Community Agent Project Co-ordinator
Community Agents in Hart and Winchester
Background
Age Concern Hampshire has been commissioned to run a years project recruiting and managing
Community Agents in the Hart and Winchester districts of Hampshire. The project will follow a
similar format to our successful Village Agent service but the funding is received by districts to
recruit, train and manage high profile volunteers who can assist in identifying older people in their
urban communities rather than in rural locations. The volunteers will signpost to services and
activities to enable older people to maintain independence, prevent social isolation and improve
wellbeing.
The Community Agents will need to be recruited carefully to ensure they have or can develop a
good knowledge of their local community and that they can communicate with a wide range of
people. They also need to be able to feed into regular activity reports to enable the impact of the
project to be measured.
The Community Agent Coordinator will play a crucial role in the continued development of
this exciting and innovative community project.
Structural Overview
Age Concern Hampshire will manage the project reporting to Hart and Winchester Districts
through the Village Agent quarterly meetings and conduct separate meetings with Hart and
Winchester representatives on a regular basis.
The funding is provided by Hart District Council and Winchester District Council until March 2015.

Grade:
£11,783 per annum
Full time salary £19,817 per annum
Location:
Mainly based at Age Concern Hampshire – Winchester with travel in
the Winchester and Hart districts
Accountable to:
Head of Information & Advice Services
Main Duties:
To be responsible for developing and co-ordinating the Community
Agent project.

To provide comprehensive and efficient project leadership support and management to include
recruitment, training, monitoring outputs and outcomes, liaison with external & internal partners,
publicity, one to one support of Community Agent volunteers and project evaluation
Main Duties
















To assist in developing the Community Agent project plan, meet with key stakeholders to
get buy in
To assess the progress of the Community Agent plan against agreed targets.
To meet targets for project including recruitment and retention numbers.
To co-ordinate the project in line with the service specification ensuring that all interested
parties are kept informed of progress.
To undertake the volunteer recruitment and ongoing personnel issues including the
associated management & administration.
To work with existing systems & paperwork to enable volunteers to feedback outputs,
outcomes and gaps in provision to effectively evaluate the project.
To provide solutions and support to individual Community Agents out in the field using the
networks and links of voluntary and statutory organisations and personnel.
To provide collate data and write progress reports for the district representatives and
deliver the report at beginning of each quarterly Steering Group meeting.
To identify and arrange training for volunteers.
To arrange and provide regular individual support and team supervision meetings.
To work alongside the Age Concern Hampshire Information & Advice Manager and
Volunteer Advisors Team to enable the Village Agents to be aware of the information and
advice resources available, particularly in their locality, with a view to disseminating and
signposting this information to older people.
To ensure that the Community Agents are clear about how their role fits with other Age
Concern Hampshire services.
To liaise with and support our partner agencies in the delivery of the Community Agent
project.
To ensure policies and procedures are updated and disseminated.
To provide final outcome report for the Community Agent project and assist in providing
information to ensure future funding of the service.
To undertake any other duties required as directed by the Head of I&A Services

Essential Criteria








Ability to co-ordinate a time specific project working with and managing volunteers
who will be based out in the field
Ability to create and work to identified outcomes
Ability to create and monitor complex systems to evaluate the project
Previous experience of managing and motivating volunteers
Experience of information and advice provision
Previous experience of working effectively in partnership with other organisations in
statutory & voluntary sector
Extensive knowledge of resources, information on groups, services and activities
within the County to support older people’s independence and well-being.
Able to communicate effectively and provide support and supervision to the Village
Agents, service users, carers, relatives, and other professionals

Ability to prioritise own workload
Able to prepare written and statistical reports
Able to work unsupervised and use own initiative
Able to travel around the County of Hampshire – Owner Driver (Expenses paid)
Experience & sensitivity when working across agencies; a sensitive engaging and
positive attitude
Ability to engender enthusiasm for success of Community Agent project in Hampshire
Good levels of social empathy and emotional intelligence

CONDITIONS OF SERVICE
Community Agent Project Co-ordinator
These are similar to those agreed by the National Joint Council for Local Government Services.
This is a fixed term appointment for approximately 12 months
Rate of Pay
Full time salary £19,817 per annum equating to
£11,783 per annum for part time hours.
Hours
22 hours per week (minimum)
Annual Leave
Pro rata entitlement of 24 days per annum in addition to a proportion
of statutory holidays
Appraisal
This post is subject to regular monthly appraisal and annual

Expenses
45p per mile for business travel, in accordance with HR policy

Probationary period
6 month probationary period applies
