If the incident extends beyond their capabilities trained personnel would be called to assist as necessary. Also, the following agencies are available for assistance as necessary: Portage County HazMat Team Local HazMat Team, Technician, Waupaca Co Regional HazMat Team, Wausau Fire Dept VI. 9-1-1 or 715-345-5310 715-258-4464 (1hr response time) 715-261-7900 (1hr response time) GENERAL INFORMATION/ASSUMPTIONS: The vulnerability zones set forth in this Plan are based on the EPA Technical Guidance for Hazards Analysis; CAMEO generated printouts. The zones are based on a credible worst case scenario and identify the potential area for impact should an air-borne release of a single EHS chemical occur. The vulnerability zones are NOT intended to be used as a guide for population protection in fire-related incidents. Fire incidents were considered in the development of this plan and the plan provides basic information about the facility for first responders to employ. However, in an actual fire situation at this facility, the Incident Commander is strongly recommended to reference the fire department's own individual agency pre-emergency plans and standard operating procedures as well as the County's Emergency Operations Plan-Annex K: Fire and Rescue, as they may relate to this facility when making decisions at an incident involving fire. Further, fire departments that would respond to an incident at this facility are strongly encouraged to meet with facility representatives to determine ways to minimize an event at the facility and to determine what additional information and factors should be taken into consideration in the event of a fire should one occur. The actual response to an incident shall be determined by the field incident commander and the affected area may vary from the planning vulnerability zone identified in this Plan. Depending on wind speed and wind direction, the amount of material released and other pertinent factors, the ACTUAL vulnerability zone may be smaller, and in some instances larger, than the credible worst case vulnerability zone identified herein. The vulnerability zones determined in this plan are for general PLANNING PURPOSES. Penford Food Ingredients 3 July 2014 VII. HAZARDOUS ANALYSIS FOR PENFORD FOOD INGREDIENTS: A. Description of Facility: Penford Food Ingredients facility is a manufacturer of food grade potato starches. The facility is a fully automated operation with 4 full-time employees working 1 person per shift. (Each shift is 12 hours) The facility produces 1.5 million pounds of dry product per month. B. Location of Facility: Penford Food Ingredients facility is located in the extreme western portion of the Town of Plover at10995 Highway 54 East. C. Who Delivers Chemicals: The Phosphorus Oxychloride is manufactured by Rodia, Inc., 259 Prospect Plains Rd, Cranbury, NJ 08512, Telephone 1-888-776-7337. The product is distributed by Brenntag Great Lakes, LLC, 4420 N. Harley Davidson Ave., Wauwatosa, WI 53225, (262)252-3550. D. Seasonal Storage Information: All chemicals are present 365 days per year. E. Where are Chemicals Stored: The Phosphorus Oxychloride is stored in the locked POC room, at point of use in process, as a starch modifier. The POC room is located at mid point of the building on the west wall of the facility. There may be a back-up supply of one drum in a locked cage located outside the POC room in the West-Central area of the facility. The floor of the POC room as well as the entire facility is sloped toward the floor drain system that is connected to the wastewater system. Therefore, any spill or leak would be collected in the facility’s drain system. This system is based on the Village of Plover’s wastewater system. The solids are settled out, at which time wastewater is discharged into an equalization tank where the pH is adjusted between 5 and 9. At this point in the system, the wastewater enters McCain’s wastewater system where the process is repeated. Wastewater at McCain’s is neutralized to pH 5-9 and discharged into the Wisconsin River. F. Description of Containers: The Phosphorus Oxychloride is received in a 55 gallon poly barrel inside a steel over-pack drum. The chemical is used in the steel over-pack drum while it sits on a pallet containment apparatus. G. Greatest Potential for Release: The greatest potential for a release may be at either the time of delivery of a new vessel, or at the time the staff is changing vessels. The change over process is always completed by two people. H. Warning Systems: NFPA signage is present. The doors to the chemical room and cage are closed and locked at all times. I. Accessibility Concerns: The only access to the Penford Food Ingredients facility is through the McCain Foods USA gate and security checkpoint. J. Special Considerations (environmental concerns, potential for affecting other jurisdictions, streams, marshes, etc): None Penford Food Ingredients 4 July 2014 VIII. SPECIAL FACILITIES AFFECTED: It has been determined that there are NO Special Facilities located within the 0.3 mile emergency planning zone. The attached risk zone map indicates the area that may be affected (Attachment B). The Special Facilities affected will be notified that they are situated within a potential risk zone and will be informed that they are responsible for developing individual plans for their facilities. IX. POPULATION PROTECTION: Evacuation/Shelter procedures are covered in the Portage County Emergency Operations Plan Annex E; Evacuation & Shelter. The Plover Whiting Elementary School has been designated as the Mass Care Shelter Facility for the evacuees of Penford Food Ingredients and the surrounding area. The American Red Cross and Community Human Services will coordinate shelter operations. During an actual incident, the designated shelter facility may change depending on various conditions. The On-Scene Incident Commander would make that determination. A listing of available shelters, their location and capacity, is available; Attachment 2, Annex E, Evacuation & Shelter, Portage County Emergency Operations Plan. Sufficient sheltering is available in the area to accommodate sheltering needs. Each Special Facility in Portage County has been sent information regarding the merits of In-Place Sheltering along with the "Recommended Shelter In-Place Instructions" as provided by the State Emergency Response Board. The determination whether to "shelter in-place" or "evacuate", will be made by the Incident Command Team or Incident Commander at the time of the incident. X.
