JOB Description TITLE: Senior Medical Scientist in Blood Transfusion and Haematology REPORTING TO: Laboratory Manager and Consultant Haematologist ROLE SUMMARY: Perform routine, specialised and research/development work to the highest professional standards, as determined by the Laboratory Management Team. Be responsible for the quality of their work and carry out their duties in accordance with Hospital policy. Observe the strictest confidence when dealing with all aspects of patient or hospital information To help Co Ordinate the quality system in the Hermitage Medical Clinic laboratory. QUALIFICATIONS AND ESSENTIAL SKILLS: Each employee must have (a) Possess a Bachelor in Science (Honours Degree) in Biomedical Science University of Dublin/Dublin Institute of Technology or University College Cork – Cork Institute of Technology; OR (b) Possess the Diploma in Medical Laboratory Sciences of the Dublin Institute of Technology, Kevin Street or the Cork Institute of Technology awarded prior to 1994; (c) Possess a recognised qualification at least equivalent to the (a) or (b) above. AND (d) Possess a postgraduate degree or be actively engaged in attaining a post graduate degree. AND (e) possess four years experience in a medical laboratory since qualifying as a Medical Scientist. KEY RESPONSIBILITIES & ACCOUNTABILITIES: Main duties and responsibilities Maintain throughout the Hospital awareness of the primacy of the patient in relation to all Hospital activities. o Participate in implementing the Pathology Laboratory service that supports the clinical needs of our patients and is consistent with the mission, vision, values and strategic plan of the Hospital. o Participate in leading training a team of skilled staff, creating and promoting healthy working relationships. o Participate with the Consultant Head of Department and Laboratory Manager in identifying and implementing operational processes to the standard of ‘best practice’ in order to optimise use of resources. o Participate, as required, with the Consultant Head of Department and Laboratory Manager in costing methods for the department laboratory service to other Hospital Department / Clinical Units. o Participate in the implementation of a ‘quality management’ programme, which is patient centred and which measures and audits performance and user satisfaction. o As part of the laboratory management team, ensure that the Blood Transfusion Laboratory is compliant with ISO15189 and Article 14 and 15 relevant EU Directives and JCI requirements. General responsibilities Management As part of the Laboratory Management Team; o Lead and co-ordinate scientific staff and/or support staff within the Laboratory. Ensure that the team is allocated according to patient needs and applying maximum delegation compatible with safety. o To act as deputy for the Haemovigilance Officer in their absence. o To act as laboratory Meditech Super User. This will involve managing change, maintenance and developing the LIS system in collaboration and under the supervision of the ICT Department. o Participate in developing and leading the introduction of new ideas and methods according to hospital policy. o Supervise and delegate as appropriate, the registration, custody and stock levels of the Pathology Laboratory reagents, and other materials held in the laboratory. o Receive and record details concerning mishaps, complaints and defects in supplies and equipment, investigate the circumstances with appropriate team members and take the necessary actions and report the findings as required, and as determined by the Laboratory Manager and as dictated by the laboratory quality management system (QMS). o Ensure that policy relating to Pathology Laboratory record keeping is followed. o Facilitate arrangements, where appropriate, to introduce professional and/or other visitors to the Pathology Laboratory. HMC/QA/SOP/031 Ver. 1 Effective Date: _01_/_09_/_10_ HERMITAGE MEDICAL CLINIC Attachment No. 6.12 o Develop and co-operate regarding procedures to be followed in preventing and managing accidents occurring in the laboratory area. o Co-ordinate and carry out the Major Emergency Plan for isolated incidents or multiple traumas according to Laboratory Management Team policy. Facilitate and co-ordinate relevant courses in the appropriate colleges. Work closely with the Haemovigilance Officer (HVO) to ensure full traceability as defined by AML-BB and articles 14 and 15 of EU Directive 2002/98/EU. To act as deputy for the HVO to ensure compliance with the above. Facilitate arrangements in the Haematology and Blood Transfusion Laboratory for education and training undergraduates, interns and postgraduate students. Encourage professional development of Pathology team members, through promoting self-learning, formal courses, or formal and/or informal on-the-job training. Participate on hospital and/or external committees as required such as the Hospital Transfusion Committee. Ensure appropriate compliance with International and National guidelines and standards for the provision of Pathology Laboratory services and actively participate in internal and external quality control and quality assurance. Participate in the provision of appropriate statistical and management information. Provide appropriate statistical analysis for the Hospital Transfusion Committee, INAB and JCI. Make the most effective and efficient use of developments in information technology for both patient care and administrative support in a manner, which integrates well with systems throughout the organization. To have full responsibility for specific areas of laboratory activity as may be delegated form time to time by the department head. HMC/QA/SOP/031 Ver. 1 Effective Date: _01_/_09_/_10_ HERMITAGE MEDICAL CLINIC Attachment No. 6.12 Financial As part of the Laboratory Management team and with the support of financial department manage the Pathology Laboratory budget ensuring most effective use of available resources. o Prepare budget estimates including a planned programme for replacing capital equipment in Haematology and Blood Transfusion Laboratory. o Maintain an asset register of appropriate equipment, in conjunction with the Asset Register in the hospital. Provide appropriate statistical and management information Produce an annual report for the Haematology and Blood Transfusion Laboratory. Staff Management As part of the Laboratory Management team, and with the support of the human resources department manage the staff resources ensuring that staffing levels and skill mix are appropriate and within the resources allocated. o Arrange training of the departmental team and verify competencies. Promote a professional, punctual and dedicated team with good open communications Create and promote healthy working relationships and stimulate initiative among Laboratory staff. Motivate team members on a day-to day basis, by agreeing goals and objectives, in keeping with the laboratory development plan. Maintain team work and act in accordance with the hospitals disciplinary policy. Candidate must have a minimum of 4 years Medical Scientist experience. Candidates must have a minimum of 4 years experience in the above positions. Candidates must have a good working knowledge Pathology Services and a good knowledge of ISO15189 standards and AML-BB and EU Directive 2002/98/EU standards in Haemovigilance. Good computer skills are required for educational sessions and presentations. The candidate must possess good communication skills and be able to work as part of a multidisciplinary team. The candidate must have good analytical skills and be able to process and present statistics. Good communication skills and be willing to engage in educational sessions and competency assessments. & The candidate must be able to work as part of a multidisciplinary team and exhibit high levels of personal relation skills.
