Privateers were private people or ships hired to attack foreign ships during war time. The government
commissioned privateers by letter of marque. Privateering was a way of mobilizing armed shops and sailors
without having to spend public money or commit naval officers.
4. Do you think Privateers were Pirates or Patriots?
5. What is a Letter of Marque? Why were these letters issued?
It is a government license authorizing a privateer to capture enemy vessels and bring them before courts for
condemnation and sale. Letter of Marque would be used to involve permission to cross international border to affect
a reprisal authorized by an issuing jurisdiction to conduct reprisal operations outside its borders.
