Higher Education Commission - Tertiary Education Support Program (TESP) Terms of Reference and Job Specifications for appointment of Procurement Specialist Background: To enhance the capacity of Pakistani institutions of higher learning to produce high quality graduates, support innovation, and improve the overall governance and management of the higher education sector, the Higher Education Commission is implementing government’s agenda of reforms for which the World Bank is also extending its support. One Component of the Bank’s support will be for technical assistance and capacity building activities to address both policy design and capacity constraints to support the targeted changes for the higher education sector in Pakistan. Objective: To implement TESP Program effectively by providing support for strengthening the procurement regulatory and institutional framework of HEC and undertake procurement of goods and services in various categories for the Program; both from local and foreign sources conforming to World Bank’s and Government of Pakistan stipulated guidelines (as applicable), services of an experienced and dynamic Procurement Specialist are required. Serving as focal point of all procurement activities under the programme Procurement Specialist will work on full time basis reporting to Program Coordinator while working in close liaison with relevant department/ authorities involved in implementation of various components and ensure compliance with the Government of Pakistan and World Bank Guidelines/Rules. Essential Job Functions: Procurement Specialist shall be responsible: 1. To coordinate with respective HEC Divisional Heads to develop, monitor and implement need based Procurement Plan to implement TESP Program ensuring timely completion of all procurement activities. 2. Assist technical teams at HEC with development of generic and policy compliant TORs and specifications ; as relevant 3. Conforming to guidelines cause preparation and issuance of various documents required at different stages of procurement cycle e.g. EOIs, IFBs, RFPs, bid documents, evaluation reports, minutes of negotiations, contract award, contracts, and various internal processing documents required to facilitate decision making 4. To identify appropriate methodology for a given procurement. 5. To maximize efficiency of procurement cycle by providing strategic expert advice and implementing necessary controls ensuring transparency cost effectiveness and soundness of all procurements carried out under the programme 6. To address all matters associated with procurement of goods/services e.g. taxation, duties clearance. 7. To monitor the progress of procurement activity with respective Divisions of HEC. 8. To ensure quality of procurement deliverables according to laid down specification of procuring goods / services with assistance from technical teams 9. To develop appropriate procedures, controls, checks, rules, etc. preventing frauds, pilferage etc. in the procurement process. 10. To act as key liaison person in coordinating capacity building initiatives with outsourced firms 11. To prepare training modules and provide training to the relevant staff at HEC, HEIs/TEIs etc. enabling them to comply with contemporary tools/methods of procurement of goods and services. 12. To act as a key person in updating and supervising the procurement link on HEC’s website in order to ensure that all procurement plans, procurement opportunities are uploaded and are available for prescribed duration and cause uploading of contract award details 13. Assist various audit/ex-post review outfits in performance of their tasks by ensuring that procurement documents is efficiently filed and provide complete track of procurement cycle. 14. Any other task assigned by the Program Coordinator. Qualification and Experience: Masters Degree (at least 2nd Division) from an HEC recognized University/Institute preferably in Business, Economics, Finance and Commerce Management experience of 8 years with at least two years of working on procurements preferably under the World Bank projects with specific exposure to procurement of Goods, IT & Consultant Services. Should possess strong communication skills and persuasiveness in presenting, negotiating and resolving highly complex issues; both orally and in writing. Proficiency in English and basic IT skills will be mandatory. The incumbent should have extensive knowledge of Public Procurement Regulatory Authority (PPRA) rules and regulations, latest trends for efficient and effective procurement of goods and services, both international and local. Knowledge about World Bank procurement guidelines would be an added advantage.
