3.ROLE OF THE DEPARTMENT:
1. Provide a high quality, efficient and effective Radiology service to the population of
the Western Isles and areas covered by air ambulance.
2. Diagnostic imaging equipment is used to carry out radiological examinations on
patients and reports are provided to referring clinicians which assists the clinician in
providing a diagnosis of the patient’s condition in order to decide on an effective
course of treatment and care.
3. Interventional Radiology is carried out to assist in the treatment of a patient’s condition
4. The department clinical governance strategy ensures a high standard of care for
patients undergoing radiological examination and promotes multidisciplinary team
working.
4.JOB PURPOSE:
1. Professional Lead for NHS Western Isles Radiography Service, to develop and manage the
service to ensure delivery of a high quality Medical Imaging service 24/7 days a year.
2. To support the Clinical Lead for Radiology, Medical Director and Hospital Management in
meeting operational and strategic targets, improving the quality of patient care within the
organisation’s agenda. To fully participate in the development and implementation of
strategic process for service development within Diagnostic Imaging Services.
3. To ensure governance and legislative requirements are met and maintenance programmes
are in place and being implemented. Responsibility for operational and professional
leadership and for provision of professional advice on Diagnostic Imaging issues to
members of the senior Management Team and the Board.
4. To provide professional radiological guidance into procurement and projects concerning
the department, informing the business planning process and hold responsibility for
physical resources including highly specialised equipment and technology.
5. Management and professional leadership of all radiographer and radiographer assistants
across all clinical specialities within Radiology with responsibility for all elements of
training, personnel management and professional development.
6. Justify in accordance with IR(ME)R 2000, and perform Radiographic examinations.
Provide direct care and a high quality diagnostic imaging service in order to assist in the
management of patients referred from clinicians and non medical referrers located within
and outwith the hospital. Supervise, mentor and coach radiographers and radiographic
helpers in routine and specialist techniques ensuring development of skills and continuity
of service delivery.

1. The post holder is responsible for the day to day management of the Radiology Service
within NHS Western Isles, ensuring that the service meets national and locally agreed
targets, complies with all quality standards, current legislations, statutory and mandatory
requirements and operates within allocated budgets.
2. In conjunction with the Clinical Lead for Radiology, the post holder is responsible for the
strategic development of the Radiology service, ensuring that services provided locally are
evidence based and are regularly benchmarked against best practice and in line with Royal
College of Radiologists’ guidance and Society of Radiographer code of practice.
3. The post holder is required to ensure that there is a fully documented development plan in
place for all staff to achieve their maximum potential and that they have the required
competencies to deliver safe and effective radiological services across the Western Isles.
4. The post holder is responsible for ensuring that the training needs of all staff to provide a
safe and effective service are identified and met as part of their annual development
planning and review.
5. The post holder will ensure that that there is a robust governance framework in operation
and working effectively that ensures patient safety, service continuity and financial
probity.
6. The Post holder will identify, document and manage the risks in line with the corporate
risk management strategy.
7. The post holder will support the Clinical Lead in Radiology and the Hospital Lead in the
development of services to meet operational targets, improving the quality of patient care
within the organisation’s corporate responsibilities.
8. Under the direction of the Clinical Lead in Radiology, the post holder will assume
managerial and professional responsibility for staff working within the Radiology service
of the Western Isles.
9. The post holder will manage the role of Radiation Protection Officer for NHS Western
Isles, ensuring that services provided comply with statutory rules and regulations and all
practices meet legal requirements and health & safety standards.
10. The post holder will play a lead role in conjunction with the Clinical Lead in the setting up
and monitoring of Obligate Network Agreements with other Health Boards or Mainland
Service Providers.
11. The post holder will ensure that the functionality, capability and use of the RIS/PACS
system is optimised to improve reporting facilitating systematic clinical audits.
12. The post holder will maintain the profile and contribution of the department and its role
within NHS WI by sitting on relevant committees and at both National and local levels
where their expertise is required.
13. The post holder will meet the demands of the 24/7 clinical service by ensuring that
appropriate staffing resources are allocated to meet those demands. The post holder will
balance the demands of their managerial role with any personal requirements to maintain
clinical skills as a radiographer by undertaking clinical work in Western Isles Hospital and
/ or Uist and Barra Hospital.

6. DIMENSIONS
Management and Professional Responsibility:
1. Responsible for the delivery of an efficient and effective Diagnostic Imaging Service in
NHSWI and other Referring Boards, taking account of national standards, statutory
requirements and the NHSWI Emerging Clinical Strategy.
2. To be responsible for operational service delivered on a 24/7 basis across two hospital
sites.
3. Management and professional leadership of all radiographer and radiographer assistants
across all clinical specialities within Radiology with responsibility for training,
personnel management and professional development.
4. Informing the business planning process and responsibility for physical resources
including specialised equipment and technology.
5. To fully participate in the development and implementation of strategic planning for
service development within Diagnostic Imaging Services.
6. Responsibility for operational and professional leadership and for provision of
professional advice on Diagnostic Imaging issues to members of the senior Management
Team and the Board.
Financial Responsibility:
1. Provides information to Senior Management on the use of financial resources
2. Negotiating the allocation of financial resources by justifying the needs of the services
3. Providing information to individual section budget managers on the effective and
efficient use of financial resources including areas of wastage, areas for improvements
and budgetary savings.
4. Ensuring that the budget is used as per Standing Financial Instructions for NHS WI
5. Reviewing the budget on a regular basis to ensure adherence to allocation and
distribution of financial resources

Clinical areas:
General Radiography including A+E, GP plain film radiography,
In and Out Patients, Fluoroscopy, Theatre, Mobiles and Multislice CT.
Radiography services are provided at 2 sites within NHS Western Isles, Western Isles Hospital
& Uist & Barra Hospital with all examinations being reported at the former.
Clinical activity:
17,000 examinations per annum.

24/7 There is a requirement to ensure that OOH service requirements are met by providing
adequate resources.
Responsibility Clinical Staff:
Direct and supervise the workload of the Radiographers and Radiographic Helpers as required.
Direct and supervise Student Radiographers on clinical placement as required. Assist in the
training and induction of a new member of staff or allocate the task to appropriate staff.
7. ASSIGNMENT AND REVIEW OF WORK
1. The post holder is the professional lead in radiography for NHS Western Isles.
2. Work is mainly self-directed within the National AHP policies and the Professional Code
of Conduct for radiographers.
3. Review of work is undertaken annually by performance appraisal with agreed objectives.
4. The post holder is professionally accountable to the Clinical Lead in Radiology and the
Nurse Director.
5. The post holder is operationally accountable to the Hospital Lead.

Operational/Strategic:
1. Using knowledge, skill and judgment ensure that all decisions support the advancement
and implementation of modern, needs led, evidence based, safe service development within
Diagnostic Imaging Services.
2. Using knowledge, skill and judgment, manage appropriately and continually develop the
department and staff to ensure delivery of a high quality Medical Imaging service 24/7 that
best serves the range of patient specialties.

accordance with the Ionising Radiation (Medical Exposure) Regulations 2000 (IRMER).

Physical Demands
(Managerial Duties)
1. Long periods sitting at a PC.
2. Working in a dry atmosphere either air conditioning or central heating.
(Clinical Areas)
1. Moving heavy ceiling mounted X-Ray tubes throughout three dimensions during clinical
examinations..
2. Moving, handling and positioning patients for radiological examinations demands an ongoing high level of physical strength and fitness.
3. Ensuring a safe environment for both patients and staff requires that all heavy lead lined
doors be closed and locked for each examination.
4. Cleaning of x-ray equipment regularly and changing mattress sheets involves bending and
lifting.

5. Transfer of patients from trolleys, beds and chairs onto x-ray tables requires the use of safe
lifting and handling skills. This is done with and without the use of mechanical aids to
ensure patient and self safety.

Diagnostic Imaging Service in Western Isles Hospital and Uist and Barra Hospital.

2. Prioritising workload requires diplomatic skills in discussion with referrers who all believe
their patient should take priority.
3. Should imaging equipment malfunction during an examination evaluate the situation and
provide an immediate solution. Provide advice and supervision to other radiographers
encountering such a situation.

1. Care and understanding is required when dealing with patients who may be anxious,
distressed or terminally ill.
2. Provide examinations in traumatic circumstances for critically injured patients in the
accident and emergency department.

13. KNOWLEDGE, TRAINING & EXPERIENCE REQUIRED TO
DO THE JOB
Essential:
1. HPC registration.
 BSc Hons in Radiography or DCR (R).
2. Post graduate or qualification to Masters Level in management.
3. Evidence of appropriate ongoing CPD.
4. Proven leadership skills.
5. IT skills.
6. Several years post registration experience in clinical practice
7. Extensive supervisory and or / management experience in Radiography.
8. Practice experience in a specialised modality (e.g. Ultrasound / CT/Dexa)
9. A firm understanding of Radiation Protection.
10. A firm understanding of Health and Safety and clinical risk management.
