2014 MUNICIPAL POLICE OFFICERS’
IN-SERVICE TRAINING CLASSES
M.P.O.E.T.C. Mandated 2014 Municipal Police In-Service Classes
The 2014 mandatory, in-service program requires all Municipal Police Officers to complete 12
hours of instruction, exclusive of administrative and examination time. There are four subject
areas offered in 2014. There is no requirement an officer take all four subject areas of training
at the same location or on consecutive days.
Training Locations
Classes are scheduled in Indiana, Ligonier, Rostraver, Vandergrift, Murrysville, North
Huntingdon, and Youngwood. Classes may be scheduled in additional locations providing a
minimum of 14 officers per class, by contacting Mildred Johnson, Police Academy Director at
(724) 925-4298 or johnsonmil@wccc.edu.
Municipal Police Department Registration & Payment Process – New Procedure for 2014
To register for the 2014 mandatory in-service classes, call WCCC telephone registration at 1800-262-2103, extension 4204 or 724-925-4204. Be prepared to provide the officer’s name,
contact information (home address, etc.), course code of the desired class(es), and the name of
the police department responsible for payment.
Registrations may be made by the individual police officers. The police department identified at
time of registration will be invoiced.
Cost to attend the 2014 MIST 180 is $14.85 per officer per class.
When the officer attends the MIST 180 course, WCCC will provide the instruction and the
examinations and record the training as completed into the MPOETC officer training records.

Officers Working for Multiple Departments
An issue that will need to be addressed by each department will be situations where an officer
works part-time for multiple police departments in a given year. WCCC cannot resolve
differences between police departments. The department identified at time of registration will be
the department invoiced for the training.
Non-municipal Law Enforcement Agencies
WCCC has a list of non-municipal departments that are permitted to directly register with us for
MIST 180 training. Contact Ms. Fisher at 724-925-4112 or fisherkar@wccc.edu to confirm your
department is pre-approved by MPOETC to attend MIST 180 courses. If your department is not
on the list you will need to contact E. Beverly Young, Administrative Officer 3, at
ebyoung@.pa.gov or (717) 346-7764 for information relating to approval to attend MIST 180
training. Once your department is approved by MPOETC to attend MIST 180 training, contact
WCCC telephone registration at 1-800-262-2103, ext. 4204 or 724-925-4204 to register. The
agency identified at registration will be invoiced for the training.
2014 COURSE DESCRIPTIONS
14-201 Legal Updates (3 Hours Required) - $14.85
This course will cover important legal issues affecting, and important to, municipal police officers
throughout the Commonwealth. This course will cover topics such as changes and updates to
the criminal law, vehicle law, Rules of Criminal Procedure and other statues related to law
enforcement. This course will also examine, review and explain significant court cases that are
relevant to police officers in the Commonwealth from Federal and State Courts. The goal of the
section will be to demonstrate how these cases have a direct impact on how police officers
perform their customary duties.
14-377 Invisible Wounds: Traumatic Brain Injury & Post-Traumatic Stress (3 Hours
Required) - $14.85
This course was developed as a result of the Pennsylvania Legislature who enacted a
requirement that the Commission assess the training needs of police officers in recognizing and
interacting with veterans and other individuals suffering from TBI and PTSD. This course will
provide instruction on the nature, prevalence, and indicators of traumatic brain injury and posttraumatic stress disorder, and offer preferred ways to respond to such individuals.
14-421 Crimes against the Elderly (3 Hours Required) - $14.85
This course will identify the victims and perpetrators of crimes committed against the elderly,
suggest methods to identify and investigate these crimes, and resources that patrol officers and
detectives can use in their investigations.
14-422 Technology Update: Introduction to Social Media (3 Hours Required) - $14.85
This course will address many of the topics that were requested by officers in the Commission’s
2012 Training Needs Survey as well as those suggested during our discussion at the MPOETC
Training Committee meeting held in December of 2012. This Technology Update will address
Internet Crimes, Online Investigations for Patrol officers, Social Networking, and Facebook and
Twitter Investigations. It will look at the positive influence of using Social Networking as a law
enforcement tool.
Directions to the Youngwood Campus, Business and Industry Center
From Greensburg and Route 30 – Take Route 119 S into Youngwood (approximately 6 miles). Stay in
the left-hand lane. At the third (counting Trolley Line Ave.) traffic light, turn left onto Depot Street.
Proceed through the next light 1 mile to the college on the right. Enter at second entrance and follow
signs to the Business & Industry Center.
From New Stanton, PA Turnpike, Toll 66 and I-70 – Take Route 119 N into Youngwood (approximately
3 miles). Stay in the right-hand lane. At the second traffic light, turn right onto Hillis Street. Proceed 1
mile to the stop sign. Go straight ahead into the Pavilion Lane approximately 1/4 mile. The Business &
Industry Center lot is on the right.

Pre-Registration Required - No walk-ins or unregistered attendees are permitted to attend training.
Cancellation Policy: If the college is closed because of adverse weather conditions, the announcement will
be made through local radio and TV media. If the media announces the college is closed then In-Service
Training classes will not be held. You may also check the college web site at www.wccc.edu. Once
registered, if your officers are not able to attend, call WCCC telephone registration at 1-800-262-2103, ext.
4204 or 724-925-4204 and drop the class(es).
Attire: Uniform or Business Casual attire is acceptable. The college reserves the right to deny admittance to
training because of inappropriate attire, including tank tops, halter tops, or other unprofessional attire.
Attendance: MPOETC Regulations do not permit late entry or early departure from training.
Identification - An attendee must produce a current MPOETC police certification card or a law enforcement
identification card to participate in these classes.
