ANNEX C TO 2008DIN07-117 (Defence Weapon Handling and Shooting Training Policy Defence Weapon Handling and Shooting Training Policy: TASKS TO SUPPORT INITIAL AND CONTINUATION TRAINING). I. Limitations in the Use of Missiles and Ammunition for Training. SITUATION 1. GpOSC 14 will be held at Bisley Camp and Pirbright and Ash ranges over the period 31 Mar – 6 Apr 14. Flt Lt Ady Waters is the appointed Planning Officer and all personnel will come under his control, through their respective team captains, for the duration of GpOSC 14. 2. The competition will involve Service Rifle competition Matches 43, 47, 49, 50 and Service Pistol Match 52, conducted IAW References A and B. There will also be a number of training development shoots during the programme. 3. The Operational Shooting Training Team (OSTT) at Bisley maintain the relevance between competition shooting and operational requirements. The RAF focus for competitive shooting is the RAF Small Arms Association (RAFSAA) who administer and run a full programme of events. The aim of the RAFSAA is ‘to promote military efficiency by fostering interest in small arms shooting by means of individual and collective competitions thereby raising the standard and efficiency is the use of small arms’. Competition shooting is detailed in Reference A and should be encouraged as it directly contributes to operational effectiveness. 4. The basis of RAF Gp OSC is from ref C and relates to the following definitions: a. BCC-AGE. Personnel employed in the Base Close Combat – Air Ground Environment (BCC-AGE) role must be able to fire accurately to kill/incapacitate or suppress an enemy as an individual and as a member of a four-man Fire Team out to 300m, whilst applying judgemental skills to ensure the integrity of Air Assets. BCC Role personnel are those who undertake their primary specialisation within a high-threat environment, but whose primary role is not to engage with enemy forces. 1 b. DCC-AGE. Personnel in the Dismounted Close Combat – AGE (DCC-AGE) role must be able to react quickly and fire accurately to kill/incapacitate or suppress an enemy, at the extremes of range encountered in the AGE, including close quarters, from different static positions, on the move or from cover, whilst applying judgemental skills to ensure the integrity of Air Assets. DCC refers to those whose primary tasks are to close with and engage the enemy to accomplish their mission – in the RAF, exclusively the RAF Regt. AIM 5. The aims of GpOSC 14 are: a. To train up individuals to meet and ideally exceed the requirements of the BCC AGE policy. b. To introduce personnel to the RAF Operational Shooting Competition (RAFOSC) format. c. Compete for Air Command individual and team prizes. See Annex A for prize lists and changes to Group level competitions. d. Select personnel for RAFOSC 14 and overseas competitions to represent the RAF at international level. EXECUTION 6. Arrivals Procedures. Competitors wishing to participate in all sections of GpOSC 14 should arrive at the RAFSAA Clubhouse, Bisley Camp during the afternoon/evening of 30 Mar 14. Team captains are to report to the Stats office to register and should ensure that all competition fees are paid on arrival. They are also to be able to show the documents at Para 14. Competitors are also to notify the CRO or Planning Officer if they hold a valid SA(B)90 Range qualification. Teams that do not wish to carry out zeroing or practicing are to ensure the entry form is annotated to this effect and may arrive later. A full competitor’s administrative brief is at Annex B. 7. Transport. Team captains should ensure that MT service vehicles and hire vehicles are provided by each service unit IAW JSP 752 for the duration of the GpOSC. Limited parking facilities are available and restrictions on use of MT may apply. Teams will require transport daily during GpOSC to ranges and messing facilities on different sites. No service support is available at Bisley Camp. Vehicle passes will be required to enter Pirbright Camp and competitors should factor this when travelling to ranges. 8. Messing. Service messing will be available free of charge for Service personnel at Brunswick Camp, Pirbright: personnel are to bring mug, knife, fork & spoon. There may be occasions when a barbecue will replace the eligibility for evening meals in the cookhouse, as rations will be drawn from Brunswick for the purpose. Personnel are to inform Stats if they wish to opt out of barbecues. Lunches will be packed lunches throughout and personnel are not to eat in the cookhouse at lunchtime unless they obtain a casual meal ticket from the cookhouse. General meal tickets for the duration of the meeting are to be obtained from the Stats Officer on arrival. It is important that personnel do not attempt to obtain a meal without one of these tickets. 9. Accommodation. Accommodation will be allocated on arrival and a charge of £5 per person per night will apply. If you intend to make your own arrangements please advise the Planning Officer (Stats) in advance so your bed space can be reallocated. Failure to do this could result in the individual still being charged for accommodation. All personnel should ensure they bring their own sleeping system as accommodation only contains bunks and mattresses. The cost of this accommodation can be claimed back on JPA using this Admin Order as reference and HRG Hotel booking waiver ref number 5000372. 10. Weapon Custody. All weapons must be stored in the armoury provided when not in use and must not, under any circumstances, be brought into the club house. A gunroom is provided for the cleaning of weapons in the event of inclement weather. Weapon security is to be in 2 accordance with the JSP 440 at all times and all personnel are to familiarize themselves with the relevant content of this document. If you require to travel unaccompanied in a Service or private vehicle you must first consult with your RAF police (or equivalent) section. Personnel wishing to carry Service weapons in private vehicles must ensure the validity of their private insurance cover. 11. Authority. GpOSC is listed as Individual Military Training and a Force Protection activity. Authority for travel for GpOSC 14 is IAW Reference E. IAW Ref F, G and H, unit’s entry fees are also to be funded by their station budgets. Ref F states Service Weapon shooting is classed as Individual Training and thus attracts full duty status. 12. Dress and Personal Equipment. Dress and equipment requirements are as follows: a. Competitors. Whilst firing, competitors are to dress in accordance with the match conditions detailed in Reference A. DPM CS95 or PCS is to be worn as standard issue. Shirts are to be worn tucked in and Combat Jackets are to be worn. UBACS may also be worn. Issued combat helmets (not parachute helmets) webbing and ECBA are to be worn for Service Rifle and Pistol matches. The Issue General Service Respirator is required for the competition. b. The umpire (usually either the RAF Det Cdr or the CRO), in accordance with References A and B, may impose penalties for incorrect dress. All personnel on the firing point must wear serviceable hearing protection when firing is in progress. Berets are to be worn when combat helmets are removed. A full list of equipment, including webbing order and Enhanced Combat Body Armour (ECBA), is detailed at Annex C. c. Staff. Dress for staff will be CS95 or PCS, serviceable hearing protection and beret. SERVICE SUPPORT 13. JPA. All units to perform appropriate JPA action for their own personnel detached for the duration of the exercise. Individuals are to notify their stn PSF in order that they can be tracked correctly on JPA. It is anticipated, subject to connectivity, to have a laptop that will be available to individuals to enable them to access JPA. 14. Documentation. All personnel must ensure they have completed a Weapons Handling Test (WHT) less than 6 months prior to the meeting on all weapons that they intend to fire at GpOSC 14 and that they have a valid F7192 “Green Card” in their possession. If a competitor cannot produce the required documentation or are not in date they will not be allowed to compete and will assist with competition administration. There will be no opportunity to conduct a WHT during the meeting. Due to the physical nature of this competition all competitors are to bring a copy of their JPA print out showing in date fitness test or a medical chit to allow them to undertake this training. 15. Ammunition. Ammunition will be provided centrally from RAFSAA allocation. Units are not to bring any ammunition to this event. All ammunition will be controlled centrally iaw the relevant RASP. 16. Medical Support. A designated safety vehicle with stretcher and first aid kit will be present on the range during firing. CASEVAC will be co-ordinated by the Planning Officer or if unavailable, a senior member of staff. The following procedure is to be employed: a. Qualified personnel will treat minor injuries on the range. If deemed necessary casualties may be evacuated by vehicle to the Pirbright Camp medical centre or nearest local civilian hospital. b. For serious casualties a civilian ambulance will be requested through the emergency services. 17. Support Staff. Support staff for GpOSC 14 will be as follows: 3 a. Stats Officer. RAF Cosford is requested to release Sgt E Franks the RAFSAA Stats Officers, for the duration of GpOSC 14. These posts will require access to daily transport throughout the meeting; RAF Cosford is requested to provide Sgt Franks with MT for the duration. b. 14. Chief Range Officer (CRO). WO Wyles is the nominated CRO for the period 2 -6 Apr c. CRO MT. Safe management of the rifle ranges requires the provision of 4x4 vehicles for safety reasons. RAF Waddington is requested to provide a LWB LR or equivalent vehicle for the use of the CRO. d. The CRO is requested to provide a med pack for use on the range. e. Butts Officer. To be provided by suitably qualified personnel as part of the range detail. 18. Publicity. During this event imagery (photographs, audio/videos, films) may be taken in order to publicise/advertise the activities of RAFSAA though commercial, editorial, public relations, recruitment, on-line media and/or any other use that is not defamatory, libellous or otherwise unlawful. Individuals should be aware that they would have no claim of ownership of the imagery/audio and that they will not receive remuneration for the its usage now, nor in the future and that the imagery/audio may be cropped, modified or altered, without stating an objection. Entry Eligibilty. a. Only RAF Regular serving and Full Time Reserve Service (FTRS) personnel are eligible to compete in GpOSC 14 and be awarded team and individual prizes. b. Regular officers, other ranks and ratings and FTRS of Royal Navy, Regular Army, MPGS and Foreign Forces serving with the RAF for not less than 28 days are permitted to shoot in GpOSC 14 as part of a team1. They are eligible to shoot for honours only in individual competitions. c. Range space permitting, Auxiliary and Reserve Forces personnel can enter teams and individuals for honours only2. d. Teams must consist of personnel who are on the posted strength of the Unit or Station concerned on the closing date for entries. e. Station teams are to consist of a minimum of 2 and a maximum of 3 personnel. 2. GpOSC 14 Programme. The following are the intended shoots for GpOSC 14, exact timings to be confirmed. Shoots in Italics are not part of the competition. The days of 22 and 23 are not compulsory but are provided for individuals to gain additional formalised trg prior to the competition. To undertake the competition shoots in GpOSC and RAFSAM 14 individuals are to have passed the appropriate weapons ACMT within 12 months of the end of the competition. RAFSAM dates are 23 Jun-4 Jul. ACMTs are laid on as part of this training. Additionally when time permits and availability of weapon systems there will be hands on interest shoots for all personnel to attend and are provided to show current capabilities. In the event that changing weather conditions or other circumstances (Usurped by higher priority range bookings) dictate that the format of the competition needs to be altered, the Planning Officer in conjunction with the CRO will make any changes he considers necessary and ensure that the reasons and changes are recorded in the Range Action and Safety Plan (RASP). 4. Competitor Numbers. As part of the arrivals process, team captains will be issued competitor numbers which are required to input the scores from score cards. Competitor details, including competitor numbers should be completed on all scorecards. Cards received without the required information may not be processed by stats on completion of a match and you may not receive your score. All score cards are to be handed in by 2100 hrs (local) on the day of the shoot or will not be scored. 5. Competition Matches. All matches will be conducted in accordance with References A , B and the RAFSAA Competition Handbook. Foregrips if fitted maybe rested on the ground whilst firing. 6. General Conduct. GpOSC 14 will consist of weapon zeroing, Service Rifle competitions Matches 43, 47, 49, 50 and Service Pistol Match 52. These are considered advanced level shoots beyond those normally taught in pre deployment training. There will also be the opportunity to undertake development shoots of the following competitions but they will not be counted as part of the main competition, these include Matches 47 (team) and 18 (Advanced Fleeting encounter shhot). 7. Range Action and Safety Plan (RASP). The RASP for GpOSC 14 will be produced by the nominated Chief Range Officer and published prior to each days shooting. The CRO for the competition has been nominated and OC 2503 Sqn is requested to release WO J Wyles for the period of firing 2-5 Apr 14. The Det Cdr will nominate RCOs for the training days as soon as availability of qualified personnel is confirmed. 8. Safety. All activities during GpOSC 14 will be conducted IAW References A to D inclusive and Ref I. 9. Exercise Risk Assessment. The Infantry Training Safe System is in place. 10. Medical Risk Assessment. All practices will be conducted using the Infantry Training Safe System and a separate medical risk assessment is not required. Medical arrangements will be detailed in the respective RASPs however on RAFSAA property any injuries sustained are to be reported at once to the Stats office and any significant injuries should be through the appropriate channels including the emergency services if required. 11. Dress and Equipment. Dress and equipment requirements are as follows: a. CEFO. All competitors firing in GpOSC 14 will be required to carry a minimum weight of 7.5kgs during all rifle matches. The weight to be carried excludes weapon, helmet and ammunition and all weight is to be carried in the webbing, NOT in rucksacks or back packs. The weight of the respirator and its haversack will be included in the weight requirement, so long as the haversack is attached to the webbing. Additionally, issued gloves and smocks may be worn in all matches. Competitors CEFO will be checked before and after matches, competitors whose webbing falls below the weight limit after a match may be penalized by the deduction of points or disqualification from the match or competition. b. Other Equipment. All competitors are to bring sufficient weapon magazines to shoot matches without reloading between practices. Rifle slings and weapon cleaning kits with a supply of oil should also be brought. Competitors are also to wear Either Osprey or B-2 Enhanced Combat Body Armour (either DPM or desert coloured) with ballistic plates fitted. If individuals cannot gain access to this they are to approach the team captain who is to consolidate a return using Appendix 1 to Annex C and send to Flt Lt Waters. The competition is to be shot with optic sights (SUSAT/ACOG or LDS) fitted to L85A2. However, due to the availability of these sights, if units are unable to get hold of these team captains are to contact Flt Lt Waters. Depending on quantity of these individuals he will consider running an iron sighted competition in parallel to enable more competitors to partake in this competition in line with the aims at the main admin order para 3a. 12. Entry Forms and Fees. Entry forms are included at Annex E and should be forwarded to the address below no later than 3 Mar 14. GpOSC 14 will be limited to 80 competitors; units are limited to a total of 9 personnel (3 teams). Additional entries can be submitted on a separate entry form (annotated RESERVES) who may then be called forward after the 3 Mar 14 if places are still available. 14. Entry Fees.
