Cost per hour $ 52.93 (fifty two dollars and ninety three cents) 2002 Ford F-550 4x4 4 (four) cubic yard dump truck with operator included in cost. Cost per hour $ 52.93 (fifty two dollars dollars and ninety three cents) 1990 Case 580 SK 4x4 Backhoe/Loader 1 ¾ (one and three quarter) cubic yard bucket with operator included in cost. Cost per hour $ 58.46 (fifty eight dollars and forty six cents) Hourly Labor Rates Foreman/Equipment Operator $ 32.30 hr (thirty two dollars and thirty cents) Equipment Operator $ 30.15 hr (thirty dollars and fifteen cents) Part time employees $ 28.50 hr (twenty eight dollars and fifty cents) Curb-Side trash collection Curb-side pick-up would remain on Mondays from 8:30 am to finish, with the exception of the observed holidays by Clarke and Sons Municipal Services LLC. On holidays such as New Years, July 4, Thanksgiving and Christmas the transfer station and curbside would take place the following day on Tuesday. All other holidays would not be observed and service would be uninterrupted because of the nature of how the island works and the needs of the people and seasons. Curb-Side Recycling collection At this time the town does not offer curb side recycling because their is no efficient way to collect the Zero Sort recycling. Once the old household trash compactor is rehabilitated and it is installed in an area that the collection truck can dump into safely it would then be included. Weekly curb-side trash collection containers Curb-side trash containers shall meet the town of Long Island Ordinance on Solid Waste Disposal. Curb-side containers for Commercial collection Business that use toter containers owned by the town will pay a rental fee and disposal fee per cubic yard as established by the voters of the town or provide their own “toter” type containers. A Commercial prepaid punch card will be kept in the truck for deduction of cubic yards loaded into the truck. Each container would hold only household/business waste secured in plastic trash bags or home trash compactor bags as to avoid loose trash while truck travels over the road and is emptied into the household trash compactor located at the transfer station. Curb-side containers for private/public functions Curb side containers for private/public functions (if available) from the transfer station would be the responsibility of the function to pick up and return the containers curb side pick up would be done on Monday or scheduled pick up. Public Trash containers Public trash containers shall be emptied each Monday with the curb-side collection. During the months of July and August containers will be emptied by Friday if needed. Public containers are located at South Beach, Fowlers Beach, Mariners Wharf, Long Island Store. It is the responsibility of each Municipal building to place the toter container at curb side for collection by 8:30 am on Mondays. Municipal building with containers are Town Office, Community Building, VFW Hall, Public Safety Building, School and Tennis court, Town Garage and Fire Station. Curb-Side collection vehicle Long Island presently provides a 1990 17 (seventeen) cubic yard side load International packer truck with cart tipper for curb-side collection. It is the desire of Clarke and Sons not to own a trash collection vehicle for a short term contract unless the town understands the contracted amount will need to cover replacement costs within the short term contract. Resale of a trash collection vehicle is difficult and would be a bad investment for Clarke and Sons. Clarke and Sons would own or be responsible for a/the truck if replacement costs and contract security were in place. That is not included in this proposal. If the town relocates or improves the transfer station facility as possibly planned in the near future it would be a desire to change to a rear load truck if the compactor was placed sub grade. It would be wise for the town to maintain its present vehicle until the future plans for the transfer station facility is design. Curb-Side Collection Vehicle Fuel Fuel cost per year at March 2013 prices @ 4.77 x 15 gallons per month = $ 71.55 per month x twelve (12) months $ 858.60 (eight hundred and fifty eight dollars and sixty) Total fuel cost per year $ 858.60 (eight hundred fifty eight dollars and sixty cents) Curb-Side Collection Vehicle Maintenance Vehicle maintenance will be the responsibility of the Town (basic filter/oil changes and minor repairs will be performed by Clarke & Sons at no additional cost) State Commercial Vehicle inspection, major repairs and all parts are the responsibility of the owner of the vehicle (Town). Delivery to and from the mainland for repairs/inspections Clarke and Sons will deliver and pick up vehicle at no cost. Provided that the Town pays barge transportation and or ferry costs. Curb Side collecting cost Trash Truck Driver $ 28.50 hr (twenty eight dollars and fifty cents) x 432 (four hundred thirty two) hours per year = $ 12.312.00 (twelve thousand three hundred twelve dollars and no cents) Trash Truck Collector $ 30.15 hr (thirty dollars and fifteen cents) x 432 (four hundred thirty two) hours per year = $13.024.80 (thirteen thousand twenty four dollars and eighty cents) Total curb side collection cost per year: $ 25.336.80 Back-up provisions Back up provisions shall be that of a F-550 dump truck for collection or postponement of collection until it can be done. Having the transfer station open frequently allows the residents to dispose of their waste on a regular basis and in the summer on a daily basis. During Winter storms curb-side is sometimes postponed due to weather conditions for the week if it can not be collected by Wednesday. Vehicle Operators As listed in the Operations and Maintenance Proposal the employees of Clarke and Sons would drive an operate the vehicle. Robin Clarke or Coleman Clarke shall be the primary driver/operator of the trash truck both have the experience of 14 (fourteen) years as driver/operator of the current town owned vehicle and the prior first Town of Long Island owned vehicle used for curb side collection. Dead End Roads Because it is difficult to back the trash truck out of dead end roads the town must make provisions to provide turn around areas at the end of the dead end roads. It is the driver's responsibility to operate the truck safely. It is not legal or safe to back a vehicle into a road. Ocean Street, Vernon Road, Jerry Point Lane, Shipwreck Road, Cove Road, Eastern Avenue have provisions to turn around. Floyd Street, Greenwood Lane/Johnson Hill Road*, Island Avenue at Cleaves Landing, Winter view Lane*, Messalonski Road* and Parsons Road. . Do not have provisions to turn the trash truck (or a fire truck) around. (*bring trash to main road for collection already) It is the responsibility of the town to provide an adequate turn around or have residents bring trash to main road for collection. Consumable materials If Clarke & Sons Municipal Services LLC. provides any consumable materials. It will be at Cost Plus 15% (fifteen percent) overhead plus 10% (ten percent) profit. Payment due net ten (10) days from date of Clarke and Sons invoice a copy of material bill will be included. Interest rate of 1.5% (one and one half percent) will be billed after thirty (30) days of date on Clarke and Sons invoice. If the Town provides material it is the town's responsibility to ensure that the material is paid for and delivered to the town garage/transfer station and placed in the proper location approved by Clarke & Sons prior to use. Clarke & Sons will then charge only the fee for loading distributing/installing or operating the material/item as described in this proposal. Transportation of Materials Transportation of materials used for the town of long island is subject to cost of materials and Barge Transportation or Freight costs. Plus 15% (fifteen percent) overhead plus 10% (ten percent) profit. Payment due net ten (10) days from date of Clarke and Sons invoice a copy of material bill will be included. Interest rate of 1.5% (one and one half percent) will be billed after thirty (30) days of date on Clarke and Sons invoice. Storm cancellations Will take place in the event of a severe storm or when it is in the best interest to postpone curb side collection for the safety of the employees. Cancellations will be posted on Channel six (6) Storm Center cancellations. Pick up will be on the following day or postponed for the week if weather conditions are not satisfactory to collect curb side by Wednesday. Transfer station would be closed in severe weather conditions when it is not safe for the public to travel. PAYMENT Payment shall be divided over 12 (twelve) months of payment in equal payments due on the last Thursday of each month. Additional costs of services not covered shall be billed separately and payable within 10 (ten) days of Clarke and Sons invoice. Interest of 1.5% (one and a half percent) per month billed after 30 (thirty) days of Clarke and Sons invoice. Any work outside of this proposal is subject to hourly labor and equipment rates plus any expenses. Mutual agreements may be made and amended to the contract as needed. Annual Adjustments Each year a 3% (three percent) increase in the contractual total amount will occur on the renewal of the contract on July 1 with a five year maximum. Clarke And Sons reserves the right to borrow against the contracted amount to cover emergency equipment repairs and purchases/replacement of equipment to perform the duties in the within the contractual year. Providing service is being delivered in a dependable in professional manor. A fuel surcharge based on present fuel prices are extremely unpredictable. Fuel costs that exceed $5.00 (five dollars and no cents) per gallon (island retail cost) shall be subject to a fuel surcharge of the amount incurred. Fuel gallons will be recorded at time of dispense and billed to the Town monthly for surcharge. Net ten days from date of Clarke & Sons invoice. Interest rate of 1.5% (one and one half percent) per month will be billed after 30 (thirty) days of date on Clarke and Sons invoice.
