Assignment Description Assignment Title: Diagnostic Study, Improving Business Processes and preparing IT Business Plan of Andhra Pradesh South Power Distribution Company While Andhra Pradesh was among the first Indian states to initiate legal, structural, regulatory and institutional reforms in the power sector in late 1990s, in the last decade the power sector has struggled to keep pace with the development in the state. Government of AP has formulated a plan to provide reliable 24 X 7 Power for All (PFA) consumer categories (except agriculture) and connect the unconnected households by March 2017. It is one of the first states to sign a MoU with the Government of India under Power for All Program. This programme will be implemented by Government of Andhra Pradesh (GoAP) with support from Government of India. To achieve PFA objective the state has to not only ensure adequate generation capacity addition planning and tie ups for affordable power to meet the future demand but also strengthen and expand its power transmission and distribution (T&D) infrastructure. Investments are also envisaged in modern technologies to ensure and monitor reliable supply of power. The Government of Andhra Pradesh (GoAP) has therefore sought World Bank assistance to support some of their investments in T&D to facilitate increased availability of power, improve service delivery and reduce system losses. The project includes capital investments for strengthening/augmentation of the intra-state transmission and distribution network and undertaking capacity building initiatives. The World Bank now intends to engage a Consulting Firm to carry out a review of the existing organizational structure, business processes and technology status of the Southern Power Distribution Company in AP and prepare a capacity building and institutional strengthening plan. Since the company plans to move towards an IT enabled power distribution infrastructure (smart grid) in the medium term, the assignment also includes the preparation of an IT Strategy and Implementation Road Map. This assignment is likely to be extended to a follow-on phase that shall focus on implementation of the institutional strengthening and capacity building plan prepared under Phase-I. The objective of the assignment is to identify interventions needed to strengthen the institutional structure/systems/processes of EPDCL to address the existing challenges as well as the emerging needs of the business given the rapid growth expected in the power sector in coming years to meet the PFA objective; and to prepare an IT Implementation Roadmap to guide the Discom to move towards smart grid enabled systems. The broad scope of services is likely to include: - Diagnostic study of the utility based on validation and analysis of available data, analysis of existing studies (As-is analysis), stakeholder consultations and hence, to identify specific opportunities and challenges across operational/technical, financial, IT, and human resource aspects). - Identify top priorities that are required to be addressed in order to further increase efficiency and reliability and accordingly, prepare an institutional strengthening and capacity building plan to address these identified priorities with a short, medium and long-term time horizon. -Improve the business processes already existing in the organization through re-designing some processes to fill-in the gaps, if any and to align business operations with an IT enabled system. -Prepare a detailed IT Business Plan identifying specific interventions after studying the existing system and consulting extensively with all stakeholders.
