Political Science Club Constitution Article I Name: Section 1: This organization shall be known as the Political Science Club. Hereafter, referred to as the PSC. Article II Purpose: Section 1: The primary purpose of the Westfield State University Political Science Club is to promote thoughtful conversation and understanding among the members concerning the structures, workings and personnel of the world’s governments and political structures, with the American system being of special interest and concern. It is also the PSC’s purpose to Promote a better understanding of the Political Science Field in general. Provide a link of political communication between the University community and the Westfield community in general. Provide the students of Westfield State University with specific information concerning the numerous and varied fields of study and occupation within the realm of the Political Scientist. Conduct programs and activities that carry-out the abovementioned purposes. Article III Membership: Section 1: Section 2: Membership shall be open to all full-time and part-time undergraduate students of Westfield State University who have paid their student activities fee for the current academic semester. Members are considered to be active if they attend and/or participate in two-thirds (2/3) of the PSC meetings and activities. Article IV Officers and Governance: Section 1: Section 2: Section 3: Section 4: The officers of the PSC shall be: President, Vice-President, Secretary, Treasurer, and Press Secretary. The officers shall be elected at a regularly scheduled PSC meeting prior to May 1 of every year by a majority vote. Any member of the PSC shall be eligible to hold an office. The term of office, for each officer, will begin at midnight, May 1st of that year and end at midnight, April 30th of the following year. Each term will be one (1) calendar year. Article V Officer Duties: Section 1: The duties of the PSC President shall be: A. Presiding over all PSC meetings and activities; assuring order and decorum within said meetings. B. Assuring regularly scheduled meetings of the PSC members. C. Assuming responsibility for all activities of the PSC and its members while they are acting in an official club capacity. D. Acting as the liaison between the PSC and its advisor(s). E. Acting as the point-of-contact between the college administration and the members and officers of the PSC. F. Appointing committees and Chairpersons Section 2: The Vice President shall assume all duties of the president in case of absence or resignation of said president. Additionally, the Vice-President will act as the direct aid to the President in carrying-out duties or assignments Section 3: The Secretary shall keep a record of all PSC activities and be entrusted with all club correspondence. Additionally, the Secretary shall ensure proper disposal of all information relativ4e to PSC members. Finally, the Secretary will be responsible for assuring that the PSC file, maintained in the Student Government Association Offices, is complete and accurate. Section 4: The Treasurer shall be entrusted with the handling of the treasury of the PSC, in accordance with the procedures established by the University. Also, the Treasurer is responsible for the tracking and dissemination of all club funds and for keeping the President advised of current financial progress and conditions. Finally, the Treasurer shall keep an accurate record of all allotments, receipts, and expenditures. Section 5. The Press Secretary shall be responsible for all club publicity. This includes on and off campus advertising club activities and contacting media sources for coverage of those activities. Article VI Advisor(s): Section 1: The advisor(s) shall be appointed by a majority vote of the PSC members. Section 2: The advisor(s) changeover and appointment shall be made only when it is deemed necessary by the President or said advisor(s) to do so. The President’s decision on this matter may be overruled by a two-thirds (2/3) vote of the PSC members. Section 3: The advisor(s) shall advise the PSC, when consulted, in planning the activities of the club. Also, the advisor(s) will be a member ex-officio of all committees formed by the PSC. Section 4: The advisor(s), by accepting said position, agrees to act on the PSC’s behalf when University administrative difficulties arise. Article VII Meetings: Section 1: Section 2: Section 3: To instill regularly and club motivation, meetings will be held at least twice a month. Actual meeting date will be determined by a majority vote of the club members. The President may call special meetings at any time deemed necessary. Special meetings can also be called within written request of three (3) PSC members. Written requests should be submitted to the President. Article VIII Official Vacancies: Section 1: Vacancies occurring in any elected office shall be filled by the appointment of the President until such a time as regular chapter elections commence. This appointment is official until a special meeting can be called, whereby a majority of the members present will vote to approve or deny the Presidential appointment. If the appointment is denied, general elections from among the club members will ensue. Section 2: In such cases as the vacancy of the President’s office, the President will appoint his/her successor from the official club roster. The appointment is official until such a time as a meeting can be held., whereby the members present will confirm or deny the appointment by a two-thirds(2/3) vote. General elections will ensure if this requirement is not met. Article IX Amending Procedure: Section 1: The Constitution of the PSC may be amended by a two-thirds (2/3) majority vote of the members in the club and if approved by the Rules and Regulations Committee of the Student Government Association. Article X Removal from office: Section 1: If an officer is not performing his/her assigned duties, he/she may be removed by a two-thirds (2/3) vote of the members. His/her replacement will be chosen by election the following week. The election procedure will follow normal election procedures.
