Introduction
Ecosystems are the sources of many services, which are important for economic and social
development.
The importance of the ecosystem services is underlined in the International Conventions,
Agreements and Programs. These international documents require parties to introduce the most
innovative approaches to PA management and biodiversity conservation, as from year to year the
problem of ecosystem services’ sustainable use and degradation is getting worse.
Payments for ecosystem services (PES) are well-known and effective mechanism for biodiversity
and ecosystem financing through involvement of various actors of economy and improvement of
environmental responsibility of key ES customers and suppliers.
The international responsibilities of Kazakhstan for conservation and sustainable use of biodiversity
and ecosystems are to be implemented by improving legislation, mainstreaming good practices and
approaches such as national and local PES supported by the legal frameworks into national policy.
Currently there are few PES practices in Kazakhstan in the context of water resources management.
To improve the effectiveness of biodiversity and ecosystem management and increase investments,
PES schemes are to be integrated in forestry, fisheries, hunting, tourism and PAs.
Brief description of the project
The international regional project “Building Transformative Policy and Financing Frameworks to
Increase Investment in Biodiversity Management (BIOFIN)” (further –project « Biofin ») is aimed
to address biodiversity financing challenges through the establishment of new model for increasing
investment in conservation and sustainable management of ecosystems and biodiversity.
BIOFIN aims to develop biodiversity finance methodologies and tools, which will be approved in
these countries, and then disseminated for wider application. These tools will ensure governments
and other stakeholders to achieve following targets: 1) Mainstreaming biodiversity into national
development and sectoral planning, to reduce the pressures exerted by the drivers of biodiversity
loss and thereby reduce the investment needed to safeguard biodiversity, including through a
significant strengthening of National Biodiversity Strategy and Action Plans (NBSAPs); 2)
Determining the national-level biodiversity finance gap, by defining the current investment baseline
across those sectors relevant for the achievement of the Aichi Targets, and by defining the true
investment needed to address biodiversity loss, taking into account cost-effectiveness and the
effects of an improved enabling environment; 3) Rolling out appropriate national-level biodiversity
financing strategies and mechanisms through which countries can identify, access, combine and
sequence multiple sources of environmental and development finance, both national and
international, for meeting their biodiversity management needs and achieving the CBD’s Aichi
Targets
BIOFIN project is financed by the Government of Switzerland, Government of Germany, European
Union and included into the UNDP Biodiversity Projects Portfolio.
The project “Improvement of the decision-making process in Kazakhstan through introduction
of mechanisms of economic assessment of fulfilling national obligations under global
environmental agreements” (further-project “CB2”) is aimed to implement new approaches, which
will enable to make more efficient decisions in developing for global environment.
СВ2 consists of two components:
1. Development and application of natural resource valuation and training of technical
capacities in order to improve planning and decision-making process to achieve global
environmental objectives.
2. Institutionalizing natural resource valuation for ensuring long-term use of the resources.
Activities of the component include the piloting of the resource valuation tools and
facilitating legislative and institutional reforms.
CB2 is funded by the Global Environmental Facility and include into the UNDP Biodiversity Projects
Portfolio and the Forestry and Wildlife Committee, MoA, RK.
Assignment
International consultant during his/her work will closely cooperate with the expert on financial tools
for conservation biodiversity, expert on economic mechanisms for biodiversity management,
Capacity building expert and Team leader (BIOFIN project).
It is expected that the practical, legislative and methodological framework will be created by the
completion of the project for further replication of the practice in economic valuation of ecosystem
services and payments for ecosystem services (PES) at the national level for increasing investments
in biodiversity conservation.
During his/her, work the international consultant will report to National UNDP biodiversity projects
manager (NM) and expert on financial tools for conservation biodiversity.
Objectives:
1. Getting acquainted with the pilot areas. Meeting with the resource users of two pilot areas
and assessment of their capacity.
2. Development of the terms of reference on economic valuation of ecosystem services and
introduction of PES schemes in the area of forestry, fisheries, hunting, PA. Preparation of
the list and summary of the potential suppliers among international companies and experts.
3. Preparation of the review of the best practices and schemes on PES from other countries.
Selection of practices applicable for implementation in Kazakhstan.
4. Review of the capacity of the legislation in Kazakhstan for PES schemes integration:
identification of the opportunities and barriers for implementation. Preparation of the
analytical report.
5. Development of the recommendations for improvement of the legislation to integrate PES
schemes in Kazakhstan.
6. Development of the scenario of at least 3 PES schemes and plan for their implementation in
two pilot areas (Ile-Balkhash and Aral-Syrdarya) under current legislation.
7. Development of the scenario of at least 3 PES schemes and plan for their implementation in
two pilot areas (Ile-Balkhash and Aral-Syrdarya) under recommended improved legislation.
8. Coordination of the works and provision of the methodological assistance to the local
company implementing identification of the ecosystem services in two pilot areas (IleBalkhash and Aral-Syrdarya).
9. Conduction of the training for the wide audience of the nature resource users with the visits
to two pilot areas (Ile-Balkhash and Aral-Syrdarya). The goal of the training is to raise
awareness of the wide audience of the stakeholders in order to improve public
understanding of the ecosystem services and application of the PES and award schemes to
develop these services in long-term prospects.
10. Conduction of awareness-raising workshop for the stakeholders on the outcomes of the
work under the ToR, PES methodology, negotiation skills, analysis of threats and
challenges.

Qualification requirements
1. University degree in economics, finance and related areas
2.
At least 5 years of working experience in environmental economics or related areas.
3.
Experience in economic valuation of ecosystem services.
4.
Working experience in CA countries.
5.
Knowledge of biodiversity management specificity.
6.
Skills in developing analytical reports. Strong skills in writing reports for submission.
