These guidelines provide assistance to organisations eligible to apply for SPP funding for the 2015-17 triennium. POLICY CONTEXT AND PRIORITY AREAS The Victorian Government’s goal is to achieve world leading educational performance over the next ten years. The vision is that every Victorian thrives, learns and grows to enjoy a productive, rewarding and fulfilling life, while contributing to their local and global communities. Applications for SPP funding for the 2015-17 triennium must be aligned to Government policies and DEECD’s strategic priorities as expressed in the following key policy documents. Towards Victoria as a Learning Community The Victorian Government’s vision for school education focuses on five key reform areas: Student outcomes Order and inclusion Innovation Partnerships Internationalising education. www.education.vic.gov.au/about/department/vlc/Pages/default.aspx From New Directions to Action: World class teaching and school leadership This document sets out the Government’s vision for a teaching profession that will raise student performance in Victoria to levels comparable with the best jurisdictions world-wide. www.education.vic.gov.au/about/department/Pages/teachingprofession.aspx DEECD Strategic Plan The DEECD Strategic Plan identifies four outcome areas in which improvement is sought: Achievement - raising standards of learning and development achieved by Victorians through excellence in education, training, development and child health services. Engagement - increasing the number of Victorians actively participating in education, training, development and child health services. Wellbeing - increasing the contribution of education, training, development and child health services to good health and quality of life for all Victorians, particularly children and young people. Productivity - increasing the productivity of our education, training, development and child health services. http://www.education.vic.gov.au/about/department/Pages/stratplan.aspx 3 PROGRAM OBJECTIVES The aim of the SPP is to provide supplementary funding to organisations to provide programs for students and teachers that enable them to access learning opportunities not usually available in mainstream classrooms or professional development settings, with the aim of improving student achievement, engagement, health and wellbeing and/or teacher capacity. PROGRAM ELIGIBILITY To be eligible to apply for SPP funding, organisations must: be not-for-profit not be a Government department have satisfactorily acquitted and reported on previous SPP funding (where applicable). Please note: There is no guarantee that previously funded organisations will be funded, including at previous levels. Organisations must be able to enter into a Common Funding Agreement with DEECD (see Attachment 3). SPP FUNDING CATEGORIES For the 2015-17 triennium, SPP funding will support three program categories: 1. Student learning programs These programs must: Provide opportunities for students to access specialised facilities, resources and expertise beyond the mainstream school environment Be aligned with Victorian curriculum frameworks Be able to demonstrate that they will improve student outcomes. 2. Teacher professional learning programs These programs must: Build the capacity of teachers to deliver learning and teaching programs that improve student outcomes Be aligned with Victorian curriculum frameworks Demonstrate they provide opportunities that are not available from other sources. 3. Extension programs for gifted and talented students These programs should: Promote engagement of gifted and talented students Promote learning and development of gifted and talented students Target gifted and talented students in primary and secondary schools who are likely to have limited access to extension opportunities. NOTE: This category is available for the 2015-17 triennium only. 4 SELECTION CRITERIA Categories 1 and 2 Organisations applying for SPP funding must be able to demonstrate how the proposed program: 1. Addresses the objectives of the SPP 2. Meets an identified need 3. Aligns with Victorian curriculum frameworks 4. Will support achievement of Government policies and DEECD strategic priorities 5. Will be sustainable beyond the funding period. Applicants must be able to demonstrate their capacity to develop and deliver outcomes-focussed student learning and/or teacher professional development programs that meet all of the above criteria. Category 3 Organisations applying for SPP funding must be able to demonstrate how the proposed program: 1. Provides an extension or enrichment opportunity for students who have demonstrated outstanding potential or ability compared to age-peers (for example, through deeper or more challenging engagement with the Victorian curriculum) 2. Provides access to specialist facilities, resources and/or expertise unavailable in the mainstream school environment 3. Includes provision of advice to schools regarding selection of students to participate (note: this advice may be prepared in consultation with DEECD) 4. Targets students who are less likely to have access to extension programs, for example: primary students, students living in rural or regional areas, students with disabilities, students from low income households, students from Koorie or English as an Additional Language (EAL) backgrounds, or students in out-of-home care. 5. Establishes a sustainable approach to continued provision of the extension program beyond the funding received from DEECD. APPLICATION FORM Applications need to be submitted using forms accessible from the SPP webpage. Previews of the forms are included as Attachment 1 for Categories 1 and 2 and Attachment 2 for Category 3. The application form requests that applicants clearly identify how they will meet the requirements of the SPP as specified in these guidelines. COMMON FUNDING AGREEMENT Successful applicants will be required to enter into a Common Funding Agreement with DEECD (refer to Attachment 3). Except where DEECD determines otherwise, Common Funding Agreements will be for the triennium commencing 1 January 2015 and ending on 31 December 2017. REPORTING AND ACCOUNTABILITY Organisations should be aware of their responsibility to drive the strategic planning and implementation of their program/s, as well as ensuring financial management and reporting accountability. 5 Funded organisations must have the capacity to provide biannual reports on the progress and outcomes of their programs throughout the triennium. These reports will provide an opportunity for DEECD to assess the effectiveness of programs in meeting their objectives. Quantitative data will need to be collected on an ongoing basis to measure the impact of the program on student achievement and/or capacity building of teachers. Qualitative data will also need to be collected including participant engagement and satisfaction with the program. All funded organisations will be required to submit a ‘learning story’ providing an example of an outcome of their program, and demonstrating its success. This ‘learning story’ may also be used for promotional purposes. REPORTING TIMELINES Organisations must submit their reports to DEECD in accordance with the following timelines. Category 3 Payments Acknowledging the additional effort required in the first year to develop, review and refine the program/s, 50 per cent of funds will be paid in the first year, 30 per cent in the second year, and 20 per cent in the final year, subject to the receipt of satisfactory progress reports and a valid tax invoice. The initial payment will be made by the end of September 2014 to allow time for program development in 2014, before program delivery commences at the start of 2015. Defining Gifted and Talented Gifted individuals possess outstanding natural intellectual, physical, creative or social abilities. Importantly, they may or may not be high achievers: gifted children or young people may have outstanding potential but be disengaged and under-achieving. While all gifted individuals have the potential to perform at a significantly higher level than their age-peers, their level of ability may be considered on a scale of mildly to extremely gifted. Around 10-15% of people may fall within the full range of gifted abilities, however high to extreme levels of giftedness are only prevalent in a very small proportion of the population (1-2%). Talented individuals are those who demonstrate outstanding mastery of systematically developed knowledge and skills in one or more areas. They typically develop these competencies through practice and are usually highly motivated and persistent in their endeavours. To meet Your Reporting Requirements You must complete and send to Us any Report that is specified in the Activity Deliverables and Payments Table at clause 3. 5. You must: a. keep accurate records, including all receipts and tax invoices, in relation to the Activity and for everything You purchase with the Funding in accordance with the requirements set out in Part B, if any; and b. provide access to, and copies of, the records at any time to Us or a third party authorised by Us. 29 6. You must: a. use the Funding only for the Activity in accordance with this Agreement or as otherwise agreed in writing by Us; b. comply with all applicable laws and departmental policies in connection with the Funding, the Activity or this Agreement; and c. follow Our reasonable directions in connection with the Funding, the Activity or this Agreement. 7. You must let Us know in writing within 5 Business Days from when You become aware if: a. You no longer meet the eligibility requirements for the Funding, if any; b. there is an actual or perceived conflict of interest that may impact on Your ability to deliver the Activity; c. You will not complete the Activity; or d. You will not spend the total amount of the Funding. 8. You need Our written consent to: a. use any of the Funding for anything other than the Activity or in any way that is not in accordance with this Agreement; b. change the Deliverables/Milestones, Start Date or End Date of the Activity; or c. change the reporting requirements, if there are any. 9. You agree to repay all or part of the Funding, in accordance with any written request from Us to do so, if: a. there is unspent Funding at the completion of the Activity; b. You do not use the Funding in accordance with this Agreement. 10. You will acknowledge any Funding support provided by the Victorian Government: a. as specified in any applicable Departmental policy; b. according to the Acknowledgement and Publicity Guidelines as amended from time to time, which can be found <at: Attachment X / on the Department’s (website)>; or c. as described in Part B. 11. Unless a recipient created tax invoice (RCTI) arrangement is in place, You will submit an invoice to Us that complies with tax legislation (including A New Tax System (Goods and Services Tax) Act 1999 (Cth)) for each Deliverable/Milestone that is linked to a payment in the table at clause 3. Invoice arrangements are described at Attachment <X> or Part B of this Agreement. 12. Clauses 5, 9 and 10 and any clauses identified in Part B will continue to apply after the end of this Agreement. 30 PART B: Additional Conditions 13.
