Introductions: Dr. Mark Greenstein, ICC Chair, welcomed everyone to the State ICC meeting. Council members and ten members of the public introduced themselves. Public Comment There was no public comment at this meeting. Approval of January Minutes Cindy Jackson made a motion to approve the January minutes as written. Myra Watnick seconded the motion. The Motion passed unanimously. Old Business: The most recent Family Support Council (FSC) meeting was cancelled due to snow. Cindy and Sharri are coordinating a Family Focus April ICC meeting and are looking for Birth to Three providers and families to share their stories with the ICC via in person or video (3 minute limit). Aileen McKenna will present on Birth to Three families, Anna Hollister will share family survey information and LICC’s can share their information and stories. New Business/ Announcements: Nancy Prescott presented an update on the contract with CT Parent Advocacy Center since it began in August 2013. Governors Bill No. 25 an Act Establishing the Office of Early Childhood referred to Committee on Education. Mark gave an update on ICC term limits and opportunities for other Birth to Three service providers. Mark also attended the Autism Waiver Support Council and gave an update of that meeting. Lead Agency Update/Fiscal Update Lynn Johnson, Acting Director of Birth to Three System gave the lead agency update and the fiscal update. Lynn shared the link to the Birth to Three feasibility study report link. See notice of public comment period and scheduled public hearings. IDEA Dispute Resolution-FY14 Written complaints. No complaints have been received since January meeting Requests for mediation or hearings. There are no other requests for a hearing at this time. Birth to Three System Update Legislation Senate Bill 25 is the bill that will create the Office of Early Childhood (OEC). Since the Governor stated in his address to the legislature that he would not make any changes to the bill as it was written at the end of last session. Therefore they removed the reference to a Birth to Three feasibility study since it has been completed and did not add any additional reference to the Birth to Three System. Annual Report. The FY 13 report was reprinted when an omission of several programs was discovered. Website was corrected immediately and corrected copies will be distributed. NICU Liaison After much work and coordination by Eileen McMurrer and the CCMC hospital staff, a liaison has been hired and will begin training in the next week. She will then begin her job as a Birth to Three liaison in the Neonatal Intensive Care Unit at CCMC. This is a result of the Under One initiative. Lean Project State agencies have been looking at ways to identify waste, improve customer service and save money. The Birth to Three System has chosen to identify and evaluate billing procedures in a week long LEAN process. We would like to invite an ICC parent and an ICC provider to participate in the event. The CT Birth to Three Monthly activity enrollment was reviewed for January 2014. State Systematic Improvement Plan (SSIP) Alice Ridgway , Manager in the Birth to Three System gave an update on the State Systematic Improvement Plan (SSIP) which is to be developed in 2 phases and then implemented in a third phase that occur over the new APR reporting period of 2015-2020. The proposed SSIP must be a multi-year plan that the State develops. The basis for this plan is a detailed data and infrastructure analysis that will guide the development of the strategies to increase the State’s capacity to structure and lead meaningful change in early intervention service (EIS) programs and providers. (see handout) Birth to Three System Procedures Lynn Johnson, Acting Director of the Birth to Three System presented the Connecticut Birth to Three Procedures. Lynn presented the proposed changes and revisions for July 1, 2014 to Birth to Three procedures. The proposed update and an email will be sent when they are available on the website for review and comment. Three opportunities for providers to give input on the proposed changes are scheduled for March 2014. Announcements Federal Head Start money that was sequestered will be reinstated and more news will follow. Together We Will is being held on April 2, 2014 and this year’s theme is Connect Learning through Technology at the Crowne Plaza in Cromwell. CT ABA panel discussion on how to promote communication on your team to get the best outcome for your child on March 7th at Omni Hotel in New Haven. Committee Reports Legislative/Fiscal Committee: (Co-chairs: Joe McLaughlin & Myra Watnick) Joe shared discussion around the ICC legislative insert. Communications Committee (Co-Chairs: Lolli Ross and Sharri Lungarini): Lolli shared she would like other ICC committees for feedback on topics for Communications to work on. Quality Services Committee (Co-Chairs: Cindy Jackson and Corrine Griffin): Cindy reported discussions around Birth to Three families speaking about their experiences at the April ICC meeting and the parent liaison role at the CCMC NICU.
