Superintendent’s/Assistant Superintendent Reports
Mr. Bennett updated the Board on the ongoing budget talks in the State Legislature. The
Senate version of the budget still includes the phase out of the tangible personal property tax
reimbursement but does include the hold harmless provision that was included in the House
version. The Senate budget version also includes defunding of the PARCC testing
assessments. Mr. Bennett stated that we still don’t know what will happen regarding testing
other than that the amount of required testing will be reduced. No clarification has been
received from the State at this point. Mr. Bennett pointed out that whatever the final budget is
for the next biennium it will still be significantly less than what it had been pre-Kasich. Mr.
Bennett stated that he is continuing to work with Mr. Ciccantelli on transitioning.
Mr. Ciccantelli reported that the Third Grade Reading test results have been released and
that 95.1% of the District’s students received scores of proficient or better. The District also
received a PI score of 111.8 which is the third highest that it has received. Mr. Ciccantelli
reviewed the various staff summer professional development programs that are occurring
including:







Course of Study Revisions
Model Schools Conference
Mr. Kohanski commented on the recent Cleveland Magazine survey that ranked Aurora as the
10th best school district in northeast Ohio. Mr. Kohanski stated that this ranking is ludicrous
as the Aurora City Schools have been consistently ranked in the Top 10 in the State of Ohio.
Mr. Kohanski questioned whether the District should participate in the survey in the future.
Mr. Bennett had sent a letter to Cleveland Magazine regarding the survey but has not
received a response.
Mrs. Grohe asked about the possibility of substituting AP Environmental Science for Physics
to receive an Honors Diploma. Mr. Ciccantelli stated that the requirements for an Honors
Diploma are established by the Ohio Department of Education. He said that we could petition
ODE to make this change but did not anticipate that we would be successful. Mrs. Grohe also
asked that the High School dress code be more uniformly enforced as she has heard some
complaints from parents.
Treasurer’s Report/Recommendations
For the month of May, expenditures exceeded revenues by $2,447,406. This decreases the
general fund cash balance to $8,815,762 after the eleventh month of the fiscal year. For the
month of May, revenues were 6.29% less than projected while expenditures were 3.36%
greater than projected.
On the revenue side, $639,935 was received from the State of Ohio for the tangible personal
property tax reimbursement. The Summit County tax rollback and homestead exemption
reimbursements were not received as had been projected, which accounts for the variance in
the property tax allocation category.
On the expenditure side, May was a three payroll month and Personnel Services costs also
included $131,451 in supplemental pay. Included in the Employees’ Retirement/Insurance
Benefits expenditures are the workers compensation premium payment of $124,051. As a
comparison, last year the District’s workers compensation premium payments totaled
$172,763.
Thus far for the fiscal year, revenues are $247,225 greater than projected and expenditures
are $251,501 greater than projected. Overall, this gives an unfavorable variance of $4,276
after the eleventh month of the fiscal year.
The total cash balance for all funds is $11,407,426.27 with the general fund having a cash
balance of $8,815,764.46. This overall cash balance is $2,755,830.81 less than that at the
end of April which can be accounted for by:


The $2,447,406 excess of expenditures over revenues in the general fund.
$37,700 interest payment to US Bank from the Bond Retirement Fund (Fund 002 SCC
0000) for payment on the Aurora High School Bonds. $270,113 interest payment to
Huntington National Bank from the Bond Retirement Fund (Fund 002 SCC 9208) for
the School Improvement Bonds.
The Final Appropriation for FY15 and Appropriation Amendment Resolutions include
modifications to the appropriations needed to balance out the expenditures and encumbrance
carryovers for the fiscal year. All of the advances will be returned to the general fund at the
beginning of the next fiscal year.
The Permanent Appropriation Resolution for FY16 is for permanent appropriations for the
2015-16 fiscal year. The general fund appropriation is based upon the latest five year
forecast approved in May. Other fund level appropriations are based upon anticipated
revenue and expenditure levels which are closely related to the FY15 levels.

disbursements are legal expenditures within the appropriated amounts.

Employ Long-Term Substitute Teacher for 2015-16 (Craddock Elementary School)
RESOLVED THAT
the Aurora Board of Education employs Sarah J. Dreger as a long-term substitute teacher for
the 2015-16 school year contingent upon proper certification and full and complete
compliance with all State of Ohio and Aurora Board of Education employment eligibility
criteria. Mrs. Dreger is assigned to substitute at Craddock Elementary School. Since it is
anticipated that this assignment will be longer than sixty (60) days in duration, the Board
chooses to exercise its discretion and establish the daily rate of remuneration at $150.00 per
day for the first 60 days, increasing to BA, Step 0 daily rate on the 61st day with the
applicability of perquisites governed by state statute effective the 61st day.
