constitution of HLFPPT (Hindustan Latex Family Planning Promotion Trust) in the year 1992.

development of products to innovative solutions and services for better health communication is
an integral part of all the programs/projects implemented by HLFPPT.
The Swagati Program- An Introduction
SWAGATHI is a project implemented by HLFPPT. The aim of SWAGATHI project is for HIV
Prevention among the most vulnerable populations in nine coastal districts of Andhra Pradesh
with support from Bill and Melinda Gates Foundation (BMGF) with focus on community
mobilization and collective health action among the highly vulnerable section of the population
Job Profile: Program Manager-Transition
Reports to: Team Leader, Swagati Project, HLFPPT, Hyderabad
Base: HLFPPT Swagati office, Hyderabad, Considerable travel within Andhra Pradesh may be required.
Main functions: The Programme Manager Transition is responsible for facilitating the process of transition to
SACS/NACO, and supporting programmes for a smooth transition. Conducting Needs Assessment to identify
and fill in the gaps for a smooth transition while ensuring quality and effective service delivery, better
coordination among the stakeholders, and alignment with NACP III Guidelines.
The Programme Manager: Transition, will be an active member of the project senior management, taking
responsibility for the results of the team, supporting HLFPPT in the overall welfare and success of Swagati
project. S/he will be managing task forces and working groups, and participating actively in management
meetings, to guide the program on improving effectiveness.
Key Responsibilities:
The major areas of responsibility of the Program Manager -Transition are:
1. Programme management and development
Objective: To effectively manage Transition of programme to a sustainable institution model (Government
and other sustainable models)








Develop a strategic plan for smooth process of transition plan.
Based on the strategic plan, a work plan to take forward the process of transition will be developed and
executed.
Conduct Needs Assessment in transition districts to identify and fill in the gaps for a smooth transition
ensuring quality and effective service delivery.
Analyse and document the progress, impact, challenges and lessons of Transition phase.
Process documentation of transition and dissemination of reports for internal and external use in
coordination with concerned unit as appropriate and applicable.
Documentation of lessons learnt and the best practices involved and dissemination of the same for future
transition phases.
Support the Transition review and preparation of Transition programme proposals and reports.
Provide line management and support to Programme Officer/s to ensure smooth process of transition
plan.
2. Capacity Building and Technical Support to the stakeholders in the process of transition
Objective: To develop the programmatic and technical capacity of Transition Partners to effectively
manage and deliver quality HIV/AIDS programmes during transition and post transition.





Assess the programmatic and technical support needs of stakeholders (iNGOs / CBOs) involved in
Transition.
Identify, procure and manage any relevant external technical support that may be required for smooth and
quality transition.
Provide and facilitate the delivery of programmatic and technical assistance and capacity building support
for stakeholders (iNGOs / CBOs) and programme for the transition process.
Review, analyse and provide timely feedback on programme reports and other documents relating to
process of transition.
Conduct Joint Monitoring, Joint review and combined evaluations of the progress and impact of
programmes and update periodically to HLFPPT, TSU, APSACS / DAPCUs and AVAHAN.
3. Integral member HLFPPT Swagati management team overseeing Transition
Objective: To work effectively and collaboratively as a key member of HLFPPT, Swagati, Hyderabad and the
transition team.






Contribute to the planning, co-ordination and implementation of the overall Transition process.
Work closely with other members of the Programme Team to develop and implement appropriate
programme and technical support strategies.
Contribute to the development of programme strategies, proposals and reports.
Contribute to organisational strategic and operational planning.
Contribute to organisational communications and information initiatives, including the website, donor
reports, annual reports and other communications.
Support the development of programmatic and technical capacity of the HLFPPT Swagati staff and
Programme Team, External Relationships and Partnerships
4. External Relationships and Partnerships:
Objective: To develop appropriate external relationships to foster support for the transition process.



Identify key advocacy issues at the District, State and National levels, including key external stakeholders
such as DAPCUs and provide support to programmes and stakeholders of transition process to develop
and implement advocacy strategies and activities in coordination with APSACS.
Work closely with the HLFPPT’s Swagati senior management to establish, maintain and strengthen
effective relationships with relevant stakeholders involved in transition, including government agencies,
lead partners, partner and implementing NGOs, health service providers and other agencies.
Work closely with the Head-HIV Division and Team Leader, Swagati to liaise with donor agencies on
relevant programmatic and policy issues related to pre transition and post transition support
5. Others

Undertake other responsibilities not outlined above which are commensurate with a role of this nature in
the social sector and which have been discussed and agreed between the line manager and the post
holder.
Person Specification
Job description:
Programme Manager – Transition
Essential requirements:
 Master’s degree in social sciences, health or development field (or equivalent) or a Bachelor’s degree
with at least 5 years of progressively responsible management experience in the health, development
or other relevant sector.
 At least 3 years’ senior middle management experience in an NGO or comparable setting.
 Experience of working with multiple stakeholders in the civil society, private sector and the government
at different levels.
 Excellent writing and verbal communication skills.
 A very strong understanding and experience of direct programme implementation and interface with
vulnerable and marginalised populations in the context of HIV/AIDS.
 Demonstrated knowledge and understanding of partnerships and/or donor environment, donor relations
and reporting.
 Experience of providing technical support to, and capacity building of, organisations.
 A good understanding of policy issues around STI/HIV/AIDS
 Sound understanding of the principles of NGO support, particularly around HIV/AIDS and public health
promotion.
 Ability to work effectively in teams as well as independently.
 Ability and willingness to undertake travel, principally within Andhra Pradesh, for an average of 50% of
time.
 Strong commitment to HIV/AIDS.
 Fluent in English and Telugu.
Desirable qualities/experience/skills:




Good understanding of development issues and the HIV epidemic in Andhra Pradesh.
A good understanding of legal and ethical issues around HIV/AIDS.
Experience of managing health programmes in Andhra Pradesh.
Experience in policy work – analysis, communication and influencing.
Terms of employment: The position will be on contract basis, extendable based on performance.
