June 4, 2013

The meeting was called to order in the Highway Department Conference Room in Sparta, WI at 5 p.m.
Motion by Folcey, second by Cook to approve the April 30, 2013 meeting minutes as presented. Carried 7-0.
Update from Justice Center Project Representative Kurt Marshaus –
Mr. Marshaus updated the committee on recent activities which included:
*In conjunction with architects, met with Sheriff’s Dept. staff, along with Pat Brummond from State District Courts
Administration and Nathan White, State Jail Inspector’s Office
*Met with hospital pilots to discuss flight protocols during construction
*Surveying work has been completed by Gary Dechant
*Geotechnical services contract needs to be returned and ready to begin
*UST Assessment RFP has been developed
County Administrator Schmit updated the committee on the project expenditures to date.
Update from Louis Berger Group –
David Robillard updated the committee on recent activities which included:
Project schedule update –
*Still on schedule
*Schematic design review has been signed off on
*Design Development from June through September
*All technical disciplines of the team are now working as part of design in software specific to DD
*Construction documents September through December
*LBG continuing to work on project cost estimation

Motion by Treu, second by Humphrey to approve the schematic plans presented as revised 5/22/13. Roll call vote:

Carried 7-0.
Plan to present finalized schematic design and floor plan to Monroe County Board at the June 12th Special County Board
meeting.

*Closed Session per WI Stats 19.85(1)(e) to discuss acquisition of public property for justice center project

Motion by Humphrey, second by Treu to adjourn into closed session per Wis. Stats. 19.95(1)(e) to discuss negotiation for
acquisition of public property. Roll call vote:

Carried 7-0.
Discussion and action.
Motion by Cook, second by Folcey to return to open session. Roll call vote:

Carried 7-0.
Judge Rice announced action in closed session regarded continued negotiations for property acquisition.
