NEENAH PAPER, INC. – WHITING MILL 2 July 2014 OUTSIDE RESOURCES AVAILABLE: The Village of Whiting Fire Department is capable of handling minor HazMat incidents and they have Mutual Aid Agreements with several other fire departments in Portage County. If the incident extends beyond their capabilities trained personnel would be called to assist as necessary. Also, the following agencies are available for assistance as necessary: Portage County HazMat Team Local HazMat Team, Technician, Waupaca Co Regional HazMat Team, Wausau Fire Dept VI. 9-1-1 or 715-345-5310 715-258-4464 (1hr response time) 715-261-7900 (1hr response time) GENERAL INFORMATION/ASSUMPTIONS: The vulnerability zones set forth in this Plan are based on the EPA Technical Guidance for Hazards Analysis; CAMEO generated printouts. The zones are based on a credible worst case scenario and identify the potential area for impact should an air-borne release of a single EHS chemical occur. The vulnerability zones are NOT intended to be used as a guide for population protection in fire-related incidents. Fire incidents were considered in the development of this plan and the plan provides basic information about the facility for first responders to employ. However, in an actual fire situation at this facility, the Incident Commander is strongly recommended to reference the fire department's own individual agency pre-emergency plans and standard operating procedures as well as the County's Emergency Operations Plan-Annex K: Fire Service, as they may relate to this facility when making decisions at an incident involving fire. Further, fire departments that would respond to an incident at this facility are strongly encouraged to meet with facility representatives to determine ways to minimize an event at the facility and to determine what additional information and factors should be taken into consideration in the event of a fire should one occur. The actual response to an incident shall be determined by the field incident commander and the affected area may vary from the planning vulnerability zone identified in this Plan. Depending on wind speed and wind direction, the amount of material released and other pertinent factors, the ACTUAL vulnerability zone may be smaller, and in some instances larger, than the credible worst case vulnerability zone identified herein. The vulnerability zones determined in this plan are for general PLANNING PURPOSES. NEENAH PAPER, INC. – WHITING MILL 3 July 2014 VII. HAZARDOUS ANALYSIS FOR NEENAH PAPER-WHITING MILL: A. Description of Facility: This facility produces high quality fine paper. The facility employs 215 full-time workers operating on a 10/4 schedule, working 10 straight days, then off 4 days. The facility owns and occupies approximately 400 acres of land. B. Location of Facility: Neenah Paper-Whiting Mill is located in the Village of Whiting 3243 Whiting Road. The facility is located in the most southwestern corner of the Village limits. The wastewater treatment portion of the facility is located in the Village of Plover. C. Who Delivers Chemicals: Sulfuric Acid Courtney Industrial Batter, Inc., Rhinelander, WI, 715-369-5554 delivers the tow motor batteries, which contain the sulfuric acid. Hydrite Chemical, Wausau, WI, 715-848-1890, delivers sulfuric acid, in one gallon containers, to the lab. Spectrum XD3899 Hercules Company, 1313 North Market Street, Wilmington, DE 19894-0001, (302)594-5000 D. Seasonal Storage Information: All chemicals are present 365 days a year. E. Where are Chemicals Stored: The majority of Sulfuric Acid is stored within the tow motor batteries. The batteries are used and stored throughout the facility. The battery charging station is located in building 34 as noted on the site plan. A one-gallon container of sulfuric acid may also be found in the lab. F. Description of Containers: The Sulfuric Acid is stored within the individual tow motor batteries. The container of sulfuric acid used in the lab, is a one-gallon glass container. One tote typically on site for Spectrum XD3899 G. Greatest Potential for Release: The greatest potential for release of the Sulfuric Acid may be if/when a tow motor battery was to be damaged. The greatest potential for a release of the remaining chemicals would be the failure of the service piping or valve during product receipt. H. Warning Systems: There are signs present throughout the facility regarding Hazard Communications. I. Accessibility Concerns: Plant is gated – must contact security guard at front office to gain access. . J. Special Considerations (environmental concerns, potential for affecting other jurisdictions, streams, marshes, etc): The entire facility is surrounded by the Wisconsin River, the Plover River, various marshes and slews of the rivers. It should also be noted that the facility is located in the Village of Whiting and the Waste Water Treatment Plant is located within the Village of Plover. Both Village of Whiting Fire Dept and the Village of Plover Fire Dept should be dispatched in the event of an incident. NEENAH PAPER, INC. – WHITING MILL 4 July 2014 VIII. SPECIAL FACILITIES AFFECTED: It has been determined that there are No Special Facilities located within the <0.1 mile vulnerability risk zone. The attached risk zone map indicates the area that may be affected (Attachment B). IX. POPULATION PROTECTION: Evacuation/Shelter procedures are covered in the Portage County Emergency Operations Plan Annex E. The Ben Franklin Jr. High School has been designated as the Mass Care Shelter Facility for the evacuees of Neenah Paper-Whiting Mill and the surrounding area. The American Red Cross and Community Human Services will coordinate shelter operations. During an actual incident, the designated shelter facility may change depending on various conditions. The On-Scene Incident Commander would make that determination. A listing of available shelters, their location and capacity, is available; Attachment 2, Annex E, Evacuation & Shelter, Portage County Emergency Operations Plan. Sufficient sheltering is available in the area to accommodate sheltering needs. Each Special Facility in Portage County has been sent information regarding the merits of In-Place Sheltering along with the "Recommended Shelter In-Place Instructions" as provided by the State Emergency Response Board. The determination whether to "shelter in-place" or "evacuate", will be made by the Incident Command Team or Incident Commander at the time of the incident. X.
