BOOK OF RULES ON DATA AND DOCUMENTATION, WHICH ARE SUBMITTED WITH THE REQUEST FOR ACQUIRING LICENCE FOR A RADIO STATION I GENERAL PROVISIONS Article 1 This book of rules regulates data and documentation, which must be submitted with the request for acquiring the license for radio station by users who want to use radio stations within the framework of their basic activity or for their own needs. Article 2 In the request for granting the license for radio station user must write correct name, address and code of his/her activity. With the request one must enclose: 1. Decision of the competent organ on registration of the activity; 2. Adequate documentation on radio network; 3. Filled in adequate form of license for radio station; 4. Opinion of the competent organ in the Republic i.e. Autonomous region on coordination of requests with radio communications developing plan; 5. Institution for paying operations receipt as a proof of paying in the administrative fee; 6. License granted by the Federal telecommunication administrative organ for connecting the communication system with the communication system of foreign country or international organization, if the connection is to be made with communication system of foreign country or international organization; 7. Contract signed between legal person being the proprietor of radio station and the one being the user of services, if services of radio communications are provided to bearers of other business activities. Article 3 With the request for granting the temporary license for radio station, user must submit data and documentation from the Article 2, item 1 and Article 2, item 2, point 3 and 5 of this book of rules. II DATA AND DOCUMENTATION, WHICH MUST BE SUBMITTED WITH THE REQUEST FOR GRANTING LICESES FOR RADIO STATIONS OF ONECHANNELLED RADIO COMMUNICATIONS Article 4 With the request for granting licenses for radio stations of one-channeled radio communications one must submit data and documentation upon: 1. Users needs for radio communications; 2. Conceptual solution of radio communications system; 3. Technical solution of radio communications system; 4. Manner of radio stations work in the system of radio communications. 1 Article 5 Users needs for radio communications include: 1. Working technology of users for whose needs the radio communication is to be established. In working technology there will be defined who shall exchange information by the radio communication and with whom, character and sort of information, number and average duration span of information and necessary number of pieces of information, which are simultaneously exchanged; 2. Territory that is included in mentioned working technology. Article 6 In conceptual solution of radio communications system there must be defined types of radio networks (simplistic, semi-duplex, duplex, integration of several radio networks etc) with schematic survey of radio system, as well as estimated density of radio traffic and localities for basic radio stations. Conceptual solution of radio communications system should meet expressed needs for radio communications and rationality in use of assigned frequencies and to provide technical and technological unity of radio communications system on the level of activity. 1. 2. 3. 4. Article 7 Technical solution of radio communications system should include: Calculation method of covering zone of basic radio stations by technical parameters and conditions for realization, which are established for corresponding type of radio station. Calculation of covering zone is arranged in tables and is presented on geographical map of adequate proportion, in A3 size at the largest; Analysis of possible mutual interruptions of radio stations within suggested system; Calculation method of one-channeled radio relay communication as well as calculation method of radio communication between basic radio station and fixed radio stations; Quality calculation of one-channeled radio relay communication and quality calculation of radio communications – basic radio station to fixed radio station, while there must be taken into account: Height above sea level of the ground on which the locality of fixed radio station is situated (geographical co-ordinates according to Greenwich); Height of antenna above the ground; Type of antenna, polarization, gain, direction, azimuth of maximal airing, angle of main sheaves width, elevating angle, relation forward – backward etc. Exit and effectively aired power including losses in cables, connectors etc. and gaining the antenna; Side view of the route with the first Franells zone drawn in. Article 8 If radio frequencies from particular radio frequencies scopes have to be coordinated with neighbouring and other interested countries, the user must deliver technical data needed for co-ordination for basic radio stations and fixed radio stations 2 regarding highest possibility of interruption. Data are delivered in the form No. 1, which is printed with this book of rules and is its component. Article 9 Submitter of the request is obliged to provide, at the request of Telecommunication administrative organ, radio measurements for: 1. Confirmation of calculations, which are given in technical solution (critical routes, radio signals range in certain direction etc); 2. Defining conditions for uninterrupted work (repeating of frequency awarded to other user, inter-modulation, degrading of useful signal, presence of signal from other country, electromagnetic compatibility etc). Article 10 For radio stations which work in scopes from 255 kHz to 30 000 kHz, the frequencies have to be applied to International Telecommunication Union according to data which are delivered by user, at the request of Telecommunication administrative organ. Article 11 Manner of radio stations work in the radio communication system include: 1. Working technology in radio communication system and the manner of establishing radio communication (selectively calling, identification, time limitation of conversations) as well as particular conditions for work of several radio stations on one micro-locality; 2. Number of radio stations in radio networks, according to types and their technical characteristics. Article 12 With the request for granting the license for radio station on ships, user must deliver, beside data from Article 2 of this book of rules, following documentation: 1. Decision of the Federal administrative organ competent for traffic and communications about name and area sign of the ship; 2. Photostat of subscription paper or sailing license for ship-boat; 3. Type and name of radio equipments producer and basic technical characteristics of the radio equipment (frequencies scope, power, type of broadcasting); 4. Data needed for registering the ship with the International Telecommunication Union in the List of ship stations (number of life-boats, type and number of radio floaters for finding place of the accident with used frequency), category of the ship (general and individual classification), working time of the ship station etc; 5. Attestation that radio station is tested for work in naval mobile service. Article 13 With the request for granting the license for airplanes radio station user must deliver, beside data from Article 2 of this book of rules, following documentation: 1. Decision on airplanes registration; 3 2. Type and name of radio equipments producer and basic technical characteristics of the radio equipment (frequencies scope, power, type of broadcasting); III DATA AND DOCUMENTATION, WHICH MUST BE SUBMITTED WITH THE REQUEST FOR GRANTING THE LICENSE FOR BROADCASTING RADIO STATION Article 14 With the request for granting the license for radio broadcasting station user must deliver, beside data from the Article 2 of this book of rules, following documentation: 1. Decision of the competent court on registration in court registry for performing broadcasting activity and decision of organ in the Republic, i.e. Autonomous region competent for public information activities about registering the programme in public media register; 2. Technical parameters of radio station, which are determined by organ of the Republic, i.e. Autonomous region competent for traffic and communications in accordance with requested servicing zone and distribution plan of frequencies in Yugoslavia; 3. Calculation method of covering zone with adopted starting technical parameters and regulated norms for realization of radio broadcasting request (broadcasting parameters of radio station with wanted service zone); 4. Calculation of covering zone and servicing zone and survey of the zones limit-lines, arranged in tables and on the geographical map of particular proportion; 5. Documentation with technical solution and characteristics of broadcasting devices (manner of modulation supplying, type of transmitter and exit power, decreasing of antennas electric power cable, configuration and gain of antennas system etc.). User fills out the consulting paper depending on type of radio broadcasting station (medium-wave radio broadcasting station, FM UKT radio broadcasting station, television radio broadcasting station) according to form, which is delivered by Federal telecommunication administrative organ. In licenses form user notes co-ordinates of broadcasting devices localities (from map in proportion 1: 50 000) and in section “Remarks” notes following: 1. Address of transmitter if transmitter is situated in populated area; 2. Exit power of transmitter; 3. Limitations in airing diagram according to attestation from the point 2 of this Article; 4. Gain of antennas system taking decreasing in electric power cables and main airing directions into account; 5. Device mark (working or spare). IV DATA AND DOCUMENTATION, WHICH MUST BE SUBMITTED WITH THE REQUEST FOR GRANTING THE LICENSE FOR RADIO STATIONS OF MULTICHANNEL TERESTRIAL AND SATELITE RADIO COMMUNICATIONS Article 15 4 With the request for granting the license for radio stations of multi-channel terrestrial radio-relay communications, user must submit, beside data from the Article 2 of this book of rules, following documentation and data: 1. Developing plan of users system of radio communications; 2. Geographical survey on realized part of users system of radio communication in the area where new communication is to be established; 3. Geodetic survey, which contains data on locality of the radio station i.e. its antenna systems; 4. Calculation method on signals transferring quality with adopted starting technical parameters and defined norms for quality of transfer and availability of predicted radio relay communication; 5. Calculation on signals transferring quality with explanation about fulfilling of regulating norms and availability time of communication. For carrying out the proceedings of frequencies coordination with neighbouring countries there must be submitted, for the radio stations which work in the scope from 370 – 430 MHz, additional data according to form No. 1, which is printed with this book of rules and represents its component. Article 16 With the request for acquiring license for radio station of multi-channel satellite radio communications, user must, beside data from the Article 2 of this book of rules, submit also an opinion of competent PTT organization on coordination of satellite communication system with developing plan of PTT communications on that area. User must fill in also a corresponding consulting paper. V RENEWAL OF THE LICENSE FOR RADIO STATION Article 17 With the request for renewing the license for radio station, user must submit documentation from the Article 2, item 2, points 3, 4 and 5 and, if a license for the international communication is to be renewed, also documentation from the Article 2, item 2, point 6 of this book of rules. For radio broadcasting station, which works more than five years there must also be submitted a report on performed technical examination, which cannot be older than six months. Article 18 This book of rules enters into force on the eight day it is published in “Official Gazette SFRY”. Form No. 1 TECHNICAL DATA FOR THE COORDINATION OF FREQUENCIES WITH THE ADMINISTRATIONS OF NEIGHBOURING COUNTRIES 4a Title of transmitting stations locality; 5 4C 5B 6 7 8 8A 9A 9D 9E Geographic coordinates of transmitting i.e. receiving stations locality according to Greenwich; Communications longitude; Type of the station; Type of the emission; Maximum power effectively expressed; Maximum power effectively expressed in direction of neighbouring country; Azimuth of maximum airing in direction of neighbouring country; Maximum effective height of the antenna; Azimuth of maximum effective height of the antenna directed towards neighbouring country. 6
