Project Description and Background Information
The California Department of Transportation (Caltrans) and the Federal Highway
Administration (FHWA) propose widening 7.1 miles of State Route 41. The two-lane to
four-lane expansion will extend from the intersection of State Route 41 and Excelsior
Avenue to mile marker 7.1 in Fresno County. The proposed work will consist of adding
two lanes to either side of the existing lanes for a total of four lanes. Because the State
Route 41 Fresno Four-Lane Project will use federal funds and may affect historic
properties, (i.e., any prehistoric or historic site listed or eligible for listing in the National
Register of Historic Places), the work is considered an undertaking (36 CFR 800.16[y])
subject to compliance with Section 106 of the National Historic Preservation Act of 1966
and 36 CFR 800.4(b) as amended.
Qualified archaeologists identified one prehistoric site adjacent to the project during the
Phase I survey, this necessitates further investigation, i.e., Extended Phase I
archaeological investigation. The purpose for the Extended Phase I study is to
determine the presence or absence of a subsurface deposit in the Area of Potential
Effects.
Scope of Services
Under the terms of this Task Order, the contractor shall perform professional and
technical services required to:
 Conduct Extended Phase I test investigations within the APE 1.6 miles south from
the North Fork of the Kings River between post miles 0.25 and 0.75. The
investigation will be contained within state Right-of Way property adjacent to
parcels 055-101-006 and 055-101-016.
 Prepare a draft and final technical report summarizing the results of the excavations
(see map).

A. Scope of Work
The work shall include, but not be limited to, project management, literature review,
geomorphic mapping, mechanical subsurface testing, and report preparation, as
described in more detail below. All work carried out under this Task Order shall
conform to Contract #06A0393.
1. Project Management (WBS 100)
Under this Task Order, ASM Affiliates Inc., (ASM) shall provide project
management for Extended Phase I investigations of CA-FRE-2319, including but
not limited to the following:
 Supervise, coordinate, and monitor a team for conformance with Caltrans
standards and policies.
 Prepare invoices.
 Prepare scheduling and coordination.
2. Extended Phase I Investigation (WBS 165)
ASM Affiliates Inc., (ASM) shall conduct Extended Phase I west of adjacent
parcels 055-101-006 and 055-101-016. The purpose of this investigation is to
determine whether an archaeological site exists within the APE 1.6 miles from
the North Fork of the Kings River within the state right-of-way of State Route 41
and adjacent to Parcels 055-101-006 and 055-101-016 in Fresno County. and, if
so, to describe the general nature of the deposits, including the vertical and
horizontal distribution of the cultural material.
The Contractor will excavate a minimum of one to a maximum of ten backhoe
trenches. These trenches will be located within the right-of-way of State Route
41, adjacent to Parcels 055-101-006 and 055-101-016. A geoarchaeologist or
geomorphologist will be on site to describe soil and changes to soil structure, any
fill and deposit observed, maximum depth of the fill, age of stratigraphy, and
determine if a subsurface intact deposit exists under modern fill and naturally
deposited alluvium. An intact deposit is defined as an intact feature or
associated artifacts within a stratigraphic layer. The Extended Phase I is to
conform to the Proposal Format and Content Guide from Volume II of the
Caltrans Environmental Handbook.
B. Pre-fieldwork Tasks
1. Review Project Materials. The contractor shall review the cultural resources
records searches from 2002 for the proposed project area, the Archaeological
Survey Phase I report, as-built plans, maps, and aerial photographs. Caltrans
will provide these materials to the contractor.

2. Coordinate Scheduling with Native American Consultants. The
contractor shall perform all fieldwork with a Native American monitor. Caltrans
will conduct all consultation with Native Americans for the project. The
contractor is responsible for coordinating and scheduling fieldwork with the
Native American consultant. ASM shall maintain a record of all such contacts and
shall provide copies of these records to Caltrans with the regular monthly
progress reports.
3. Locate Underground Utilities. The contractor shall contact Underground
Surface Alert (USA)(1-800-227-2600).
4. Encroachment Permit. The contractor shall obtain an encroachment permit
from Caltrans.
C. Fieldwork Tasks
1 Extended Phase I Excavation. The fieldwork will follow that specified in the
Extended Phase I Proposal prepared by Caltrans Archaeologist Steven M.
Ptomey. The contractor shall excavate, using hand tools or backhoe in the area
1.6 miles north of the North Fork of the Kings River within the state right-of-way
of State Route 41 and adjacent to Parcels 055-101-006 and 055-101-016. If the
testing yields a negative result in this area, the testing is to continue first to the
south then north within the state Right-of Way. The contractor will employ a
geomorphologist or geoarchaeologist to determine age of stratigraphy and
establish whether a subsurface deposit exists. If cultural deposits are
discovered, excavation shall be halted. The unit will be lined in plastic,
backfilled, and excavation of the feature shall be postponed until evaluation. If
human remains are unearthed during the investigation, State Health and Safety
Code Section 7050.5 states that no further disturbance shall occur until the
County Coroner has made the necessary findings as to origin and disposition
pursuant to Public Resources Code 5097.98.
2 Artifact Analysis. The contractor shall identify all artifacts recovered in the
field and prepare an artifact catalog. All artifacts will be re-buried when the units
are backfilled.
3 Draft a Field Map. The contractor shall draft a map showing the location of all
units and trenches. Units will be shown as either positive or negative for the
identification of a cultural deposit.
4 Photograph the Fieldwork. The contractor shall record the fieldwork through
photography, including any soil profiles exposed.

5 Property Rehabilitation. Any property damaged in the process of these
studies within the state right-of-way of State Route 41 and adjacent to Parcels
055-101-006 and 055-101-016 will be replaced in kind.
D. Preparation of the Extended Phase I Report
1 Prepare Extended Phase I Report. The contractor shall prepare a draft and
final Extended Phase I Report. The Extended Phase I Report Format and
Content Guide can be located in the Environmental Handbook Vol. II at:
http://www.dot.ca.gov/ser/envhand.htm.
E. Administrative Tasks
1 Completion of Fieldwork. The contractor shall notify Caltrans that fieldwork
has been completed within five days of the date of completion. Notification shall
be either by phone, e-mail, or letter report.
2 Meetings. Caltrans will meet with the contractor for a project orientation,
including a review of project materials and a tour of the project area and location
where the Extended Phase I work will be done. Additional meetings may be
scheduled on an as-needed basis. The contractor may be required to meet
periodically with the Caltrans Project Coordinator until Caltrans accepts and
approves all deliverables required under the contract.
The contractor shall be available, within five business days, to meet with Caltrans
or participate in meetings, or to attend public meetings or hearings, or to provide
technical expertise on an as-needed basis.
The contractor may establish direct contact with the SHPO, the NAHC, Regional
Information Centers of the California Historical Resources Information System,
and other agencies, institutions, researchers, or groups for the purpose of
obtaining information, expertise, and assistance in developing baseline data and
analyzing site materials. Caltrans will provide prior approval for, and may
participate in, any and all meetings with the SHPO and NAHC. The contractor
shall maintain a record of all such contacts and shall transmit copies of these
records to Caltrans with the regular monthly progress reports.
III. Personnel
Project personnel must meet the Professional Qualifications Standards defined in
Secretary of the Interior’s Standards and Guidelines (36 CFR 61), as well as
Qualifications Criteria for Caltrans Archaeologists (Exhibit 6, Chapter 1 Volume II of
Caltrans Environmental Handbook).

employ staff in sufficient number, skill, and qualifications to accomplish the work as
specified and on schedule. The personnel listed in ASM’s cost proposal for Contract
#06A0393 and as amended are authorized to work under this Task Order; personnel
not listed, must be approved by Caltrans Contract Manager.
IV. Safety
Contractor personnel shall wear hard-hats and orange reflective vests at all times.
Additionally, the contractor shall comply with all State and OSHA regulations regarding
necessary safety equipment and procedures. Through consultation with Traffic
management Control and the Safety Office, the contractor shall adhere to any safety
requirements established by the Caltrans District 6 Safety Office,
(559-444-5988) and the Traffic Management Center (559-445-6166). The contractor
should provide portable restroom facilities for field personnel.

Work under this Task Order shall begin no earlier than May 1, 2003 and shall terminate
upon acceptance and approval by Caltrans of all required deliverables, estimated to
occur no later than June 30, 2003.

VII.
Cost
1. ASM will be reimbursed for hours worked and direct costs other than salary costs in
accordance with a cost estimate which is mutually agreed upon.
2. ASM will include a cost estimate for Extended Phase I Investigations within the state
right-of-way of State Route 41 and adjacent to Parcels 055-101-006 and 055-101016. The estimates shall list the costs for project administration under work
breakdown structure code (WBS) 100. All other costs shall be listed under WBS
165.
3. The cost to conduct Extended Phase I Investigations shall not exceed $9,800.
