George St Area Controlled Parking Zone
Dear Ms Spalding
George St Community Council broadly support the introduction of a controlled parking zone in the
George St area. We understand that properties nearer town (South of the zone) are having problems with
shoppers/college people/workers in town parking there all day, and have been asking the councillors for
help. We welcome the proposals to introduce ‘Maximum 3 hours, and 45 minutes’ Pay and Displays, as
this should help customers of local businesses. Towards the North end of the zone, however, there are
very few parking problems at present during the day and at night residents can mainly find a space
somewhere close to where they live. The main problem is that there are too many residences and not
enough spaces, there is not a problem with incomers (see photos below).

We have serious concerns, however, with some of the aspects of the proposed layout;
1. Double yellow lines on Leslie Terrace.

Introducing double yellow lines along the whole length of Leslie Terrace will significantly reduce the
available parking in that area. Approximately 35 spaces would be lost. Many of the residents on Powis
Terrace and Calsayseat Rd and George St, legitimate residential parkers, have to park there as they have
no/very little parking on their own streets. Leslie Terrace also acts as overflow parking for Lamond Place,
and Jamaica St. It is also used by residents on Belmont Rd as overflow.
If Leslie Terrace can't have parking up both sides, then it will just cause a complete disaster. It may be
possible that the scrub land on Leslie Terrace could be (compulsory?) purchased by the Council, and
used for parking within the restricted zone, or the residents may be happy to accept a narrower than
recommended carriageway width, as on View Terrace, with the parking along both sides of the road itself,
the parking boxes could be partly used with the cars on that side still using the public verge.
We would ask that if parking on both sides of Leslie Terrace cannot be accommodated, that the area to the
north of Holland St Park, (including Lamond Pl, Jamaica St, Calsayseat Rd, Leslie Terr, Powis Terr), be
removed from the zone entirely, as the problems it will cause will be immediate and astronomical.
2. South end of Jamaica St

There is no reason to have double yellow lines around the corner by numbers 40 and 42 Jamaica St and
number 1 Lamond Place. This corner does not constitute part of the traffic flow and so no safety issues
ensue. In 21 years of knowing this corner there have been no incidents, apart from when the snow has
compacted and drivers lose control on the ice on the hill (over the whole length of the hill) due to the low
priority of the road for gritting. Rescinding these double yellow lines would gain at least 4 car parking
spaces.
3. Private Garages
We have noticed that a number of private garages have not had their access noted on the plans, we assume
this would be corrected as several car parking spaces will obviously be lost here as well.
4. Commercial Properties
The restriction of 2 vehicle parking spaces will seriously affect the viability of a number of commercial
properties in the area. There are a number of car-repair garages which require vehicles to be left in order
for the garage to repair them. We feel there should be some proviso for the number of permits available
to existing businesses to be flexible, as we would not like to see the businesses being driven from the
area.
5. Churches
There should be some provision made for occasions where the local churches can have special
dispensation for parking, for weddings, funerals, etc.
6. Private Car Parks
Private car park owners, Housing Associations, the Council, etc, need to be more pro-active in protecting
their own residents parking areas. The residents are presently finding it extremely difficult to get parked
in their own car parks, especially if there is no barrier on the car park. With the introduction of restricted
parking, these problems are only going to escalate.
7. Crossing at Junction of George St/Powis Terr/Calsayseat Rd/Powis Place
We are disappointed to note that this crossing was not included in the proposals for this zone, please see
enclosed letter.
