APPENDIX:
FURTHER INFORMATION
CONTRACTS
Once an application has been approved, ALL lease documentation must be signed by a member of either ‘The
Uniting Church in Australia Property Trust (Victoria)’ or ‘The Uniting Church in Australia Property Trust (Tas.)’, as
appropriate. These are the legal entities of the church and only Trust members have the authority to sign legally
binding documents on behalf of the church.
Please ensure that any contracts are completed with the owner (or the tenant) shown as the appropriate Property
Trust, as noted above, and are sent for signing to the Property Officer, 130 Little Collins St Melbourne 3000 or (if
appropriate) to the Presbytery Office in Tasmania at 96 Margaret St, Launceston TAS 7250.
PRACTICAL MATTERS
1. The completed ‘Application to Lease’ is to be sent to your Presbytery, UnitingCare Victoria and Tasmania
or the Uniting Aged Care Board, as appropriate.
2. The approving body will review the application and if appropriate, approve the application.
3. The approving body is to forward the approved application to the Administration Co-ordinator, Property
Services, 130 Little Collins Street, Melbourne 3000.
4. The Property Board, or the Property Applications Review Team (PART) on behalf of the Property Board,
will review the application and if appropriate, approve the application.

Please note that the State Revenue Office charges Land Tax on all land except where that land is exempt.
Church and charitable organisations are exempt from land tax. However, where a manse is leased to a tenant,
the exemption granted no longer applies as the property is not being used by a charitable institution exclusively
for charitable purposes. Therefore, please note that the congregation will need to set aside a portion of the rental
income to contribute to the land tax that the church will be charged. For further information and to assess your
liability, you will need to ascertain the total unimproved value of the land then refer to the SRO website at
www.sro.vic.gov.au. A land tax calculator is available on this site.
SYNOD RESOLUTION
Synod Standing Committee resolved at the meeting 10th October 2009 (SC 9.52.1) to invite Presbyteries and
other bodies responsible for manses to adopt the following policy:
That every Council or body responsible for maintenance of a manse set aside 15% of the amount of the manse
allowance each year into a local fund dedicated to upkeep the manse.
