WHEREAS, Jacksonville’s rivers and tributaries are littered
with several derelict vessels; and

WHEREAS, the Division of Law Enforcement of the Florida Fish &
17
wildlife Conservation Commission has declared the vessels derelict
18
and assigned them a high priority for removal; and

WHEREAS, these derelict vessels are a hazard to public health,
welfare and the environment; and,
WHEREAS, these vessels pose unacceptable risks to navigation
and threaten water quality; and
WHEREAS, three of the highly ranked vessels are located in the
Trout River and one is in the Intracoastal Waterway, and,

WHEREAS, the Department of Parks, Recreation, Entertainment
26
and Conservation is applying for a Derelict Vessel Removal Grant
27
from the Florida Fish & Wildlife Conservation Commission; and

WHEREAS,
the
grant
application
has
been
reviewed
by
the

Jacksonville Waterways Commission which unanimously endorsed the
3
application, now, therefore
4
BE IT RESOLVED by the Council of the City of Jacksonville:

Section 1.
The
City
of
Jacksonville
adopts
the
6
recommendation of the Jacksonville Waterways Commission and urges
7
the Florida Fish & Wildlife Conservation Commission to grant the
8
City the funds necessary to remove derelict vessels from the Trout
9
River and the Intracoastal Waterway.

Section 2.

The
Passage,
is
to
requesting
an

emergency passage of this legislation. The nature of the emergency
13
is to meet Grant Application deadlines.
