It is understood that in general, all know that IEI qualifies the student by examining incumbent of Section A & Section B to mark the candidate as equivalent to a BE/B Tech or BSC Engg. But, the real work chartered to this professional body is entirely different. Just to refresh, On recommendation of Industrial commission, IEI was registered as a Company in 1920. IEI was granted A Royal Charter Of Incorporation in 1935. Objective of CharterPromotion of Engineering, Its Business & Engineering knowledge in India. Corporate Members are integrated part of IEI till they belong to IEI. IEI is not a private body but Chartered NGO managed by Corporate members & governed by Council. IEI does not report to national Society registrar. IEI Council reports to Corporate Members. IEI is authorized by Charter to grant certificates of competencies as required under any law for the time being in force. IEI is authorized to advise the governments on any issue that effects engineering. IEI Charters its Corporate members to use Chartered Engineer (India) style & title. Charter provision authorises any chartered engineer to practice discipline of engineering one belong to. IEI educational qualification & its corporate membership are entirely different issues. Its educational qualification which requires a pass in Section A & B is legally required to be approved by the Bharat Sarkar/Government lf India. For that purpose, it does not come under the purview of AICTE. IEI recognizes degree from all universities for the purpose to be allowed for consideration for corporate memberships. UGS approves Sec A & B for the purpose of allowing the candidate for post bachelor programmes. All degree of universities in this country come under the purview of Washington Accord for the purpose of evaluation of international equivalence. So far we do not have that approval in permanence status. UKNARIC has recognized IEI qualification to UK bachelor’s degree in comparison status. High degree of mix up arose among Engineers that IEI should not be an authority for IIT pass outs. Fact is that IIT is an institution for Education & academic research exclusively. IIT is a statutory organization/Institution established by IIT Act. Nothing to do with the practice of Engineering. IEI has already been bashed by very senior engineers of this nation on account of misinformation only. IEI is not merely only an association of engineers but it is a Chartered body of this nation. Many said that it is having UK charter & not domestic charter. According to Constitution of this nation, there was no amendment done to the Charter by the parliament post 1947 despite 5 years opportunity allowed for the existing laws in force at the time of freedom when Indian Independence Act & Indian Government Act 1935 were annulled. Total period of 7 years was missed by GOI to repeal Charter 1935. Pakistan had altered the Charter post 1947. According to law, IEI Charter is still in force & Rule of Law recognizes its competencies. IEI is not mine or your’s body. It is a public Institution in the form of An autonomous Chartered body managed by its members. All elections to various offices are done by postal ballots. IEI had been mostly dominated by the government or defense personnel who never bothered about the Engineering practice. They never required the use of Chartered Engineer designation. Very limited engineers carried out the practice. Reference of IEI are available in various Municipal Acts, Architect Act 1972 & various other documentations. IEI was never a common public body virtually with the exception of publication of journals & conducting examinations. There are many engineering association in Bharat now but all are subject to the provisions to the Indian Societies Act. I had faced certain disputes with Municipal Corporation on account of Engineer’s registration & produced Chartered Engineer (India) certificate & ask them to write on that they do not recognize that what they never did. I know they can never go against the certificate knowingly as it is against the law of Bharat as well as would amount to contempt of rule of law. According to COI, any reference to any act in the COI or any statute, shall amount to a reference to the president of India if it is in national act or to the state government if it is in any state act. After having file one small petition with the Rajya Sabha in its annexue, I had met Mr. Miglani & one law associate to deliberate upon the Charter. These officers appeared to be mixed up regarding the real status of the charter as to them it stood as whether a constitutional or a statutory body. Certification was valid for 5 years only. Certification authorises the candidate as an expert in the practicing discipline. I had also applied based on my total 19 years experience that time for Ist certification. At that time, IEI had no relation to EMF. IEI was entered as a Provisional Member of EMF in 2003. IEI made changes in its laws by allowing any corporate member of any recognized Institution in Bharat / India to apply for PE certification through its own body. EMF monitored IEI & in 2009, IEI was admitted as a full member. Since IEI has won the status of representation our nation for maintaining Indian Register for conducting EMF certification of P Eng, it has become an authorized version of EMF nationally. Any corporate member from any recognized Institution can apply for the PE certification from home institution for a certificate to be Issued by IEI at the final stage which stages cover the following route. Includes Engineering management from all disciplines. Includes professional management. Includes GK. Includes labour relations & social concepts. Includes leadership quality check. Includes environment. Includes certain contract laws Includes certain treaties. Includes codes. May include any other issue. Purpose of this Certificate: As far as domestic law is concerned, there is no law mandating national engineer’s registration. All registration done by municipalities, are unconstitutional or arbitrary. I am not alleging upon any body but just narrating what the law of land states. Professional Engineer as well as Chartered Engineer titles are elite voluntary certifications. Many circulars are available requiring CE Certification for many import items. Many international contracts require preferably certification by Professional Engineers on certain disciplines. CE & PE are statutory title under IEI Charter & are Chartered / Gazetted references. When registered under EMF rules on Indian section of EMF register managed by IEI, PE shall be eligible to practice in other EMF nations without involving with their checks for Engineer qualification. PE would definitely enhance Indian Practising values in domestic market. PE Intl. designation may be used by IEI PE registered or refreshed after 2008/2009 I used C Eng Certificate as well as PE certificate to obtain UAE visa long back. Currently, I have been working to fulfill my requirements for the 3 rd CPD. I have sent my renewal application narrating hours invested on many activities but I have to prove & appear in an Interview certainly.
