1. Key Purpose of Job
1.1.
The unlocking in the morning and securing in the evening of the corporate buildings,
covering Torquay, Paignton and Brixham
1.2.
Being responsible for minor maintenance repairs, lifting, setting up for functions and
cleaning of designated areas within the corporate estate
1.3.
To report to the Senior Hallkeeper on a daily basis
1.4.
To work to a rota system that will include evening and weekend work to cover functions
that are held in the public rooms within the corporate buildings
1.5.
Providing a portering service across the corporate estate
2. Anticipated Outcomes of Post
2.1.
To provide an effective caretaking service within the Council’s administrative buildings
throughout Torbay. The post will be required to work from various sites across the Bay
as part of a rota system
3. List Key Duties and accountabilities of the post
3.1.
Responsibility for unlocking the designated corporate buildings in the mornings and
securing them in the evenings
3.2.
Responsibility for the setting up and clearing for events and functions in the public rooms
and halls within the corporate buildings. This may include the lifting and carrying of heavy
furniture
3.3.
Responsibility for the cleaning of areas not covered by the Council’s cleaning services
contract. This may involve the use of heavy duty equipment
3.4.
Carrying out a basic portering service between Council departments within the corporate
buildings
3.5.
The restocking and cleaning of vending and water machines, which will include the lifting
and delivery of 18kg water bottles
3.6.
Undertaking maintenance requests including the replacement of lights and the clearing of
down pipes throughout the corporate buildings. This may involve the use of ladders and
working at height
3.7.
Directing and assisting members of the public throughout the corporate buildings
3.8.
Responsibility for monitoring the behaviour of attendees during functions held within

corporate buildings. To report any unacceptable behaviour to the Senior Hallkeeper
3.9.
Responsibility for the routine testing of alarms systems within the designated corporate
buildings
3.10. To liaise with and take direction from the Senior Hallkeeper on a daily basis
3.11. Arranging for the appropriate flags to be flown from the designated corporate buildings
3.12. To be flexible and multi-skilled enabling cover for sickness and holiday at all of the
corporate buildings
3.13. To be able to undertake office/furniture moves within all of the corporate buildings. This
may involve the use of staircases on occasion as not all of the corporate buildings are
fitted with lifts. There will be the requirement to lift furniture, move files, cabinets and
stationery that can weigh in excess of 20kgs
3.14. Ensuring that the designated corporate buildings are secure against potential fires,
damage and unauthorised entry in both the mornings and evenings
3.15. The ability to drive the Facilities Management transit vehicle for deliveries/office moves
within the corporate estate

The Hallkeepers may be required to assist with and advise on the appropriate set up for
functions within the public rooms and halls
4.2.
The Hallkeepers may be required to decide if an out-of-hours function is becoming unruly
and, if, appropriate, to contact the Senior Hallkeeper

7. Working Environment & Conditions of the post
7.1.
The post holder will be required to undertake duties within all areas of the corporate
estate and have the ability to travel between buildings. The post is not office based.
There will be occasions where the post holder will be required to work outside

8.1.
The requirement for the lifting/carrying of office furniture/files/stationery can weigh in
excess of 20kgs

The requirement for cleaning that will involve bending and pushing. Heavy duty cleaning
equipment may be used on occasions

9.1.
The Facilities Management vehicle for deliveries so a driving licence would be required
for office moves and the restocking of the corporate buildings

b) Torbay Development Agency adopts Torbay Council’s Smoke-Free Policy and the postholder is prohibited from smoking in any corporate buildings or enclosed spaces within the
curtilage of buildings. Smoking breaks are not permitted within work time; however, in
services where the flexi-scheme is in operation, employees may take reasonable break
times outside of core hours, in accordance with flexi-time arrangements. Employees should
follow the flexi-scheme procedure for agreeing time away from their duties in the normal
manner with their immediate colleagues and line manager, with break start and finish times
being recorded, as with any other break-time arrangement.
c) The post-holder is expected to familiarise themselves with and adhere to all relevant Policies
and Procedures.
d) The post-holder must comply with Health and Safety requirements as outlined in the H&S
policy appropriate to the role.
e) This post is based at Tor Hill House but the post holder may be required to move their base
to any other location within the Council at a future date.
f) You will be asked to complete a Criminal Records Self Declaration Form. Criminal
convictions will only be taken into account when they are relevant to the post. You will only
be asked to disclose ‘unspent’ convictions
