Subject of Public Procurement Subject of the public procurement is construction, marketing and selling of new materials for hiking and biking market. The subject of the procurement shall be carried out by a Tenderer in accordance with tender documents. Public procurements shall be carried out as one whole with a possibility of implementation of procedures dsedined in Article 23, Item 4 of Public Procurement Law (Official Gazette of Montenegro No. 46/06). 3. The public procurement does not assume conclusion of the framework agreement. 4. Estimated value of this public procurement is EURO 120.000. 5. Each tenderer in the tendering procedure shall provide evidence on following: - - The Tenderer has not been convicted of a criminal offences foreseen by this law, nor he is under a ban of activity performance which is the subject of the public procurement, The Tenderer is professionally capable of executing services in question The Tenderer duly fulfills all obligations regarding contributions and taxes The evidences proving the fulfillment of the conditions from this paragraph are to be submitted in the form foreseen by the Article 51 of the Public Procurement Law, as follows: 1. Certificate that the Tenderer is not legally convicted of a criminal offence from the Article 46 of the Public Procurement Law and that he is not under a ban of certain business activities performance – statement from criminal files or appropriate statement issued by the competent authority. 2. Certificate from juridical, branch or trade register of the state of Tenderer’s head office or valid license, i.e. license issued by the competent authority for professional performance of the activities which are the subject of the public procurement: - Certificate that legal entity is not in bankruptcy or under the procedure of liquidation – court statement, i.e. the statement of the competent authority of the state of Tenderer’s head office - Certificate that there is no suspension of the payments towards the tenderer – appropriate bank statements, confirmation or statement for financial liability issued by the Tenderer’s bank 3. Certificates issued by the Institution authorized for tax duties and organizations for pension and health insurance evidencing duly payment of compulsory taxes and duties. Save the above mentioned, a Tender shall provide evidence on following: 1) professional technical and staff capacities 1.1. List of previous works of similar nature, 1.2. List of works of similar works in progress, 1.3. List of expert staff the Tenderer intends to engage in execution of this Contract 1.4. List of subcontractors and partners 1.5. Statement – Agreement on any intention and subject of subcontracting In case that the state of Tenderer’s head office cannot issue above certificates, the evidences can be substituted by the Tenderer’s statements written under criminal and financial liabilities, i.e. if there aren’t legal provisions concerning the statements under criminal and financial liabilities, the evidences can be substituted by the Tenderer’s statement given in front of the authorized legal or administrative agency or notary. Any eligibility proof issued by respective official authorities of the Tenderer’s residential state shall be delivered in original and copy verified by competent authorities and document issuance date shall not be of a later date than six months as of the announcement date of Invitation to Tender. These documents shall be translated into Montenegrin language (save if Tenderer originates from former Serbo-Croatian language) and verified by authorized translators. Translated documents not stamped and verified by an authorized translator shall not be subject to consideration. Failure of a Tenderer to provide any of the eligibility proofs specified in Invitation to Tender and Tender Documents shall result in rejection of the respective tender as non-responsive. 6. Submission of alternative tenders shall not be allowed 7. A criterion for selection of the most favorable tender is the most economically advantageous tender based on following sub-criteria listed in the descending sequence: 1. Offered price 2. Tender documents can be obtained from Directorate for Public Works every working day between 8 am and 4 pm starting with January 30 2008. The public procurement officer issues tender documents after presentation of evidence of payment of EURO 100, 00 for purchase of tender documents to beneficiary Directorate for Public Works, account no 832-1029-20 9. Tenders can be submitted by 15 o’clock of February 22 2008 to the file room of Directorate for Public Works wrapped in envelopes and marked as specified in tender documents. Public opening of the tenders will take place at 15.30 o’clock of February 22 2008 at the premises of Directorate for Public Works, in Podgorica, 18 Novaka Miloseva Str. 11. Deadline for making decision on contract award is ninety days as of the tender opening date 12.. Additional Information Language of tender is Montenegrin and each tenderer shall fill out tender documents in Montenegrin language. In addition to the already mentioned proofs, Tenderer shall furnish time schedule of works as well as all the other documents as specified in Book I and Book II of Tender Documents. Minimum deadline for completion of the works in question is four months, while maximum deadline for completion of the works in question is six month as of the Contract signing date. Tenderer shall furnish Bank guarantee to the amount equivalent to 2% of total tender value, as Tender Security valid for period of 120 days as of the scheduled tender opening date separately for each offered Lot. Maximum advance payment shall be 20% of the offered value for this public procurement An information meeting for provision of all the additional information will be held at 12 o’clock of February 13 2008 at the premises of Directorate for Public Works, at Novaka Miloseva No 18, Podgorica Any tenderer having purchased tender documents and in possession of power of attorney can attend the information meeting. Specification, technical and marketing requirements for production, marketing and selling of material for hiking & biking market 1. „Montenegro Wilderness biking” – Road book Including 17 tours, in English language, from the seacoast to the mountain area, more than 1.700 km, 248 pages with detail data (technical information on tours, GPS data, elevations, descriptions, photos and maps). Technical Specification Road book format: vertical format, approximate size 120 x 210 mm (width x height) Printing: 4/4-colour Euroscale for book covers (6 pages, including the fold-out jacket and the very table of contents (248 pages) Production process: design, realization and complete printing. Two production solutions are needed for the optimal ease of use and stability as defined. Hardcover with 62 double-sided pages (2:2) of the very table of contents pages Paper: foil-coated hard cover / table of contents – special plastic-coated 75 gram heavy weight paper resistant to adverse weather conditions when used outdoors and tear-resistant Map design for 88 mountain-bike maps as an initial quantity based on the data basis contained in the Road book and the base map (Topographic Map of Montenegro, map scale 1:100.000, please see item 2) For each production modul (I and II) , it is required to submit a prototype model along with tender (one for spiral binding and one for ringer binding). Either cover binding needs to provide visibility of the title of the Road book when stored on a bookshelf Inner side of the publication shall be provided with a wallet for a promotional map (please see item 3) Marketing requirements Retail price in bookstores in the currency of EURO shall be a recommended price To provide international book distribution abroad and in major world online bookstores and target market, the product No 1 requires assignment of an ISBN (International Standard Book Number) Tenderer shall state international distribution system to be used in Germany Tenderer shall state international distribution system to be used in UK Tenderer shall propose its own access to target groups and target markets in EU countries stating particular marketing measures: Target group – access to international biking media through own contacts (indicate at least two) Tenderer’s own sale (indicate where) Tenderer’s own advertising (provide previous examples) Strategic partnerships (proposals, with whom these should be entered) Cross marketing (proposals, with whom this should be made) Marketing on web portals of target groups (communities, propose which) Tender shall be submitted for two production modules according to the specified bookbinding methods. Topographic Map of Montenegro, in scale 1:100.000 as a technical base (160cm x 195cm) The map above shall be used for production and printing of all thematic, regional or local promotional tourist maps (for example – maps in the Road book (Item 1), hiking& biking maps and 3D internet and/or print format announcements. It can be used for scales from 1:50.000 to 1:450.000. Technical requirements Map of Montenegro with vector data in “ai” or “dxf” format. Map of Montenegro with vector data with different layers for state borders, municipalities, rivers, lakes, sea and roads, elevations (equidistance 20 m), forests, protected areas, biking and hiking trails, relief shading and symbols/icons. Map of Montenegro with vector data shall provide topological consistency for route defining application (GIS). Data and support to be provided to the most successful Tenderer shall be following: Military maps in a hard copy or digital format as .jpg, .tiff or .sid files as additional support in all available sizes. Vector data can be supplied in any format (“shp”, “ai”, “dxf”) for state borders, municipalities, rivers, lakes, sea and roads. Data verification with local experts during preparation of material. 3. Promotional maps, in scale 1:450.000 The maps above shall be distributed charge free as promotional tools in Montenegrin, English and German Language as follows: A) Promotional map to be included in the Montenegro Wilderness Biking road book (Item1), to be placed in the book wallet and also distributed as promotional tool Number of copies: 15,000 in total, in three languages - Montenegrin, English and German Language. Number of copies to be published in each of these languages shall be defined during contract execution. B) Promotional map for the National hiking and biking trail network (please note this is a working title and not the product name). Number of copies: 15,000 in total, in three languages - Montenegrin, English and German Language. Number of copies to be published in each of these languages shall be defined during contract execution. Technical requirements: Size should be compatible with the size of the road book, size: open 60x40, size: folded 10x20 Printing: 4/4-colour Euroscale 100 gram heavy weight matte paper, map paper Making of the base map (Item 2) complying with the previously mentioned technical data “Montenegro Wilderness Biking” (A): graphically well designed presentation which containing detail information (images, text, pictograms) with 17 biking trails and relevant tourist information such as available overnight stay, repair service etc. and selected tourist attractions in Montenegro. „National hiking and biking trail network (B) (please note this is a working title and not the product name). Graphically well designed presentation which containing detail information (images, text, pictograms)) with selected national hiking and biking trail network with relevant tourist information such as available overnight stay, repair service etc. and selected tourist attractions in Montenegro. Total costs shall also include translation costs attributed to Tenderer for translation from English to German and translation in Montenegro from Montenegrin to English. Data and support provided to every Tenderer as an integral part of tender documents are following Sample of specified quality and type of map paper Data and support to be provided to the most successful Tenderer shall be following: Military maps in a hard copy or digital format as .jpg, .tiff or .sid files as additional support in all available sizes. Vector data can be supplied in any format (“shp”, “ai”, “dxf”) for state borders, municipalities, rivers, lakes, sea and roads. Additional data in all available sizes (information, printed material, descriptions) Data verification with local experts during preparation of material 4. Panoramic maps for internet (www.montenegro.travel) Technical requirements: These maps shall not be only „artistic“ but promotional and useful to hiking and biking target groups. These maps shall be made based on the quality of the base map data (Item 2). 10 maps representing several views of Montenegro are prepared as 3D presentations – 5 examples of hiking tours and 5 examples of biking tours as to imply Montenegrin landscapes The maps shall represent an area from different angles, depending on the best views defined on particular exemplar trails. Technical data with elevations, maps and photos prepared in a downloadable format. Data and support to be provided to the most successful Tenderer shall be following: Previous work results will serve as basis Additional data in all available forms (information, printed material, descriptions) Data verification with local experts during preparation of material Requirements referring to the all four subjects of the public procurement: Tenderer shall confirm that the Tenderer will start with the required work once supplied with the original data even if the data are not made available to the full extent for all four products. In addition to the previously mentioned evidence shall furnish a Project plan of works (calendar weeks – days). This schedule shall reflect the major project activities with Project milestones, PR and marketing measures with all relevant dates and product delivery dates. Legal rights to the data of all four products shall be retained by the Ministry of Tourism And Environment. These data shall be available in a specific electronic format so as to secure flexible data transfer if needed later for example for making of online maps, regional maps/info tables etc. Therefore, the base map (Item 2, part Description of the subject of public procurement) shall be available upon completed in a vector format with different layers for elevations as vector data with different layers for elevations (equidistance 20 m). Tenderer shall be proved experienced in map-making and guide making for target markets, promotion and distribution in one or more EU countries with a clear focus on hiking and biking publications. Certificates/letters of confirmation of provided services shall be issued by respective Clients or if these certificates cannot be provided for a reason beyond control of the Tenderer, the Tenderer shall provide its own statement on provided services.
