Rhona Gill (Thrumster Park), John Inkster (Thrumster Parent Council) Declaration of Interest Elizabeth (as CC Rep on Camster Panel) declared an interest in discussions concerning applications to the Camster Fund. Minutes Minutes of the meeting held on 27 August 2013 were approved with the following correction; Bilbster Hall Car Park have not had to re-apply for planning permission – they have submitted a “notice of initiation” indicating they are starting work and this was submitted before expiry. Minutes of meeting on 17 September were approved. Matters Arising To be discussed under Agenda items. Police Report There was no Police report. Finance CC account has £1792.990. £10 received from Commonwealth War Graves Commission. Bilbster fund £8615.82. Direct Debit has been set up for payment of annual payment to Data Protection. Community Benefit Camster - Awaiting announcement on awards from Foundation Scotland. Wathegar - MoU and ToR wording has been sorted out and sent to Foundation Scotland. Newtonhill Woodland Barriers up and gate fitted across opening to old woodland car park. Talks have begun concerning extending footpath from old site to new. Trees have grown enough this year that they are starting to show. Bird scarer is for rabbits. Have gravel for paths but can't afford to spread it – Catherine to make inquiries. Mini standing stones to be erected. Thrumster Park Regeneration Rhona said an application to the Camster Fund to refurbish the tennis court or build a MUGA (multi-use games area) had been deferred for more information. The Foundation Scotland Assessor made several suggestions of things which could be done and Rhona requested that we have someone come to look at the area for advice and suggestions on how to make the best of the space. Donald said there needs to be a Committee meeting first to update the members and there is a need to find out the position of the Council on the proposals. After that a public meeting should be held to gauge interest/support in what is being proposed. If the CC gets someone to have a look around and advise the committee, we should aim to have that person at the public meeting. There is also a need to get more people involved in discussions and planning to show that the committee has the backing of the community. It is hoped to re-apply to the Camster Fund before the end of March 2014. Thrumster Playing Fields Association There has been slight progress. The final office bearers were Jim Oag (Chair, Catherine MacKay (Secretary) and Robert Begg (Treasurer). Robert passed all paperwork to Catherine over 20 years ago. We need to find out if there was a constitution setting out the terms on dissolution. There is a clear difference of opinion on what funds were raised for and what is to be done with them now so we may need to obtain legal advice. Local Issues Milton Residents will shortly be planting more daffodil bulbs along the side of the road on the hill. Other Matters Request from Stirkoke Rifle Club for assistance in getting affordable insurance. Work to change speed limit at Thrumster to be done in November. Send comments on development around Thrumster for sustainability of Village to be included in Local Plan, and extension of footpath from Milton to Newton in Core Paths. Work is progressing towards making a new car park with tracks to access the Yarrows Heritage Trail from a different site. A final meeting of the Camster Liaision Group was held. We are still looking in to the potential use for the Badlipster Cottage, and they announced the beginning of work on a new site to be called Camster II although it will be in Tannach & District area this time. Questions from the Public John and Rhona requested a discussion on re-submitting their application to the Camster Fund from the Thrumster Parent Council. At this point Elizabeth left the room. The CC supports Thrumster Primary School but has no influence on the Camster Panel decision. Next Meeting The next meeting will be held on 29 October 2013 at 7.30pm in the Old School, Tannach.
