January 20, 2014 Roanoke Village Board Meeting Minutes Page 1 of 2 MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE There was a brief moment of silence. The Pledge of Allegiance was led by Mayor Bob Isaia. ROLL CALL The Roanoke Village Board was called to order at 7:00pm. On roll call were Trustee Kevin Braker, Trustee Jerry Hasler, Trustee Curt Leman and Trustee Mike Smith. Also present was Mayor Bob Isaia. Trustee Ken Hodel and Trustee Wayne Blunier were absent. PRESIDENT’S REPORTS SETTLEMENT DOCUMENTS- Mayor Isaia announced that the Village did receive money from FEMA for damages caused by the flood in the amount of $41,676.34. Mayor Isaia was contacted by Carla Burke who is the attorney that was handling the MTBE lawsuit. Crown Central LLC was one of the companies that did not settle originally and has now decided to settle with the Village of Roanoke regarding the MTBE settlement. Mayor Isaia does not have a dollar figure as of yet. Trustee Hasler motioned to approve Resolution 2014-01 Approving Settlement Agreement in MTBE Litigation; Trustee Smith seconded. Motion carried by roll call vote. Ayes: Hasler, Smith, Braker, Leman Nayes: None Trustee Braker was concerned about not seeing the Settlement Agreement first. WATERWORKS AND SEWERS PUMPAGE REPORT- Trustee Leman motioned to place the monthly pumpage report on file; Trustee Braker seconded. Motion carried by voice vote. Mayor Isaia mentioned that a previous discussion took place at a Board meeting regarding water being turned on and turned off for inspections in an empty home involving real estate agents. This is also occurring for people who leave for the winter who ask that their water be turned off while they are gone. They are currently not being charged a fee for this although there is a charge for water being turned back on after being shut off for delinquency. Trustee Smith thought that this should be brought up at a later date so that the rest of the Board could be present. PUBLIC SAFETY AND INSURANCE MONTHLY POLICE REPORT- Trustee Braker reported that there were 131 calls for service, 19 traffic stops and 4 arrests. January 20, 2014 Roanoke Village Board Meeting Minutes Page 1 of 2 CONTRACT WITH WOODFORD COUNTY SHERIFF’S DEPARTMENT- The police contract is due to be renewed at the end of April. Trustee Braker would like the Board members to review the current contract that the Village has with the Sheriff’s Department to make sure that they don’t want to make any changes to it. Trustee Smith stated that less hours of coverage should not be something that should even be considered. There is skepticism as to whether the Village is actually receiving the full 56 hours of coverage that Roanoke is paying for. The Village is currently paying $109,000 per year with about a 2% increase every year. VILLAGE PROPERTY MEDIACOM FRANCHISE AGREEMENT- Trustee Leman stated that the franchise agreement that the Village has with Mediacom expires in 2015. Mark Aeschleman contacted Trustee Leman to ask that Mediacom possibly provide free internet to the Street Department building. Trustee Leman will contact Attorney Scott Brunton to inquire about the wording that can be used in the section of the agreement involving digging in town.
