PRESS RELEASE Rubber horse contains phthalates and a dangerous small part (Prague, November 6, 2015) When monitoring the market with toys, CTIA inspectors detected a product which poses risk of health damage to smallest consumers. The material from which the inflatable jumping horse is made of contains in weight almost 15% of ester of diisobutyl-phthalate, a substance identified as carcinogenic, mutagenic and toxic for reproduction. Long-term use of the toy can negatively influence healthy development of children. Another risk is posed by an easily releasable plastic pin of the inflation valve – inhalation or swallowing cannot be excluded when the pin is put into child’s mouth. Distribution of the product was prohibited and withdrawal from distribution was ordered. The information was published in the pan-European database RAPEX, file No. INFO 0200/15. Marking of conformity was missing and no relevant identification data about manufacturer or importer as well as other consumer information were not displayed on the product. Defects detected concerning the evaluated product within laboratory analysis (pursuant to EN 71-1:2011 + A3:2014) were as follows: Within the pull test, the pin of the inflating valve separated when the power of 30.2±0.3 N was used. The pin is a small part which fits to the test tube for small parts. Within a usual and predictable way of use, a situation can occur within which a small child can release the plastic pin of the inflating valve. The child could also put it into its mouth and swallow or inhale it. Small part separated from the toy within a laboratory test Within chemical analysis of the material from which a toy is made, presence of the ester of diisobutylphthalate (DIBP) in the concentration of 14.67 ± 0.03% of samples’ weight was detected. DIBP is a substance marked as toxic for reproduction of category 1B by the European Regulation No. 1272/2008. The substance is classified as carcinogenic, mutagenic and toxic for reproduction. As governed by the Toy Safety Directive, this substance shall not be used in toys and parts of toys. Long-term use of such toy can have negative impact on healthy development of a child in the consequence of the fact that phthalate can release from the toy and negatively influence the child’s organism. Taken action The Czech Trade Inspection Authority imposed protective measure and the inspected person was prohibited distribution of the product and imposed to withdraw the product from distribution.
