KILKENNY LOCAL AUTHORITIES KILKENNY COUNTY COUNCIL & KILKENNY CORPORATION CONSERVATION OFFICER QUALIFICATIONS 1. CHARACTER Each candidate must be of good character. 2. HEALTH Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. EDUCATION, EXPERIENCE, ETC Each candidate must on the latest date for receipt of completed application forms for the office: (a) hold a recognised University Degree or equivalent qualification in Architecture (b) hold a postgraduate degree or an equivalent qualification in architectural conservation (c) after attaining the degree or qualification referred to at (a) above, have satisfactory relevant experience (d) have a satisfactory knowledge of Planning Law and the legal framework governing architectural conservation (e) possess a high standard of technical training and experience and administrative experience. PARTICULARS OF OFFICE 1. THE OFFICE The office is wholetime, permanent and pensionable in accordance with the terms of the Local Government (Superannuation) (Consolidation) Scheme 1998 and will be for an initial period of two years subject to quarterly reviews. The holder of the office shall not engage in any gainful occupation, other than as an officer of a local authority, to such an extent as to impair the performance of his or her duties as an officer of a local authority or in any occupation which might conflict with the interests of the local authority or which might be inconsistent with the discharge of his or her duties as a local authority officer. 2. SALARY €45,036 to €64,274 The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform 3. TRAVELLING EXPENSES Travelling expenses at the approved rates may be paid as appropriate. 4. DUTIES The duties of the office are to give to the local authority and (a) such other local authorities or bodies for which the Manager, for the purpose of the City and County Management Acts, is Manager, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in subparagraph (a) above; under the direction and supervision of the appropriate Senior Officers, such architectural or ancillary services of an advisor, supervisory or executive nature as may be required by any other local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties including the duty of assisting in the supervision of the Architectural and Cognate services of any of the foregoing local authorities or bodies and, when required to do so, to perform the duty of acting for a more senior officer during that officer’s absence. The duties will include: To advise the Kilkenny Local Authorities in relation to the architectural heritage and conservation provisions and requirements of the Planning and Development Act 2000, the Planning and Development Regulations 2000 and any subsequent National and European legislation. To contribute to the development of a conservation policy for inclusion in the Councils’ and Borough Council Development Plans and to promote and implement such policies. To identify, evaluate and provide advice on structures, groups of structures, areas and other features of architectural heritage of historical, artistic, cultural, scientific, social or technical significance, with a view to making recommendations regarding their inclusion in/exclusion from a Record of Protected Structures and on development objectives. To provide advice to owners and occupiers of structures included in a Record of Protected Structures on good practice in the conservation of such structures, on the availability of assistance, including financial assistance, for such conservation. To assess structures included in a Record of Protected Structures with a view to issuing declarations as to works that require planning permission. To monitor the state of repair of structures included in a Record of Protected Structures, and if necessary, make recommendations on the need if any, for the planning authority to take enforcement action in such cases. To report and advise on planning applications where conservation and/or architectural issues arise. To assist with and provide advice concerning the scheme of grants for the conservation of protected structures, including assessing the condition of buildings and the suitability of works, prioritising applications, recommending appropriate conditions, and inspecting works in progress and on completion. To consult with the Department of Arts, Heritage, Gaeltacht and the Islands, State Agencies, Voluntary Bodies and European Organisations on matters of architectural conservation. To maintain a database of drawings and photographs relating to protected structures, groups of structures and areas, and other features of architectural heritage significance. To advise on Local Authority Developments where conservation issues arise. To prepare and give evidence in court and at oral hearings where issues of conservation are involved. To advise on the sourses of funds for conservation and related works. Such other duties as may be assigned from time to time. 5. DRIVING LICENCE Candidates must have a current full driving licence. 6. SAFE PASS Candidates must have a current Safe Pass Card. 7. SELECTION PROCESS Selection shall be by means of a competition based on an interview conducted by or on behalf of the local authority. Panels may be formed on the basis of such interview. 8. Candidates whose names are on a panel and who satisfy the local authority that they posses the qualifications declared for the office and that they are otherwise suitable for appointment may, within the life of the panel, be appointed as appropriate vacancies arise. Candidates may be shortlisted on the basis of relevant qualifications and experience as set out in their application forms. The candidates shortlisted will be invited to attend for interview. The Council will not be responsible for any expenses incurred by candidates in attending for interview. 9. The local authority shall require persons to whom appointments are offered to take up such appointment within a period not more than one month. 10. Retirement Age is determined in accordance with the Public Service Superannuation (Miscellaneous Provisions) Act 2004. Should the person appointed be deemed a “new entrant” in accordance with the Act, he/she will not be required to retire on grounds of age. In all other cases the person appointed will on reaching the age of 65, cease to hold office. 11. For the purpose of satisfying the requirement as to health it may be necessary for the successful candidate, before he/she is appointed, to undergo at his/her own expense a Medical Examination by a qualified Medical Practitioner to be nominated by the local authority. Matters identified as needing attention as a result of the examination in respect of teeth, vision, tonsils or other such matters shall be remedied before appointment. On taking up appointment the expense of the Medical Examination will be refunded to the candidates.
