TENDER INVITATION FOR PRE-QUALIFICATION
(RFQ)
FOR
ESTABLISHMENT OF ENGARUKA SODA ASH
EXTRACTION PLANT

BACKGROUND:
The National Development Corporation (“NDC”) was established as a statutory
body by an Act of Parliament in 1962. It is wholly owned by the Government of the
United Republic of Tanzania and charged with responsibility of promoting economic
development in Tanzania in partnership with the private sector. The NDC is
mandated by the Government of United Republic of Tanzania to stimulate
development of basic industries in Tanzania and to initiate and facilitate
development of World Class Industrial infrastructure for sustainable and
competitive industrialisation.
Tanzania is endowed with underground deposits of soda ash at Engaruka Basin in
northern part of Tanzania about 190 km north-west of Arusha town. The
Government of United Republic of Tanzania has mandated NDC to develop and
implement the soda ash project at Engaruka Basin. With the same spirit, the
Government of United Republic of Tanzania has entrusted NDC to fast track
utilization of this resource for creation of base for development of chemical
industries in the country.
According to the results of the drilling exploration undertaken it has been
established that the Engaruka Basin has an estimated resource of 4.68 billion cubic
meters (4,680,000,000 m3) of brines with an annual replenishment rate of 1,875,000
m3. In the light of the foregoing, NDC has conceived a grand project, which will
involve setting up of a minimum of one million tonnes per year of soda ash
extraction plant at/around Engaruka Basin and construction of associated
infrastructure for the project. In addition to soda ash production, there will also be
other by-product salts like sodium chloride, calcium sulphate and potassium
chloride.
The Strategic Investor to be procured, together with NDC, will finalize the TechnoEconomic Study for the Project including detailed Plant Design for Soda Ash
Extraction Plant.
OBJECTIVE:
The objective of this Invitation for Prequalification (RFQ) is to secure an experienced
and competent investor (Strategic Partner) in Soda Ash Industry to partner with
NDC on behalf of the Government of United Republic of Tanzania for establishment
of Soda Ash Extraction Plant at Engaruka Basin.
PROJECT COMPONENTS:
NDC intends to pre-qualify competent investor(s) (Strategic Partner(s)) to partner
with NDC and form a Joint Venture Company which will have the right to:

develop the Engaruka Soda Ash Project;

implement/establish soda ash extraction plant including industrial salts and
associated infrastructure; and

operate the Engaruka Soda Ash Extraction Plant.
THE REQUEST FOR PRE-QUALIFICATION:
NDC now seeks eligible Strategic Partner(s)/Investor(s) to submit their applications
for pre-qualification for the above mentioned Project.
Evaluation criteria will take into consideration, among other things, the technical and
financial capability, as well as the experience and past performance, of the
prospective joint venture partner.
REQUEST FOR PRE-QUALIFICATION DOCUMENT:
Interested Investors/Strategic Partners may apply to pre-qualify for the development
of the Project. Applications must be made by way of submission of a completed set
of pre-qualification documents in English.
The Request for Prequalification Document may be obtained from the Office of the
Secretary to the NDC Tender Board, Room No. 605, 6th Floor, NDC Development
House, Ohio Street/Kivukoni Front or through NDC Website www.ndc.go.tz after
payment of United States Dollars Two Hundred (US$ 200.00). Interested parties
should request Bank details of NDC account using e-mail Address provided below.
NDC will send the RFQ document upon receipt of a swift copy of payment.
Transaction costs will be borne by the prospective bidder.
Completed applications for prequalification must be submitted in four (4) hard
copies (one original plus three copies including an electronic copy on a CD) in sealed
envelopes, and delivered to the address below by 14:00 Hrs on Friday, 1st August
2014, NDC Development House, 6th Floor, Room No. 605, Ohio Street/Kivukoni
Front, clearly marked “Application to Pre-qualify for Establishment of Engaruka
Soda Ash Extraction Plant.”
