Career Grade Post – Planning Officer/Senior Planning Officer : Salary Bands
6-10
Guide to career progression through the Bands
Initial placement on a spinal point within the salary bands will depend on
qualifications and relevant level of competence. The following relationships of
qualifications to relevant bands are given to indicate the anticipated placements.
However, relevant experience will also be taken into account as will market
forces.
Band 6 (spinal point 18 to 21) – commitment to working towards degree in
related discipline; Competence in:
 Consistently meeting performance targets in processing workloads
 Processing a variety of different types of planning and related applications
Band 7 (spinal point 22 to 25) – Working towards Planning degree, or degree in
related discipline and/or working towards a post graduate qualification in
planning, to be eligible for membership of the Royal Town Planning Institute.
Satisfactory competence and performance in:
 Consistently meeting performance targets in processing workloads
 Processing a variety of different types of planning and related application
including refused applications, s106 negotiations and complex Committee
reports
 Production of Statements of Case for written represetnation appeals s
Band 8 (spinal point 26 to 29) – degree in related discipline and/or working
towards a post graduate qualification to be eligible for membership of the Royal
Town Planning Institute.
Satisfactory competence and performance in:
 Consistently meeting performance targets in processing workloads
 Processing a variety of different types of planning and related applications
including refused applications, s106 negotiations and complex Committee
reports
 Production and presentation of evidence for written Representation and
Informal Hearings appeals.
 Experience of and professional input to the enforcement of planning
breaches
 Mentoring and Support of Technicians applications
Band 9 (spinal point 30 to 33) – Full member of the Royal Town Planning
Institute and relevant post qualification experience.
Satisfactory competence and performance in:
 Consistently meeting performance targets in processing workloads





Processing a variety of different types of planning and related applications
including refused applications, s106 negotiations and complex Committee
reports
Processing and presentation of evidence at Informal Hearings, Public
Inquiries or courts.
Experience of and professional input to the enforcement of planning
breaches
Preparation of responses to complaints and Ombudsman investigations
Presentation of applications at outside organisations such as parish
Councils
SENIOR PLANNING OFFICER
Band 10 (spinal point 34-37) – Fulle member of the Royal Town Planning
Institute and relevant post qualification experience.
 Consistently meeting performance targets in processing workloads
 Processing a variety of different types of planning and related applications
including refused applications, s106 negotiations and complex Committee
reports
 Processing and presentation of evidence at Informal Hearings, Public
Inquiries or courts.
 Experience of and professional input to the enforcement of planning
breaches
 Preparation of responses to complaints and Ombudsman investigations
 Presentation of applications at outside organisations such as parish
Councils
 supervision and development of more junior members of the team
 ‘final’ determination of planning applications (within defined framework)
 Provision of advice and appearance at Development Committee
Please note that those persons with considerable relevant experience, and/or
combined with comparable qualifications, could be placed at any point with the
agreement of the Head of Service.
Progression through the scheme is also dependent on satisfactory performance
and development.
