Dr. Jerome Taylor Carried : 4-Yes 0-No None Opposed Tuesday, September 9, 2014 Page 2 ACCOUNTANT’S REPORT Mr. Gary Hertzan, CPA, presented the accountant’s report for the eight months ending August 31, 2014. For the month ending for August, 2014 there was Cash in Bank of $2,714,122.98; Total Assets of $2,736,514.05; Accounts Payable and Current Liabilities of $66,358.55; leaving a total fund balance of $2,670,155.50; Second half of Property Taxes received of $1,429,825.40; Total Revenues of $1,434,724.12; Year to date $2,893,256.62. Salaries for the month of August were $$57,225.34; Library materials of $1,632.42; total Library Materials were $4,454.83; Operating expenses consisting of service charges, bank charges, payroll fees, computer expenses of $21,537.13. Total contractual expenses including building maintenance, contracts, and insurance fees of $20,009.17. Social Security expenses on the payroll are $4,284.72. The Library had total expenses for the month of August of $107,511.19, and a surplus for the month of August of $1,327,213.93. For the eight months ending August, 2014 we have a surplus of $1,093,081.06. Budget for the eight months activity, we received real property taxes of $2,859,650.81. The percentage of collections of our budget is 100%; personnel services are running at 57% of budget; capital expenditures approximately 89%; books are at 44% of budget; Databases are at 102%; Library materials at about 58% of budget; Total operating expenses are at 80% of budget; contractural expenses are at 71%. Employee benefits of which the retirement payment comes out in December are at 36%. For the eight months ending August 31, 2014 there is a surplus of $1,044,140.98. There is $220,624.70 in the Capital Fund and for the month of August we received $82.90 in interest of the account. The accountant’s report for the month of August, 2014 was accepted for filing by the Board. COUNSEL’S REPORT Mr. Gerard Terry, Counsel for the Board presented his report as being for executive session. There were however, three resolutions for the business portion of the meeting. Old Business The public should note that there was an annual budget hearing on August 5, 2014 and this resolution is in reference to same. Tuesday, September 09, 2014 Page 3 Resolution WHEREAS, on August 5, 2014, the Board of Trustees of the Roosevelt Public Library conducted a public hearing on the proposed budget of the Roosevelt Public Library District for the fiscal year commencing January 1, 2015 and ending December 31, 2015; and WHEREAS, at said public hearing, the Board of Trustees presented and examined in detail said proposed budget, and discussed various aspects of same; and WHEREAS, at said public hearing, any interested member of the public who wished to do so had the opportunity to provide comments on said proposed budget and asked questions in relation thereto; NOW, THEREFORE, BE IT RESOLVED, that the annual budget of the Roosevelt Public Library District for the fiscal year commencing January 1, 2015 and ending December 31, 2015, as recommended to the Board of Trustees by the Library Accountant, Gary Hertzan, CPA, be and hereby is adopted; and BE IT FURTHER RESOLVED, that said Library Accountant, Gary Hertzan, CPA, be and hereby is authorized and directed to transmit said budget to the Town Comptroller of the Town of Hempstead and the Town Clerk of the Town of Hempstead, for consideration and approval of same by the Town Board of said Town of Hempstead; and BE IT FURTHER RESOLVED, that the provisions of this Resolution shall take effect immediately. The resolution which follows is in reference to same. Dr. Taylor and Funderburke-Ivey have asked that it be noted that Trustee Wilton Robinson did not attend the executive session (“Trustee Robinson left the meeting”). Noted also by the Trustees, that Trustee Robinson also refused to sign banking documents for the Library when asked to do so during the meeting by Mr. Hertzan.
