The 331st Meeting of Registration Committee (RC) was held under the Chairmanship of Dr. Gurbachan Singh, Agriculture Commissioner on 3.8.2012 in Board Room, ASRB, PUSA, New Delhi. Dr. T.P. Yadava as Plant Protection Adviser and Dr. R.M. Shukla, Joint Director (Entomology) and profusely appreciated their contribution made in various Meetings, then requested APPA & Secretary (CIB&RC) to take up the agenda, itemwise for discussions. Minutes of 330th RC were confirmed with modification in the decision at Aagenda Item No.2.2, where in a warning will be added on label & leaflet, that product seems to be toxic to Honey bees, therefore it should not be used when bees are actively foraging and inter-change of name of product Metsulfuron Methyl Tech. in Agenda Item No.7.3 & product name Copper Oxychloride Tech. in Agenda Item No.7.4. Follow up action on the decision taken by the Registration Committee in its 330th meeting. RC noted the follow up action taken by the Sectt. As this is the third extension, no further extension shall be considered. 5.18 Consideration of application of M/s Care-Pro Bioscience (P) Limited, New Delhi for 1st extension of provisional registration of Bacillus thuringiensis Var Kurstaki 0.5% WP (CFU count 1x108 /gm. min) u/s 9(3B) for controlling of Castor Semilooper of Castor crop. Extension approved for a period of one year with commercialisation on the same conditions. 5.20 Consideration of application of M/s Jay Bio-tech, Pune (MS) for 1st extension of provisional registration of Trichoderma harzanium 1.0% WP (CFU count 2x106 /gm. min) u/s 9(3B) for controlling Root Knot nematodes in different crops. Extension approved for a period of one year with commercialisation on the same conditions. 5.21 Consideration of application of M/s R.G.P. Cropscience, Khargone for grant of registration for indigenous manufacture of Trichoderma Viride 1.0% WP (ITCC 6914) u/s 9(3B). Approved, for a period of two years with commercialization. 6.0 9(3) CASES 6.1 Reconsideration of application of M/s Cheminova India Ltd., Mumbai for grant of registration for indigenous manufacture of Monocrotophos 15% w/w SG under section 9(3). Approved. However, a condition be incorporated in the Certificate of Registration that the data on endocrine disruption studies on Monocrotophos shall be submitted as recommended by the Mayee Review Committee. 7.0 9(4) CASES 7.1 List of application for registration under section 9(4) 8.0 The Committee deliberated the Agenda in detail and approved the application for which MRLs have already been fixed. Approved. Transfer of certificate of Registration from M/s Utsav Agro, 18, Payaga Colony, Near Old SBI, Jahangirabad, Bhopal, Madhya Pardesh, India to M/s Modern Crop Science Private Limited, Indore Approved. MISCELLANEOUS ITEMS Consideration of application for import permits for Boric Acid and other substances for non-insecticidal use. Approved as per list at Annexure –III (Parts – I, II & III). 9.2 Revalidation of Registration Certificate under section 9(4) in respect of M/s India Pesticides Ltd., Lucknow. Approved, except Phosphomidon 85% SL, which is banned. 9.3 Request of M/s BASF India Ltd. to change the category of application of 2004 from import of Epoxiconazole Technical to Formulation import of Pyraclostrobin 133 g/l + Epoxiconazole 50 g/l w/v SE without registration of Technicals. The Committee deliberated the Agenda in detail and allowed to change the category of application. The Committee also decided to close the application for registration of Epoxiconazole 7.5% EC for indigenous manufacture u/s 9(3) (F.No.13-F/9(3)/2004 – CIR-II) as requested by the applicant. 9.4 Consideration of application of M/s. Dow Agro Science India Pvt. Ltd., for Penoxsulam 21.7% in respect of toxicity studies on Test samples after test characterization Vs. within the shelf life claimed in India : reg. (F.No. 6 FI/9(3)2008-CIR-II) The Committee deliberated the Agenda in detail and decided that data on insecticides is to be generated within its shelf-life. Accordingly, the applicant should re-submit the data on the studies which have been carried out beyond the shelf life period claimed in India. 10.0 Online filing of application for registration under different categories:- 10.1 Summary of disposal of cases including cases being taken up for the approval of Registration Committee The Committee deliberated the agenda in detail and approved the applications for grant of registration u/s 9(4) FIM/FI/TI, which are complete and satisfactory as per guidelines angle for which MRL has been fixed / partially fixed/ not required (Annexure-IV). The meeting ended with the vote of thanks to the chair. Annexure – I Decision of the Registration Committee on the Recommendations of the Expert Committee for Review of Certain Pesticides S. No. 1. Recommendation Since the substances included in the Schedule to the Act are poisonous and used partially or wholly once upon a time as insecticides, their total exclusion from the schedule is not recommended at this point of time. Decision of the RC Accepted. 2. There are some chemicals, like Boric acid, which are often used as insecticides used in tea gardens as herbicides or as insecticides by the public in households. Its insecticidal uses include preservative for natural products like leather, in tanks and swimming pools, etc. After thorough review, the Committee felt that regulation of Boric Acid in the present format be continued for a period of at least five years with a view to prevent risk to human beings or animals and should not be relaxed in the interim. The present system of issuance of import permits, as in vogue, shall continue till further decision in this regard. 3. One time yearly permit for quantity required during the year can be given to other insecticides, like Ethylene Di-Chloride, Sodium Cyanide, etc. Accepted. 4. The Committee also looked into Customs Circular and agreed that (a) Boric Acid may be treated properly as per its existing policy; (b) the said circular exempts practically all those substances included in the schedule to the Act for liberal import. The Committee felt that the affidavit filed in the Gujarat High Court in case of Boric Acid, providing the scope and interpretation of section 38 (1)(b) be communicated to customs. Hazardous chemicals should have restrictions as the Registration Committee has finalized from time-to-time. Accepted. 5. The Committee also reviewed the chemicals used as solvents, intermediates, etc in manufacture of other registered products. One-time permit with validity not exceeding five years could be given for such insecticides without breaking up the quantities on piece meal basis. No permit should be granted for an unlimited period. The present system of issuance of import permits, as in vogue, shall continue till further decision in this regard. 6. An importer or manufacturer of insecticide must obtain registration with CIBRC for import or manufacture of insecticide in case the end use of insecticide cannot be ascertained.
