1. TECHNICAL DOCUMENTATION
The bidder/manufacturer/contractor, in responding to the ITB and in submitting the Desktop
Specification/Checksheet for initial and subsequent certification of equipment proposed under this ITB,
is required to respond in the “Meets or Exceeds Specification: Yes/No” Column of the “Technical
Documentation” section, of the “Technical Requirements” section, and for each
Specification/Checksheet line under “Technical Specifications.” To substantiate these responses to
the “Technical Specifications” lines, the bidder/manufacturer/contractor must submit, with the
Specification/Checksheet, technical documentation that demonstrates how the proposed equipment
meets the referenced specification. The technical documentation must be labeled with the Platform
Number or Product Identification and Line Number (e. g., “Platform A-1, Line 3, Processor”) from the
Specification/Checksheet to which the documentation corresponds. This documentation must be
organized logically, to assist the State or the State’s certifier, during certification, in determining how
each requirement within a given specification is met. The importance of accurate and complete
technical documentation, upon which certification decisions will be based, cannot be overstated.
2. COMPLIANCE WITH SPECIFICATION/CHECKSHEET
All equipment and all operating environment software proposed or provided under this ITB/Contract
must fully comply with all relevant Technical Specifications contained in the Desktop
Specification/Checksheets spreadsheets.
3. GENERAL TECHNICAL REQUIREMENTS
In addition to all Technical Specifications included in the Desktop Specification/Checksheet
spreadsheet, the equipment, and software proposed or provided under this ITB/Contract are required
to meet all of the following general technical requirements:
3.1. Only products constituting the manufacturer’s standard offerings or products approved and fully
supported by the Desktop manufacturer may be proposed or provided under this ITB/Contract.
3.2. The Contractor must, throughout the Contract, maintain the compatibility and adherence to
technical requirements and specifications of all Desktop hardware, and software as proposed or
provided under this ITB/Contract, regardless of changes by the manufacturer in product
specifications or operational characteristics. Detailed specifications are enumerated in the
Desktop Specification/Checksheet.
3.3. The Contractor must, throughout the Contract, assure that all Desktop hardware, and software, as
proposed or provided under this ITB/Contract, meet all manufacturer’s specifications and are
approved by the Desktop manufacturer for use in or with the Desktop system as installed by the
Contractor.
3.4. In cases in which interoperability with a specialized application or other similar circumstance is
considered by the State of Tennessee to be critical to the success of the Desktop systems within
the environment for which a specific order or orders is targeted, the Contractor or Manufacturer
must, when requested, deliver to the State, within 10 calendar days of receiving this order, the
equipment ordered. The State will notify the contractor immediately when the State transmits this
order or these orders to the contractor. The State will, with the assistance of the Contractor and/or

the Manufacturer (if appropriate), conduct acceptance testing of this equipment within the
appropriate State environment for a period not to exceed five business days. If the equipment
passes this acceptance testing, the Contractor will fulfill the order within the 30-day ARO period
specified in this ITB. If the equipment does not pass this acceptance testing, the State may cancel
the order. Equipment used during acceptance testing may be used to fulfill an order or orders
issued under this ITB.
4. INTEROPERABILITY WITH THE STATE’S NETWORK
4.1 All Desktop systems and operating system software proposed or provided under this ITB/Contract
must interoperate successfully within the State’s network.
4.2 All Desktop systems and operating system software proposed or provided under this ITB/Contract
must, as appropriate, fully support PCI Express adapters and Ethernet adapters, and the State’s
standards for connecting microcomputers to the State’s networks and/or storage devices.
4.3 All Desktop systems and operating system software proposed or provided under this ITB/Contract
must fully support the client version of client software for, and must interoperate successfully with,
Novell Netware 6.X, Novell Open Enterprise Linux, Microsoft Windows 2000 Server Edition and
Microsoft Windows 2003 Server Edition and the then-current versions of these software packages.
4.4 All Desktop systems and operating system software proposed or provided under this ITB/Contract
must interoperate with the State of Tennessee's network by fully supporting TCP/IP (including
DHCP, with dynamic DNS), and SNMP, unless otherwise noted.
4.5 All Desktop systems and operating system software proposed or provided under this ITB/Contract
must provide full support of networked printers using LPR/LPD technology for IP print to a
networked printer within the State’s networking environment, as well as full support of local printers.
5. DESKTOP OPERATING ENVIRONMENTS
5.1 All Desktop systems proposed or provided under this ITB/Contract must fully support the Windows
XP Professional Edition and Vista (Edition will be determined and thirty (30) days notice provided)
operating environments and the then-current versions of these software packages. Any
incompatibilities with these operating systems discovered during the term of the Contract must be
rectified at no charge by the Contractor within thirty (30) days of notification.
5.1.1 Item Deleted from ITB.
5.1.2 The State may elect to migrate to Microsoft's Vista operating system from the Windows XP
operating system during the period covered by this solicitation, providing thirty (30) days notice to
the contract holders. This migration will occur at one of the periodic contract refreshes, as
designated and scheduled by the State, when the technical specifications and pricing are updated.
Systems ordered after completion of the designated refresh will be provided with Microsoft's Vista
(Edition to be determined by the State) only.
5.2 All Desktop systems proposed or provided under this ITB/Contract must be included in the
Microsoft Windows XP Hardware Compatibility List (HCL) as of the last day on which initial or
subsequent certification for these devices is scheduled. Upon partial or total migration to Vista and

subsequent certification of all Desktop systems, operating system software proposed or provided
under this ITB/Contract must be included in the Microsoft Vista Hardware Compatibility List (HCL).
6. HARDWARE COMPATIBILITY WITH STATE STANDARD COMMUNICATIONS SOFTWARE
6.1 All Desktop systems and operating system software proposed or provided under this ITB/Contract
must be fully compatible (where applicable) with the current version of the following list of standard
commercial communications software packages utilized by the State, regardless of operating
environment (i.e., Windows XP Professional Edition, Vista (Edition will be determined), etc.):

IBM Enhanced 5250 Emulation Convenience Kit
Novell GroupWise
Microsoft Windows Dialup Networking
Microsoft Internet Explorer
XCOM for Windows
Cisco VPN Client Software (Version 4.3 and later)
6.2 All Desktop systems and operating system software proposed or provided under this ITB/Contract
must remain compatible throughout the Contract term with the then-current version of the software
packages identified in Section 6.1, above. Any incompatibilities with these software packages
discovered during the term of the Contract must be rectified at no charge by the Contractor within
30 days of notification.
7. OTHER TECHNICAL REQUIREMENTS
7.1 All Desktop equipment proposed or provided under this ITB/Contract must (as appropriate) be FCC
Class B and UL/CSA certified.
7.2 All Desktop systems proposed or provided under this ITB/Contract must be provided with memory
modules in the smallest size that allows the device to be configured with the maximum memory
specified in this ITB.
7.3 All Desktop equipment proposed or provided under this ITB/Contract must be accompanied by all
industry standard software, cabling, terminating resistors, and mounting brackets/hardware for
such products. This software, cabling, terminating resistors, and mounting brackets/hardware must
permit the installation and successful operation of the hardware as an originally installed or
upgrade device, as ordered.
7.4 All Desktop systems and operating system software proposed or provided under this ITB/Contract
must be provided with complete industry standard owner's/operator's manuals, installation
instructions, and technical documentation for such products, or must be provided with current
instructions for downloading these items from the World Wide Web without charge.
7.5 All Desktop systems proposed or provided under this ITB/Contract must be provided with “Restore
CDs” that enable the user to reinstall the operating system ordered with the system and restore the
system to a factory configuration/settings condition.
7.6 All Desktop systems proposed or provided under this ITB/Contract must be provided with Intel or
AMD microprocessors, as specified, and must fully support the Intel “family” or AMD “family” of

microprocessors, and must provide complete data and application software compatibility among all
systems.
7.7 All Desktop systems proposed or provided under this ITB/Contract must be configurable as
specified in the "Maximum Configuration" section contained in the Desktop
Specification/Checksheet for each system and must be provided with an internal power supply that
will power the system when configured as specified. (See the Maximum Configuration section in
each platform’s Specification/Checksheet for details.)
8. GENERAL TECHNICAL SPECIFICATIONS
8.1 All Desktop systems and associated components proposed or provided under this ITB/Contract:
A. Must be configurable as specified in the "Maximum Configuration Specification" portion of the
Desktop Specification/Checksheet for each platform.
B. Must be provided with all items (except those specified as external or optional) contained and
enclosed within the system unit.
C. Must provide all capabilities, features, and components labeled STANDARD on the Desktop
Specification/Checksheet at no additional cost and must meet or exceed all specified requirements.
D. Must provide all capabilities, features, and components labeled REQUIRED OPTION on the
Desktop Specification/Checksheet at the additional price bid.
E. Must be Energy Star compliant, as appropriate.
8.2. All Desktop systems bid and proposed or provided under terms of this contract must be
manufactured by the same manufacturer.
8.3. All Desktop systems and external devices must be supplied with a power cable.
8.4. All Desktop systems and items installed in/internal to system, and all other hardware (including
peripherals) ordered from/delivered under this ITB/Contract, except as otherwise noted in this ITB,
must be provided standard with a four-year (4-year) on-site parts and labor warranty. The
Contractor or the Manufacturer must also make available to the State, at no additional cost, during
the term of the Contract and during the warranty period in effect after the expiration of the
Contract, current firmware for all equipment provided under this Contract and updates to software
provided under this Contract.
