River Ridge Homeowner Association Architectural and Landscape Committee Rules JULY 15, 2009 1. The HOA requires that a homeowner apply for an Architectural/Landscaping Committee Architectural Landscaping Request, before alterations to existing landscaping, or any exterior building modification is begun. Application Forms are available from the Property Manager, Condoministration Unlimited, 355 N. Lantana Street #710, Camarillo, Ca 93010, (805) 984-1648. The Application Form must be completed in full, signed by the homeowner, adjacent neighbors, and presented for review to the HOA with all appropriate supporting documentation required, at least 14 calendar days prior to the planned start of the project. The request must include all sketches and drawings, paint chips, pictures, etc. Any request received by the HOA that is incomplete, or not in compliance with the 14 day schedule may be returned to the homeowner for revision. The Architectural Committee may require that the application for approval in connection with any improvement to property be accompanied by and inspection fee in an amount not to exceed one hundred dollars ($100) in the event that the Committee deems that outside consultants are necessary to review plans or otherwise inspect the proposed improvements.” (Ref. CC & Rs Article IX, section 9.06) 1) Plot plan of the lot showing the location of all existing and proposed improvements 2) Elevation drawings 3) The proposed schedule of the project; particularly the planned start date and the expected completion date. Architectural/Landscaping Request Application Review Meetings are held the first and third Thursday of each month. Architectural/Landscaping request forms must be submitted to the HAO Manager by the close of business (4:00PM) on the Fridays, one week before the regularly scheduled meetings. Requests for xeriscape type landscape to front yards must be in compliance with the LANDSCAPE ARCHITECHITECTURAL LANDSCAPING DESIGN GUIDELINES. 2. Home exterior color schemes must comply with the general RiverRidge Homeowners Association neighborhood color theme and scheme, and the current RRHOA color board, available from the Property Manager. 3. An exterior improvement that increases the original floor plan bedroom quantity must provide one vehicle off street parking for each added bedroom, and comply with current City codes and permitting ordinances. 4. Installation of two door (Strathmore RV configurations) roll up, garage doors with windows must ensure that windows on each door are installed so that the windows on each door are in a straight line with windows of the other. (Example: 1903 STE) 4. Satellite television or other similar antenna installation must be such that the antenna is not seen from the front elevation of the home. Satellite Dish installation Requirements -Devices shall not be more than one (1) meter (39.4 inches) in diameter or less, and shall be installed solely on the homeowner’s property, not encroaching on adjacent common areas, or another homeowner’s property. These rules are subject to CC & R authority, stipulations, and fines 1 River Ridge Homeowner Association Architectural and Landscape Committee Rules JULY 15, 2009 -Satellite dishes or other devices shall be installed in the most unobtrusive manner and shall be shielded from view from other lots, the street, and common area. -It is recommended that the satellite dish or device be painted to match the color of the house. Front yard installation is unacceptable. Present and future aesthetic value of the community must be considered when installing the satellite dish. -Homeowners are responsible for the maintenance and repair of antennas. Antennas must not be allowed to fall into disrepair or become safety hazards. 5. The members of the Architectural/Landscape Committee will conduct a review of the Neighborhood in January, March, May, July, September, & November. 6. Any installation of security lights on the front exterior of the house should be installed in the roof gable so that they cannot be seen from the street. Lights at 1903 STE are correctly installed. 7. Christmas lights and decorations must be removed no later than10 calendar days after Christmas Day. 8. Political signs may be posted 4 weeks prior to National, State, or County elections. They must be removed within 2 calendar days following the election. 9. All requested changes to the exterior of the house will be submitted on the standard River Ridge Homeowners Association request form. Work will not begin until approved by the Association: formal notification of approval will be my formal letter. A courtesy approval will be provided by telephone from the Property Manager, Condoministration. The request for architectural change should include review signatures of all adjacent and rear adjoining lot owners. The neighbor signatures reflect their agreement with the proposed changes; however the signatures do not imply Homeowner’s Association approval of the project. Non signature by neighbors will be interpreted as non acceptance of the proposed project by that neighbor. The homeowner may still submit the application to the Homeowner Association for consideration and appeal to the Board of Directors as stipulated in the CC & Rs. When you send in your application please bear in mind that you MUST allow 14 days for the committee to review the application. Any application which does not indicate 2 weeks before work is scheduled to start will be automatically denied and returned. Call a member of the Architectural Committee or the management company with any questions and to obtain an application. 10. All RiverRidge homeowner vehicles parked in the driveway must be operational and properly licensed (In accordance with City Ordinance). Vehicles may not be stored/covered in a driveway for more than 4 calendar days. Vehicles parked in driveways, which appear to be non-operational or abandoned, are not authorized and homeowners will be instructed to remove the vehicle. For the purpose of this rule, “non operational” is defined as a vehicle that is obviously unable to be driven due to disrepair, flat or missing tires, or evidence that the vehicle has not been driven or moved for over 10 calendar days. 10.a Trailers, Boats, and Motor Vehicles: These rules are subject to CC & R authority, stipulations, and fines 2 River Ridge Homeowner Association Architectural and Landscape Committee Rules JULY 15, 2009 The RRHOA CC & Rs, Article IV, Paragraph, 4.01(d) stipulates the detail criteria for vehicle/boat storage and operation. Homeowners that store or plan to store a trailer, boat or other motor vehicle on their property should be familiar with the referenced CC & R paragraph. Non compliance with this rule will result in the property manager extending a Letter of Violation to the homeowner as discussed in Paragraph 12 below. 11. City of Oxnard trash containers must be removed from view of the street within 24 hours following normally scheduled City trash collection. Trash containers should not be overfilled so that lids will not close. The closed lids are important for city truck trash collection to prevent spilling trash onto the street, (which the driver will not pick up) and minimizes/limits birds such as crows, seagulls, etc from pulling trash/food from the container. 12. Letters of Violations From time to time the Association discovers a homeowner has breached a rule stipulated in the RiverRidge Home Owners Association (HOA) Conveyances Covenants & Restrictions (CC & Rs), or the Architectural and Landscape Committee Rules. Such rules breaches may result in a fine to the homeowner, cancellation of homeowner voting rights and other HOA remedies discussed in Articles of the CC & Rs. a. The HOA will notify the homeowner in writing upon the detection of a rules breach (discrepancy). The homeowner will be allowed 30 days from the letter date to correct the discrepancy or notify the HOA when correction will be accomplished. b. If after the initial 30-day period the homeowner has not corrected the discrepancy nor notified the HOA, a second letter will be issued stipulating that if the discrepancy is not corrected within 30 days of the second notification letter date the homeowner is subject to a $50 per month fine until such discrepancy is corrected. c. If after the 60-day period, the homeowner has not complied with step 1 or 2 above, the homeowner will continue to be fined, suspension of the homeowners voting rights, and access to the HOA recreation area. d. If after this 90-day period, the homeowner has not corrected the discrepancy, fines will continue to be assessed, and other authority vested in the HOA by the CC & Rs (e.g. Article IV, VI, and IX) will be executed. e. Homeowners initiating improvement/changes without prior approval by the HOA are subject to steps 1 through 4 above. These rules are subject to CC & R authority, stipulations, and fines 3
