and retrieve data for class registration and facility reservations. Remaining flexible and adapting as job responsibilities change. Meeting the physical requirements necessary to safely and effectively perform the assigned duties. Working a varied schedule of hours, which may include early mornings, evenings, weekends, and holidays, at a variety of City facilities. Understanding and carrying out oral and written instructions. Handling medical emergencies and injuries in a calm and effective manner, including providing basic first aid and/or adult and child cardiopulmonary resuscitation. Maintaining facilities and equipment in a clean, safe and secure manner. Using English effectively to communicate in person, over the telephone and in writing. Using tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines. Establishing and maintaining effective working relationships with those contacted in the course of the work. Operating modern office equipment including computer equipment, software programs, and audio-visual equipment. Operating a motor vehicle safely. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Community Services Leader: Equivalent to the completion of ninth (9th) grade, and one (1) year of experience in community services and/or recreational activities for varying age groups, OR completion of at least twelve (12) units of college-level coursework in recreation, physical education or a closely related field. Senior Community Services Leader: Equivalent to the completion of twelfth (12th) grade and two (2) years of experience in community services and/or recreational activities for varying age groups, or completion of at least twelve (12) units of college-level coursework in recreation, physical education or a closely related field. License: Applicants must be 15 years of age or older at the time of appointment for Community Services Leader. Applicants under the age of 18, that are required to attend school, must provide a California Workers Permit. Applicants must be 18 years or older at the time of appointment for Senior Community Services Leader. Possession of, or ability to obtain, and maintain, a valid Standard First Aid Certificate is required within three (3) months of appointment. Community Services Leader/Senior Community Services Leader Page 4 Possession of, or ability to obtain, and maintain, a valid American Red Cross or American Heart Association Automated External Defibrillator (AED) and Cardiopulmonary Resuscitation Certificate (CPR) for Infant, Child, and Adult, is required within three (3) months of appointment. Possession of, or ability to obtain, and maintain, a valid California Driver’s License may be required. PHYSICAL DEMANDS Must possess mobility to work in a standard office and/or recreational facility setting and use standard office and/or recreation equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Must possess the physical stamina to lift and move tables and chairs, arrange facilities for special events and/or meetings. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Positions in this classification occasionally lift, move, and carry objects that typically weigh up to 40 pounds. ENVIRONMENTAL ELEMENTS Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. WORKING CONDITIONS May be required to work on evenings, weekends and holidays.
