Byrd Chairman Committee on Appropriations United States Senate S-128, The Capitol Washington, D.C. 20510 Dear Mr. Chairman: The undersigned organizations urge you to provide the highest possible allocation for the Labor, Health and Human Services and Education Appropriations Subcommittee, when the Appropriations Committee meets to determine the 302b allocations for the various subcommittees. While we sincerely appreciate the great difficulty facing you in determining the appropriate level of resources for a range of pressing national needs, the undersigned organizations believe that the activities and programs supported by the U.S. Public Health Service are essential to the health of the American people including protecting them from the consequences of terrorist attacks. These activities encompass a connected continuum where biomedical, behavioral and health services research guides community-based prevention and early treatment strategies. These strategies are, in turn, carried out through targeted services to medically underserved and high risk populations that are provided by a trained health and public health workforce. Each link in the continuum cannot succeed in its vital contribution without strong support from all of the other elements. The continuum as a whole cannot succeed in achieving the goal of improved health outcomes, or successfully prepare the nation for bioterrorist attacks, without strong, sustained resources. Again, the undersigned organizations urge you to do everything possible to provide the Subcommittee on Labor, Health and Human Services and Education the highest possible allocation. A healthy America is a strong America and a critical asset in facing the serious challenges ahead.
