University of South Carolina (Department or Regional Campus) Asbestos Management Policy 1. STATEMENT OF POLICY It is the policy of (Department or Regional Campus) to regard presumed asbestos containing materials (PACM) to in fact be asbestos containing material (ACM), in the absence of sampling data that indicates otherwise. a. Building materials that will be considered PACM include, but are not limited to: i. ii. iii. iv. Thermal Insulation - Pipe Insulation, Boiler Insulation, etc. Surfacing Materials - Plaster, Paint, Spackling Compound, Stucco, Wall Joint Compound Spray-On Materials - Acoustic Ceiling Spray, Decorative Spray, Insulation Spray Roofing Materials - Asphalt Roofing Shingles, Roofing Felt Paper, Roof Flashing, Built-up Roofing, Slate Roofing Shingles v. Flooring Materials - Floor Tiles, Vinyl Flooring, Linoleum, Terrazzo Tiles vi. Cement Products - Cement Siding, Cement Piping vii. Miscellaneous Materials - Ceiling Tiles, Floor Glue (Mastic), Gloves, Sealants, Packings, Gaskets, Vinyl Wall Paper, Lab Bench Tops & Aprons, Fire Blankets, Fire Doors, Theater & Welding Curtains b. 2. (Responsible Person or Position) will act on the behalf of (Department or Regional Campus) on all asbestosrelated issues. PROCEDURES FOR RENOVATION OR DEMOLITION PROJECTS A renovation is defined by SCDHEC as “altering a facility or one or more facility components in any way, including the stripping or removal of regulated asbestos-containing materials (RACM) from a facility component. ‘Remodeling’ is considered renovation.” The following procedures must be followed when (Department or Regional Campus) is directly responsible for managing a renovation or demolition project. (Facility Services is responsible for ensuring these procedures are followed if they are managing the project). a. Prior to beginning any demolition or renovation project, an asbestos survey will be conducted to determine the presence, location and quantity of asbestos containing material (ACM). b. If an asbestos survey has been conducted within the 3 years, a new survey is not required. c. To request a survey, complete FORM 1. Make sure the request includes a thorough description of the scope of work, including a list of all building materials expected to be disturbed during the course of the project. d. Email FORM 1 to USC Facility Services Work Control office (FMCNotify@fmc.sc.edu). e. After the survey has been completed and returned, a copy of the survey must be provided to the general contractor. Complete FORM 2 (Permit to Work) and have the contractor sign and return. Work may not begin until this form has been signed by the contractor and returned. f. Once the survey has been signed and work begins, complete and place the Permit Placard (FORM 3) at the jobsite. g. If it is determined that asbestos removal is necessary, and an asbestos removal contractor other than USC HAZMAT does the work, complete and submit FORM 4 (Asbestos Work Notification) to USC EHS. EHS may visit the jobsite to ensure contractor compliance with asbestos regulations. PROCEDURES FOR MAINTENANCE WORK WHERE PACM/ACM MAY BE DISTURBED Maintenance or repair work that may disturb asbestos materials may not fit the definition of “renovation”. However, precautions must be taken to ensure that ACM is not disturbed during work. Examples include repair of a steam valve or mounting to a wall. 4. 5. a. Any maintenance work that may disturb presumed asbestos containing materials (PACM), such as joint compound, pipe insulation, mastics, floor tiles, textured ceilings or spray-applied fireproofing, plaster and sheetrock will be evaluated prior to beginning work. (See procedure 2(c). b. If sampling data is available (i.e. previous sample results or building surveys), these may be used to make the determination. c. If sampling data is not available, evaluations may be requested by emailing a work request to USC Facility Services. Requests must be accompanied by a thorough description of building materials that may be disturbed during the course of work. d. If it is determined that ACM will be disturbed, or is likely to be disturbed, the work must be conducted in accordance with OSHA and SC DHEC regulations. Only trained, authorized personnel may conduct this type of work. PROCEDURES FOR CONDUCTING REGULATED ASBESTOS WORK a. Any work that involves the disturbance or likely disturbance of ACM or PACM must be conducted by trained, authorized personnel and in accordance with OSHA and SC DHEC regulations. b. If it is determined that asbestos removal is necessary, and an asbestos removal contractor other than USC HAZMAT does the work, complete and submit FORM 4 (Asbestos Work Notification) to USC EHS. EHS may visit the jobsite to ensure contractor compliance with asbestos regulations. c. If non-compliance items are identified during a compliance audit, (Responsible Person or Position) will be responsible for ensuring corrective actions are implemented. d. When regulated work is conducted in an occupied building, building occupants and other contractors working adjacent to regulated work must be notified of the nature and duration of work. TRAINING REQUIREMENTS a. All contractors involved in regulated asbestos work must have the appropriate training required by OSHA and/or SC DHEC. b. Annual asbestos awareness training is required for the following personnel: i. All maintenance and custodial staff employed by (Department or Regional Campus) ii.
