Emphasis on Exercise of Disaster Responding Mechanisms against
Possible Damages
According to the latest analysis of current weather data, intensive rainfall will
continue in all regions of Taiwan; the chance of excessive amount of rainfall in central
and south region of Taiwan is still exist and the trend of distribution of intense rainfall
regions moving north is expected. President Ma came to the central emergency
operating center at 12:40 CST to host the second process report and command all
departments to be alerted with the potential damages brought by typhoon Karmaegi
and to be actively involved in the following:
1. The water level of multiple rivers and dikes are approaching the full mark and the
Ministry of Economics shall pay close attention to the water level status. For
potential discharging locations, the Ministry shall contact the local government
and initiate evacuation process in advance and inform all residents to start
disaster responding preparation early by utilizing broadcasting radio and vehicle
in order to prevent from loss of life property.
2. The soil moisture content is approaching state of saturation due to the
concentrated rainfall in mountain regions of central and southern Taiwan since
last night. The Council of Agriculture shall monitor the damages caused by
mudslide and contact local government promptly to start evacuation process if
necessary.
3. The Ministry of Economics shall monitor the utilization and mobilization of
pumping machinery, handle all repairing processes for lifeline damages, provide
clean drinking water by mobilizing water distributing vehicles from Taiwan Water
Corporation if any drought occur, and at the same time, perform rescuing and
repairing process under the command of Water Resource Agency, Ministry of
Economics incorporated with local government of minor-damaged regions. The
Ministry of Transportation and Communication shall also accelerate on repairing
blocked roads especially mountain roads and roads in native tribes.
4. 6 counties and cities such as Taichung County suffered serious agricultural
damages from typhoon Karmaegi and the Council of Agriculture shall draft
compensation and agricultural assistant to assist agriculturists. Due to the fact
that the price of vegetable and fruit may also be affected by damages from
typhoon Karmaegi, the Council of Agriculture shall monitor the market and
demand or utilize stabilizing mechanism if necessary.
5. In order to accelerate the reconstruction of affected regions, the Ministry of
National Defense and related departments shall incorporate the local county or
city governments to actively assist all residents to restore their neighborhood and
shall incorporate with public health-related departments to perform disinfection
process in affected areas in order to prevent contagion and restore normal life for
all residents.
6. Lastly, rescuing faculties from all departments and all county or city
governments shall be care of their own safety when performing rescuing tasks.
All publics shall avoid going outdoor during typhoon period in order to prevent
accidents from happening.
