St. Martin’s Community of Compassion
Final Report
In August 2005 Hurricane Katrina caused hundreds of thousands of people to evacuate
New Orleans. Many arrived in Houston with no shelter, no food, minimal clothing, and uncertain
prospects for the future. The Houston faith community organized Operation Compassion to feed
and minister to the needs of the thousands who filled Houston shelters.
The people of St. Martin’s responded generously with their time, treasure and talent.
More than 400 St. Martin’s volunteers signed up to help at the George R. Brown Convention
Center shelter. St. Martin’s also provided more than $40,000 to help fund Operation
Compassion’s feeding program at the shelters.
Volunteers, including some of our scouts, also prepared, delivered, and served dinners at
smaller Red Cross shelters at St. Luke’s United Methodist Church, Bear Creek United Methodist
Church, St. Albert’s Catholic Church, Rice Temple Baptist Church, and Spring Branch Christian
Church. Our volunteers also sorted donations and helped evacuees find clothing, food, and
household and children’s items at the Salvation Army Distubution Center, organized HIDS
school uniform orders for evacuee children at the Red Cross Headquarters, and sorted food and
clothing for Christian Community Service Center’s (CCSC) Emergency Service Center.
The Rev. Peter Thomas returned to St. Martin’s for a brief time to organize our relief
efforts. He and the Rev. Chris Bowhay set up our own Operation Compassion office on campus
where trained and knowledgeable volunteers manned a hotline to help evacuees and those
helping evacuees get information about housing, furnishings, employment, transportation,
healthcare, childcare, clothing, food, locating friends and relatives, and other services. Over 500
parishioners and friends donated more than $300,000 to support our hurricane relief efforts.
Shortly thereafter, Hurricane Rita hit the Sabine River area. St. Martin’s helped St.
John’s Episcopal Church in Silsbee that was badly damaged by Rita and provided $60,000 to
help the recovery of other storm-damaged diocesan agencies.
After the shelters closed, St. Martin’s and its parishioners helped many Hurricane Katrina
and Rita evacuees settle into temporary housing. Some of these evacuees were family members
of St. Martin’s parishioners, but the vast majority were strangers whom various parishioners
befriended. We also helped two other groups in Southwest Houston do the same with other
evacuees – Bethel Heavenly Hands Mission and Epiphany Community Health Outreach Services
(ECHOS). Responding to the hurricane evacuees’ needs, many St. Martin’s parishioners
supplied toiletries, food, clothing, baby items, and household supplies. Other parishioners gave
furniture and large appliances, and some opened up their homes to total strangers.
From the West Coast to the East Coast and places in between came additional help. The
Seattle Super Sonics and Storm gave us $10,000 along with a cargo container of household
goods they collected from the people of Seattle. Christ Church Bronxville in New York, whose
rector Rev. Michael Bird is a former Houstonian, sent boxes of bedding, i.e., sheets, mattress
pads, pillows, towels and baby items. The David Weekley Employee Foundation gave us
$10,500 for evacuee childcare, and the United Way gave us $4,900 to help evacuees replace
official documents, such as birth and death certicates, driver’s licenses, and identification cards.

We knew that before any evacuees could get back on their feet, they needed a home to
live in without the fear of eviction, basic furniture and other household items, and clothes for
their backs. They needed their children settled in a safe school environment and counseling to
help them cope with what life so suddenly and unfairly threw at them. Therefore, in November
of 2005 St. Martin’s entered its second phase and organized The Community of Compassion
(COC) to meet the spiritual, emotional and material needs of evacuees who came to us for help.
COC gave out Bibles to our families at Christmas and invited them to join us at our Sunday
services and other special programs. It also partnered with Interface Samaritan Counseling
Centers to meet their emotional needs, and provided such basic human needs as housing,
utilities, food, clothing, home furnishings, child care and transportation.
At Christmas many parishioners adopted hurricane families and gave them Christmas
trees and lights, toys, games, clothing, food, and much more. Because of this, Christmas was a
reality for many children and parents alike.
In February of 2006, St. Martin’s COC entered the “Final Stretch” of its ministry to
hurricane evacuees. Two dozen St. Martin’s volunteers were trained by professionals from
Relief Services of Texas (RST), a subsidiary of the Lutheran Disaster Relief Ministries/Katrina
Aid Today, funded by United Methodist Committee on Relief (UMCOR). Afterwards, our
volunteers worked alongside the RST professional case managers and the COC Case Overseer
who was hired to evaluate each case and systematically assessed the needs of our 108 remaining
evacuee households. Our goal was to help all these households regain their independence by the
end of August 31, 2006 — one year after Hurricane Katrina hit.
The case managers helped some find long-term work or training for long-term work; they
helped others connect with resources available to them through the City of Houston and other
existing relief agencies and systems in the Houston community that could help them meet their
needs; and they evaluated requests for direct aid when needs fell between the gaps. We also
supported many agencies who were helping our evacuees and others, such as, The Alliance for
Multicultural Services, Bethel Heavenly Hands Mission, CCSC, Citizens Organized for Rita
Restoration-Jasper, ECHOS, Life Center for the Homeless, Relief Services of Texas, St. James
House-Baytown, and Ubi Caritas-Beaumont.
For the 2006 spring and fall semesters, St. Martin’s COC and the Variety Club of
Houston gave vouchers to children of our hurricane families so they could start a new semester
wearing new uniforms and shoes. Also, this summer the COC with the help of the Weekley
Grant, made possible a two-month, eight-hour a day summer camp at the Ft. Bend Boys & Girls
Club for 59 hurricane evacuee children from ages 7 to 18 years.
In the spring of 2006, The Rev. Chris Bowhay was “called” to another parish and left St.
Martin’s. The Rev. Dr. John Graham beautifully took over the overwhelming task and led the
COC to its end. On August 24, 2006, St. Martin’s COC closed all its cases. In all, St. Martin’s
helped over 175 households – over 500 adults and children – displaced by Hurricanes Katrina
and Rita. A dozen of those households were from Hurricane Rita; the remaining were from
Hurricane Katrina. Fifty percent (50%) of those households have returned to Louisiana or
destinations outside of Houston. One-third are back on their feet here in Houston and need no

more assistance from us. We transferred the remaining cases to RST, an agency professionally
trained to provide long-term assistance to hurricane survivors.
With our remaining hurricane relief funds, the COC gave grants to many area agencies
that continue to help Hurricane Katrina and Rita survivors and a few agencies that themselves
suffered hurricane losses. These agencies are:
