Position Context
The Diversion Program is located within the Specialist Sentencing Courts branch of the
Magistrates Court Division. The program targets defendants who have a mental impairment who
are charged to appear in the Magistrates Courts (metropolitan or some regional locations) and
assists them to access relevant services to address their health and/or behavioural problems that
are associated with their offending behaviour.
The Senior Clinical Liaison Officer reports to the Team Leader, Clinical Liaison Team and works
closely with other members of the Clinical Liaison team and the Clinical Advising Team, who carry
out the eligibility assessments for admission onto the program and the administration staff who
support the program.
The Senior Clinical Liaison Officer maintains working relationships with the Magistrates and court
staff and with other members of the Specialist Sentencing Courts.
Other key stakeholders with whom the Senior Clinical Liaison Officer works with on a regular basis
are service providers and lawyers.
Position Summary
The objectives to be met by the Senior Clinical Liaison Officer is assist people with a mental
impairment appearing in the Magistrates Court on minor charges, to reduce their offending and
improve their health and/or functional skills. This is achieved by linking eligible participants with
relevant services and/or intervention programs, to address their identified needs.
The Senior Clinical Liaison Officer also assists participants to understand and comply with the
requirements of the Court and keeps the Court regularly informed about the participants’ progress,
so the Court can take this information into account when determining sentencing outcomes.

Key Responsibilities
The Senior Clinical Liaison Officer will meet these objectives by achieving the following key
outcomes and/or undertaking the following activities:
1. Develop and maintain a therapeutic relationship with participants on the program in
order to support and encourage their involvement with relevant services and
intervention programs.
2. Develop and maintain close working relationships with relevant service providers and
ensure participants have timely access to services and to gather relevant reports and
feedback about progress.
3. Implement participants’ individual case plans in a timely, responsive and professional
manner.
4. Keep accurate and up to date case notes and write objective and accurate reports for
the Court and accurately input relevant information into the program database.
5. Promote an understanding of the needs of persons who have a functional impairment
and who have committed an offence, to service providers and other stakeholders.
6. Contribute to the development of policies and procedures to ensure a high
quality and professional liaison service is available for participants on the
program.
7. Work cooperatively as a member of a multidisciplinary team and contribute to a
team approach to the management of participants, sharing skills and knowledge
and experiences.
8. Supervise the work of new graduate base level staff and/or students.
9. Comply with the requirements of the Occupational Health, Safety & Welfare Act
1986, and the Occupational Health, Safety & Welfare Regulations, 1986) in
particular the requirements of Section 21 of the Act – “Duties of Employees”.

Qualifications
The following skills/abilities/knowledge/experience/qualifications are essential to successfully
perform the requirements of this position.

A degree in Social Work or related behavioural science or health discipline, which has a
clinical component.
Professional, Technical and Personal Capabilities
To undertake the professional and technical components of this position the Senior Clinical Liaison
Officer is required to meet the following minimum criteria:



Clinical experience with people with a mental impairment in one or more of the areas of
mental illness, intellectual disability, brain injury, or neurological disorder.
Case management experience
Approximately 2 years post graduate experience in a clinical setting to be suitable to
supervise other staff and/or students.

Commitment to professional clinical practice in particular, ethics, evidence based
interventions and standards of care.
Ability to produce objective and accurate reports and case notes.
High level verbal and written communication skills
Highly developed teamwork skills
Ability to manage timelines and deliver timely, high quality, accurate reports
Ability to build relationships and promote the program and its aims.
DESIRABLE CAPABILITIES
While not essential, it will be considered favourable if the Clinical Liaison position has experience
working with offenders.
Working Environment
As an employee of the Courts Administration Authority you will be required to:

Actively participate in the Court Administration Authority’s Performance Management
program.

Special Conditions
The following special conditions apply to this position:
 Appointment is under the Courts Administration Act 1993. Terms and conditions of employment
are governed by the Public Sector Management Act, 1995.
 Current driver’s licence is essential
 A requirement to regularly travel (either by aircraft or vehicle) to regional locations
necessitating overnight absences
 Work outside of the normal hours of work.
 Be assigned to another position at the same remuneration level if required by the State Courts
Administrator
 Work in any city/metropolitan location either on a temporary or ongoing basis
