SCHEDULE A SOUTHERN ZONE POSITION DESCRIPTION POSITION: REPORTS TO: DIRECT REPORTS: LOCATION: DATE: Rugby League Development Officer Southern Zone General Manager and Canterbury Rugby League Chief Executive None Christchurch May 2015 POSITION PURPOSE: The Rugby League Development Officer is overall responsible for the creation of and implementation of Canterbury Rugby League’s coaching and development plan within the Canterbury District. KEY RESPONSIBILITIES: 1. CLUBS 2. Provide training courses for managers and trainers at appropriate levels. Develop initiatives to enhance and support coaching recruitment and retention programmes for the benefit of clubs. Provide ongoing support to coaches of local clubs and CRL representative teams. Ensure all coaches delivering rugby league have the appropriate Rugby League coaching accreditation. - Organise and run mini/mod coaching accreditation courses. - Organise and run Beginner, Developing and Advanced Youth and Senior Coach Accreditation courses. - Promote further learning opportunities for coaches. - Maintain a coaches database SCHOOLS Deliver a fundamental skills programme into targeted primary and intermediate schools. Deliver coach, referee and player up skilling to targeted secondary schools. Implement the Leadership through League Programme into targeted secondary schools and tertiary institutions. Liaise with Schools within the district to develop and implement regular competitions at primary, intermediate and secondary schools. - Assist at primary and intermediate schools tournaments in rugby league and Kiwi League Tag. - Assist in the implementation of secondary schools competitions and tournaments including secondary schoolgirl’s competitions. Page 1 Canterbury Development Officer Fixed Term Employment Agreement 3. JUNIOR RUGBY LEAGUE Have a presence at Canterbury Agricultural Park weekly. Run programmes for coaches/referees. Provide feedback and support to coaches individually on request and where time allows. Be an active member of the Junior Advisory Group. OTHER Create the annual coaching and development calendar for the district Assist NZRL National Coaching and Development Manager and Southern Zone GM with any National or South Island initiatives that take place within the Canterbury district. Be involved in all Canterbury Rugby League game promotions i.e. CCC events, carnival days, match days. Liaise with NZRL to ensure that literature/resources are available to clubs to assist in any initiative taking place to grow and develop the game within the district. Keep up to date with current coaching trends. Any other task as required. KEY RELATIONSHIPS: Develop and maintain positive relationships with clubs and club personnel. Develop and maintain positive relationships with district personnel. Develop and maintain positive relationships with Southern Zone and NZRL personnel. Develop and maintain positive relationships with Sport Canterbury/West Coast personnel. Continuously develop personnel within the district in order to ensure pathways for coaches, managers, trainers, referees and administrators. Work with NZRL personnel on any initiatives that grow the game of rugby league. Develop and maintain relationships with key external providers to various programmes. Develop and maintain relationships with external partners (Schools, Sport NZ, Regional Sports Trusts, etc). Develop and maintain relationships with the wider Canterbury community. PLANNING AND REPORTING: Weekly plans and work in progress reports to CRL CEO/Operations Manager. Monthly meetings with CRL CEO and SZ General Manager. Written monthly reports against Key Performance Indicators established. Participation in various communications to ensure complete transparency. OBJECTIVES - KEY PERFORMANCE INDICATORS Each year Canterbury Rugby League will set various objectives and key performance indicators (KPI’s) in line with its Strategic Plan. In order to ensure continued focus on these objectives and KPI’s the following will be carried out: Annual Goal setting in line with Strategic Plan leading to creation of KPI’s. Monthly reporting.
