Welcome, the meeting was opened at 9:15
1. Agenda.
The draft agenda was adopted with a slight change in the time ordering because the travel
schedule of some participants did not permit attendance from the start.
The overall objective of the meeting is to improve consistency in the output of the
different WPs and to create a common footing for the Capacity final conclusions.
2. Minutes of last meeting
Last meeting’s minutes, held 16+17 March 2005 at EADS, Friedrichshafen, were
approved without changes. Action items that are still open have been copied into the
action list attached below.
3. WP 3200 Update and discussion
JR (see presentation) reported on progress and current conclusions in WP3200. A table
with color-coding is presented which was considered potential very useful for helping in
the final mission selection process. It was agreed that limb uv-vis-nir should be added in
the list of potential instrument concepts.
CCP (see presentation) reported on possible contributions of FTIR to operational
monitoring, also in reference to planned CriS and IASI instruments. Other potential
concepts for assessment in WP3300 are further discussed by JR and include occultation,
multi-angle polarizing imager, limb-uv-vis-nir, and LIDAR.
4. Latest News from ESA/Others
JL reported on the PBEO meeting of 11 April 2005 and repeated important information in
the PBEO documents already given at the telecon at the beginning of April, w.r.t the
proposed phased implementation scenario for the GMES Sentinels. JL also reported on
the main comments by the delegates among which the seemingly rahter limited
coordination with EU and the high ambition level. Important for the CAPACITY study is
that Sentinels 4/5 might slip into the post-EPS era. Therefore, it is advised to the
CAPACITY study to split the recommendations into two alternatives: one modest
implementation in parallel with MetOp, and a second more comprehensive
implementation for the post-EPS timeframe.
The documents also propose that the current Explorer call will result in one mission, and
that a next call is foreseen for 2008. BK reports that GMES EU funding is not at all
secured, and likely not known before 2007, based on which input the PBEO will react
accordingly. This also results in a recommendation for a modest mission on the shortterm and a more comprehensive mission on the long-term.
HB informs the team that the MTG workshop half of April was mostly technical.
Important information is that Eumetsat has expressed clear interest in atmospheric
chemistry. On the other hand, a WMO recommendation to Eumetsat, e.g. based on
IGACO could help in this respect.
5. WP 2300 Finalisation
PM presented a global overview of the changes and updates in WP2300. The viewgraph
with prioritisations for missions was considered as crucial input to this meeting, see
discussion below, agenda point 9. Details of WP2300 presentation were not presented in
view of the limited time available.
6. WP 3100 Update and discussion
HB presented updates in WP3100. Polarisation measurements will be added to the UVVIS instrument based on the retrieval simulations provided by Otto Hasekamp (SRON) in
reaction to his presentation at the last progress meeting in Friedrichshafen. This addition
is not considered to change the WP3300 mission assessment significantly.
Main discussion was on the trade-off that likely can be made quantitative, although not
anymore in the timeframe of the CAPACITY study, between the cloud statistics for
Europe from a GEO platform vs. cloud statistics for a constellation of LEO platforms.
The issue is that the gains in revisit time might be partly offset by the angled viewing
geometry.
7. WP3300 Update and discussion
RM presented conclusions on orbits and mission concepts. A question was raised on the
reason for different choices for cutting of the usefulness of measurements for solar zenith
angle and line-of-sight angles. This will be checked by EADS, see action list.
The options for a constellation of LEO were compared w.r.t. GEO solutions. Conclusions
will be drawn in the WP3300 report based on a selection of criteria (mass, power, risk,
cost etc) that have to be specified in the final document. Inclined precessing orbits might
be useful and avoid wasting time at polar latitudes. The important difference with UARS
type of orbit is that consecutive orbits can be used to get information on the diurnal cycle.
However, as there is no experience with this orbit, it is considered less suitable for
operational use. The GEO and LEO mission assessments are presented. For the LEO
mission assessment the Cloud Imager should be excluded. The calibration requirements
for the nadir UV-VIR-SWIR instrument are considered demanding.
8. WP3400 Baseline
YB presented the baseline for the ground segment for Sentinel 4/5 to be included in the
WP3400 report. No show-stops for sentinel 4/5 have been identified w.r.t. the ground
segment, although the limited capacity of the Svalbard ground station might pose a
problem in the future. The near-real time requirements from GEO platform for AQ were
not considered a large problem. The option of a direct downlink from GEO to processing
institutes running near-real time AQ applications was put forward.
9. Discussion on consistency in the output of the different WPs and to create a
common footing for the Capacity final conclusion
Based on the input provided by PM, the group could agree on the priorities that are set in
the WP2300 viewgraph: “(begin quote) With respect to a space segment of a measuring
system for operational monitoring, it is clear there are three overall requirements that
cannot be met by current or planned systems:
 High temporal/spatial resolution space-based measurements of
tropospheric (PBL) composition for application to AQ
 High vertical resolution measurements in the UT/LS region for
application in ozone and climate applications
 Climate gases (CO2, CH4 and CO) and aerosol monitoring with
sensitivity to the PBL (end quote)“
