Standard Operating Procedures
1. After a strong earthquake is felt, the MDRRM Office becomes the
Main Operations Center (OpCen) and elements of this contingency
plan are automatically activated.
➢ In case the current MDRRM Office collapses, the following are
the options for the location of the MDRRM EOC.
1. Delpan Evacuation Center
2. Baseco Evacuation Center
3. North Cemetery
2. The officer on duty at the MDRRM Office Main OpCen then deploys
spotters and other ground assets to identify areas and major
thoroughfare that suffer heavy damage during ground shaking.
3. Coordinate with the members of the MDRRMC regarding their status
and current location.
4. Coordinate with the response sectors on their preparedness for
response operations.
5. Coordinate with MCERT on status and preparedness for response
operations.
6. Establish communication link with MCERT, OCD NCR and
MMDRRMC/ MMDA.

The officer on duty at the MDRRM EOC will act as Incident Commander
(IC) until such time that the Responsible Official will assign the IC.
o In the absence of a responsible official, the chain of command will
be followed for the designation of the IC:

Upon receipt of the initial assessment on the ground, the Action Plan will be
activated. Response Sectors will be immediately deployed based on needs.
RDANA team should be deployed not later than six (6) hours after the
earthquake.
Continuous monitoring of the ongoing response operations.
The Public Information Officer (PIO), upon the approval of the IC, will
regularly inform barangays and department heads about any advisory from
PHIVOLCS and/or PAGASA.
The PIO is also responsible to disseminate official reports, with the approval
of the IC, to the media and other concerned agencies
Regularly submit consolidated report to the MDRRMC and MMDRRMC SubEOC, at Intramuros Golf Course, for proper actions.

Deactivation of the operations shall be announced and declared by the
MDRRMC or his duly-authorized representative when the state of emergency
has been lifted.
A comprehensive report shall be prepared by all Sectors after the event for
consolidation and subsequent transmittal to MMDRRMC.

orientation and be issued with identification card from the

Upon arrival on the scene, the Team Leader will carry out a procedure
to ensure safety and protection to the fullest extent possible for the
rescuers, bystanders and victims.
Rescuers will amplify instructions (hailing technique) to check on
capacitated victims that can be immediately directed for Triage
purposes
Team leader per area of coverage assumes command of the Collapsed
Structure Search and Rescue (CSSR) Operations.

Rapid Health Assessment Team/RDANA
o The MHD of each district will immediately deploy Rapid Health
Assessment Team/RDANA to areas affected. RDANA results will

Emergency Field Hospital
o MHD will deploy two (2) personnel to the identified Emergency
Field Hospital for proper coordination between the Medical Head
In Charge and the IC/EOC.
o The personnel will document all earthquake victims that will be
referred at UST.
EMS for SRR
o Deploy two (2) EMS teams that will accompany each SRR team.
▪ The EMS teams shall ensure that they have at least one (1)
doctor on site that will serve as medical control.
o They will be in charge of the triage, first aid, and transportation of
victims to the nearest and/or accessible medical facility.
Evacuation Camps
o Deploy team/s* to the identified evacuation camps
▪ Each team will be composed of the following:
• 1 Doctor
• 2 Nurses
• 1 Driver
•
* Number and composition of teams will depend on the number of
evacuees and nature of cases to be attended.
Management of the Dead:
o Only a doctor can pronounce a person dead and issue proper
documentation.
o If the body is unidentified, this will be endorsed to the
PNP/SOCO and/or NBI.
o The MHD will be responsible in proper disposal of human remains
to identified mass graves (STILL TO BE IDENTIFIED)
• Monitoring and Reporting:
o All teams deployed to various areas should monitor and report
all needs and actions taken to the MHD.
o All public and private hospitals will update the MHD of all
victims seen and treated under their care.

o All augmentations for the Medical Sector activities will first
check-in with the IC for their respective areas of deployment.

Upon the advice of the IC, the transportation sector will provide services

deploy trucks to transport evacuees to identified evacuation
camps.
o Request security assistance from safety and security sector for
each truck deployed.
• Transportation of Relief/ Medicines
o Transportation needs will be provided in coordination with
MDSW for relief and MHD for medicines.
o Request security assistance from safety and security sector for
each truck deployed.
• Water Supply to the following:
o Fire suppression activities.
▪ The water tanker assigned to each fire suppression
activity shall ensure continuous water supply.
o Evacuation camp and Emergency Field Hospital
▪ One (1) water tanker will be provided to each
evacuation camp and emergency field hospital.
• The MHD should ensure that the water provided
is potable.
▪ Provide water for flushing, if needed.
Each transportation unit deployed will have a team of one (1) driver, one (1)
rider with one (1) unit of handheld radio in an 8 hours duty.
