Dear Mr. Chairman:
The undersigned organizations urge you to provide the highest possible allocation for the Labor,
Health and Human Services and Education Appropriations Subcommittee, when the
Appropriations Committee meets to determine the 302b allocations for the various
subcommittees.
While we sincerely appreciate the great difficulty facing you in determining the appropriate level
of resources for a range of pressing national needs, the undersigned organizations believe that the
activities and programs supported by the U.S. Public Health Service are essential to protect the
health of the American people, whether from newly emerging diseases such as SARS or the
consequences of terrorist attacks. These activities encompass a connected continuum where
biomedical, behavioral and health services research guides community-based prevention, health
promotion and treatment strategies. These strategies are, in turn, carried out through targeted
services to medically underserved and high risk populations and provided by a trained health and
public health workforce. Each link in the continuum cannot succeed in its vital contribution
without strong support from all of the other elements. The public health continuum as a whole
cannot succeed in achieving the goal of improved health outcomes for all Americans without
strong, sustained resources.
Again, the undersigned organizations urge you to do everything possible to provide the
Subcommittee on Labor, Health and Human Services and Education the highest possible
allocation. A healthy America is a strong America and a critical asset in facing the serious
challenges ahead.
