SL. Name of Association Items No. 1. Federation of National 1. Revision of OTA Rates. Postal Organizations OTA rates were revised only after implementation of IV pay Commission. No revision was made even 25 years. During the period, the Railways and Defence have revised their OTA rates twice. The Department of Posts may initiate necessary action to revised the OTA rates at the earliest. 2. Request for implementation of R.S. Natarajamurthy Committee recommendation. Shri RS Nataraja Murti Committee recommended to the Department to give recognition to the union which secured 10% membership or a total of 30000 members. Although opinion from all the unions were obtained no action has been taken on this issue till date. It is requested that the recommendation of the Committee for grant of recognition to the 2nd Union in GDS may kindly be decided early 2. National Association of 1. Discrimination in the Union’s name and acceptance of amendment to the Postal Employees, Group constitution of NUPE, Group C. When the notice for the All India conference of NUPE, Group C in 2008 was ‘C’ served the Department directed the union to amend the constitution changing the name of the union as Association and accordingly the constitution was amended and approved. But no other union was insisted for the change, the union again amended the constitution rolling back to the old name in the AIC of 2011. But the amendment was not approved and it is the only union continuing with the new name. The so called DO P&T guidelines were implemented to only our union. We request acceptance of the amendment. 2 (a) Grant of PB-2 to those officials who got 4200 grade pay on getting MACP II. DOPT has issued clarificatory orders that pay band would change on getting MACP vide OM No. 3504/3/2008 Estt dated 09.09.2010 and on upgradation they should be placed in the pay band of Rs. 9300-34800. But the upgradation is granted in the pay band of Rs. 5200-20200 only in the existing pay band. The DOPT orders should be reiterated to the Circles for correct placement. 2. (b) Removal of ceiling on NREGS incentive. As per the Directorate letter no.01-14/2009-RB dated 18.1.2010, BPMs are eligible for NREGS incentive in excess of 20 payments daily and SPMs 60 payments daily. In other words they have to do free payments 20/60. This in unjustified this should be removed. Further, there is ceiling to BPMs amount not exceeding TRCA+DA and to SPMS the existing DOPT instructions on the payment of incentive and annual ceiling would apply. This means departmental official should not get more than Rs.4000/- of all incentives. SPMs are already getting RPLI incentive etc. As per this order no SPM will get any incentive on NREGS. This should be removed. 2. (c) Issue of shortage of staff- and pressure of work on Postmasters/staff. Immense pressure on the Postmasters/Staff in connection with GBS Migration Activities without engaging additional man power either on deputation to outsourcing. With regard to work related to Signature Scanning interest posting. RD data entry, SB Agreement works the Divisional Executives have been placing immense pressure on Postmasters/Staff without observing staff position of the offices. 2. (d) Cheque Power, Disciplinary power and Recruitment power to Postmaster Grade I officials- with channel of powers All the Postmaster Grade offices (previously Unit Offices) which are previously vested with Cheque Power, Disciplinary Powers, and Recruitment of GDS under their unit are now deprived off the facilities or powers? Some of the divisional heads are clarifying that though it is a unit office previously, the Postmaster cadre officials are not having cheque power, Disciplinary powers, Recruitment powers in their unit also. Due to withdrawal of cheque power to postmaster Grade I officials, though they account with bank, the customers are facing inconvenience /delay in closing of accounts at Grade I offices which is against the norms of Project Arrow and Citizens Charter. If it is addressed to the Head Postmaster for Cheque in respect of closures more than Rs. 20000 it takes minimum of 2 days (Transit Time) for closure of account even at Grade I offices. It is not an inevitable situation in the present market. 3. Officiating pay to the officials of feeder cadre officiating in HSG-II and HSG-I. The Directorate issued order No. 137-64/2010-SPB II dated 28.07.2011 for fixation of officiating pay on assumption of higher responsibilities. But the order has not been implemented due to the conditions mentioned. But due to the non-availability of regular HSG officials’ majority of the posts are manned by officiating arrangement. Necessary orders are requested. 3. National Union of RMS & 1. Uniform Tenure policy for RMS Staff. MMS Employees Group ‘C’ Though the Directorate issued orders to rotate officials working in Tenure posts in Accounts Branch, Divisional Office and HRO/ SRO, many Circles are not implementing the Directorate’s order stating that orders are not specific. Hence, a uniform tenure policy may be issued in respect of RMS Staff working in tenure posts. 2. Non-providing of proper accommodation for RMS section in the train. India post is paying a good amount for haulage charges to the Railways. But the Railways is not providing proper accommodation in many trains for RMS function. Many times Railway authorities used to cancel the RMS accommodation without giving notice to our Dept. This has resulted in thousands of bags being accumulated on the platform. Further it causes delay to public mails. Heads of Circles may be instructed to attend the coordinating meeting with Railway authorities and to ensure providing proper accommodation in the trains. In case trains are cancelled due to operational reasons, the Railways should give alternate accommodation to RMS. 3. Grant of awards and honorarium to the MMS Drivers who have not committed accident. The Railway Dept. is granting awards and honorarium to their Drivers who have not committed any accident during the service. Likewise, the same scheme may be introduced in MMS. 4. National Union of Postal 1. Modification in Department’s order No.31-38/79-PE-I dated 22.05.1979Employees Postmen & The foot walk of the Postman from door to door should be taken in Group-D/MTS Group ‘C’ computing the relevant time factor or for accountable articles in multi-storey building is provided with 1.80 time factor per article, likewise time factor should also be provided for unaccountable article. 2. In the metro cities and other Y-Z categories cities the revision statistics should invariably be carried out in the presence of Union representatives. 1. If found surplus posts in reference to revised time factor , the surplus posts in the categories of Postman, Group ‘D’ /MTS may be redeployed within Division Region or Circle. 2. On finding number of surplus and additional justified posts the surplus posts should be redeployed only after calling full information and report from every Division /Region and Circle and surplus posts redeployed after giving due consideration to the preference given by the staff and additional justified post. The DOPT may be addressed and special permission should be taken to fill up the additional justified post or permission should be taken to redeploy 2/3 (skeleton) unfilled posts in various categories from the year 2005 to 2008. The relevant Ministry if necessary may also be addressed. Union will give full cooperation in this matter if requested. In every Circle the total number of Departmental Stamp Vendor post should be examined and assessed. If it is found that the D.S.V. posts are from Postman cadre these posts if found surplus should be absorbed in suitable and needy offices with the consent of the Postal Board or DOPT. 3. Whenever, any post in Postman and Group ‘D’ /MTS cadre are to be redeployed from one Division, Region and Circle in Postman and Group ‘D’ /MTS category, necessary permission and Authority may be delegated to the Circle, Regional and Divisional Heads. 3. The relevant staff eligible for Uniforms and kit items (umbrellas, Chappals and JD Bags) is not given these items at the proper time and are not of good quality: The Uniform cloth supplied to the staff is of substandard quality which gets spoiled and worn out in short period of time. The relevant staff therefore should be supplied with better quality of cloth and also timely supply of kit items. It is suggested that the staff may be supplied with coupons for purchasing good quality cloth from the shops having franchise in all over India, and Chappals, umbrellas, woollen jackets for using in cold climates etc may be allowed to be purchased by cash payment in the nominated shops and franchises, by doing this the unnecessary paperworks and also avoidable expenditure in delay will be eliminated. 5. National Union of RMS & 1. Throughout India recovery from the pay of Gr. ‘D’ staff is being done MMS Employees Mail due to wrong fixation at the time when grade pay was upgraded. Hence the Guard & Class IV Union requests to kindly issue clear orders in this matter so that recovery at par with the rules may only be done. 2. (a) Order to absorb Casual labours after 1993. Orders to absorb casual labours/TS/at par with Gr. D engaged prior to 1993 only has been issued while sufficient numbers of casual labours/TS/at par Gr. D staff were also engaged Post -1993. Hence an order to absorb those casual labours engaged after 1993 may also be issued against the existing and coming vacancies. 2. (b) Filling up of left over vacancies in Group “D’ cadre from among CL/TS As per new Gr. ‘D’ recruitment rules , 50% Gr. ‘D’ posts are to be filled up from GDS staff while in RMS wing, the number of GDS is either nil or very nominal. Hence the Union staff requests to kindly issue such an order that if GDS staff are not available or if available but very nominal. The Remaining vacancies in Gr. ‘D’ cadre may be filled up from CL/TS or at par Gr. ‘D’. 6. All India Administrative Association. 3. Uniform and other associated kits to MTS staff –Regular supply of quality goods. The Uniform and other associated kits are not provided to MTS staff properly and quality thereof is also not good. This matter may kindly be looked into. Postal 1. Filling up of vacant posts of MTS and Canteen employees in Circle & Offices Regional Offices. A good number of posts of MTS & Canteen employees are lying vacant since long, resulting problems in day to day functioning and burden on available staff. 2. Streamlining of PLI There are several unadjusted accounts in PLI ,which runs into lacs. Moreover the present system of decentralization should be reviewed. 3. Poor maintenance of Staff Quarters in P&T Colonies. A good number of employees residing in P&T colonies are suffering due to poor maintenance of the quarters by the Civil Enquiries. It needs to be well maintained.
