NORTHAMPTON COLLEGE – BADBY ROAD WEST, DAVENTRY – 10
MINUTE PRESENTATION FROM ALLIANCE PLANNING
Members received a presentation from a representative from Alliance Planning, Planning
Consultants for Northampton College and a representative from Northampton College Badby
Road West, Daventry giving a brief overview in relation to proposed plans for Northampton
College and proposed construction of 130 dwellings on part of the site.
The representative for the College advised that the current college building had been
earmarked for rebuilding in 2008, but lack of funding prevented works taking place and with
no significant funding being available for reparations, the building no longer met the needs of
students, hence a decline in recruitment.
The representative for the College further advised that with funding available from South
East Midlands Local Enterprise Partnership and match funding from the use of the land for
development and further funding from Daventry District Council a new building would meet
and reflect industry standards. A new building would inspire students and employers and
give opportunities to local residents to learn new skills, join apprenticeship schemes and
extend the higher education offering within Daventry Town.
The representative from Alliance Planning advised that a public consultation had been held
to give residents details of their proposals and that permission had been granted by the
college for 9.6 hectares of the site to remain dual use allowing public access.

Copies of indicative proposed site layout were circulated to members.
Representatives from Northampton College and Alliance Planning answered members’
questions thereon.

MINUTE PRESENTATION FROM COLLEGE GROUNDS ACTION GROUP
A representative from College Grounds Action Group gave a presentation expressing
concern in relation to proposed plans for Northampton College’s new building in Daventry
and housing development aspect of plans.
The representative stated that the Town Council should be made aware of residents
concerns and that the land which has the highest level of protection has been used daily by
the public for the past 37 years and a ten minute presentation was insufficient time for
members of the public to express their concerns.
On the proposal of Cllr Fox, duly seconded by Cllr Nicholl, it was

That an informal meeting between the Town Council and the College
Grounds Action Group to discuss proposed plans for Northampton
College’s new building and housing development in Daventry, be
convened.

That the minutes of the Town Council meeting held on Monday, 26th
January 2015 be approved and signed as a correct record.
Members agreed to bring agenda item TC62.8 forward, as Paul Knight, Daventry District
Council, Environmental Health Manager was in attendance and available for comment.

DAVENTRY DISTRICT COUNCIL (DDC) – DON’T BE A TOSSER LITTER
CAMPAIGN
Paul Knight, Daventry District Council, Environmental Health Manager advised the Town
Council of ‘Don’t Be A Tosser’ marketing and communications campaign to raise awareness
of and tackle litter thrown from cars onto the county’s highway verges, footpaths and central
reservations.
Members expressed concern in relation to the title of the campaign, but agreed that any
campaign to reduce litter should be supported.
RESOLVED:

That the Town Council support ‘Don’t Be A Tosser’ anti roadside littering
campaign, but advise their distaste on the choice of wording.

The minutes of the Finance and Policy Committee held on 9th February 2015 were submitted

CCTV
Members considered a report from CCTV working group on performance and development
of the service (Appendix 1)
Cllr Taylor proposed that Standing Orders be suspended to allow Chris Healey, CCTV
Control room to give members further detail in relation to the breakdown of incidents
recorded for December 2014 and January 2015.
Cllr Randall seconded Cllr Taylor’s proposal, and it was

That Standing Orders be suspended to allow Chris Healey, CCTV Control
room to give members further detail in relation to the breakdown of
incidents recorded for December 2014 and January 2015.
Mr Healey, gave further detail in relation to statistics for incidents recorded at CCTV Control
room, and answered members’ questions thereon.

Members considered response to Daventry District Council, Local Community Engagement
Strategy. Cllr Randall proposed that local community engagement should be a two-way
engagement with the public, and consultations should not appear as surveys generating
structured responses.
Cllr Kempsell proposed an amendment to include ‘that on the conclusion of consultations
qualitative information is made available for review by interested parties’. Cllr Taylor
seconded Cllr Kempsell’s amendment to proposal.
A vote was then taken on the original proposal as amended, and further to a unanimous
vote, it was

That the Town Council having reviewed DDC local community engagement

Members considered response to Daventry District Council, Hackney Carriage and private
Hire Licensing Policy and Conditions Consultation.
RESOLVED:
That the Town Council having reviewed DDC Hackney Carriage and
private Hire Licensing Policy and Conditions Consultation submit the
following observation:Consultations should not appear as surveys generating structured
responses and the Town Council suggest that on the conclusion of
consultations qualitative information is made available for review by
interested parties.

Members considered response to Northamptonshire County Council, Public Consultation

The Town Clerk gave a progress update in relation to the recruitment of a Development and
Liaison Officer.

CORRESPONDENCE
(i)
DAVENTRY DISTRICT COUNCIL
The Town Clerk reported receipt of response to Town Councils request for update on actions
to resolve issues arising from environmental services contract.
RESOLVED:
(ii)
That the Town Clerk submit response requesting provision of evidence
for improvements, together with statistics and figures to show what has
been achieved.
DAVENTRY FUNDING FAIR
The Town Clerk reported receipt of invitation received from Daventry District Council, for the
Town Council to take part in a Funding Fair to be held on Wednesday, 22nd April 2015 at the
iCon Centre Daventry.
RESOLVED:
That the Town Council agree to take part in the Funding Fair to be held
on Wednesday, 22nd April 2015 at the iCon Centre Daventry.
(iii) NORTHAMPTONSHIRE HIGHWAYS – REVOCATION OF CLEARWAY
The Town Clerk reported receipt of correspondence received from Northamptonshire
Highways, giving notification of proposed revocation of existing clearway on Braunston
Road, London Road and Western Avenue, Daventry.

RESOLVED:
That the Town Council support objections and comments made by
Northamptonshire County Councillor, Adam Collyer and the Town Clerk
submit response reiterating those concerns in relation to proposed
revocation of existing clearway.
(iv) DAVENTRY CEMETRIES/BURIALS
The Town Clerk reported receipt of correspondence received from a member of the public,
expressing concern in relation to contract with Amey and the desecration of graves and
unlawful exhumation of buried human remains.

That Amey contract in relation to cemeteries and burials be included as
an agenda item for the next meeting of the Town Council to be held on
Monday, 23rd March 2015.
