Notification of College of the Redwoods’ Faculty Organization’s Interests in Negotiating the Following Articles of the Collective Bargaining Agreement with the Redwoods Community College District November 1, 2015 In compliance with the Educational Employee Rights Act (“EERA”), the College of the Redwoods Faculty Organization (CRFO) is making public at an open session board meeting its initial proposals for bargaining with the Redwoods Community College District (RCCD). The CRFO remains steadfastly committed to the well-being of our college and its faculty, and it is committed to bargaining in good faith to reach settlement in these negotiations as soon as possible. Article III: Wages and Working Conditions The CRFO intends to offer proposals regarding the faculty and associate faculty compensation structures and ways to mitigate the ongoing impacts of repeated step freezes and salary concessions during the last decade. The CRFO intends to offer proposals to clarify language in a number of areas, including but not limited to load banking processes for non-teaching faculty, temporary assignment changes, additional faculty responsibilities, multipliers for large-format and telepresence” courses, faculty professional responsibilities as described in Schedule F-1, and new faculty nonteaching load credit. Article IV: Leaves The CRFO will offer proposals to include language that provides leave for attendance at professional and educational conferences. Article V: Insurance The CRFO intends to offer proposals to incorporate on the CBA the principles of MOU 2013-1614: NCSMIG Medical Plan “Buy-Up” Option. Article VII: Prereitrement Reduction of Workload with STRS Service Credit The CRFO intends to offer proposals to create a PERS preretirement workload reduction program for faculty. Article VIII: Partial Leave Program The CRFO intends to offer proposals to include appropriate references to PERS faculty and District contributions that may result from the participation of a faculty member in a PERS preretirement workload reduction program. Article X: Transfer and Reassignment The CRFO intends to offer proposals to clarify language and processes related to faculty transfer and reassignment. Article XI – Faculty Tenure and Evaluation The CRFO intends to offer proposals to integrate the faculty and associate faculty scheduling principles and procedures established by MOU 2013-16-8. The CRFO intends to offer proposals to increase the efficiency of the faculty and associate faculty evaluation process and to eliminate contradictory and/or vague language related to faculty tenure and evaluation processes. Article XII – Instruction Activities by Administrators The CRFO intends to offer proposals to establish clear criteria to be used for assigning teaching duties to any administrator. Organizational Security The CRFO intends to propose a union security clause setting forth the method for District collection and distribution of CRFO member dues and/or agency fees. Reassigned time for Academic Senate The CRFO intends to offer proposals to codify established past practice of providing yearly reassigned time to the Academic Senate. Academic Freedom The CRFO will offer proposals to define “academic freedom” and to establish relevant faculty and associate faculty rights. Intellectual Property The CRFO intends to offer proposals to establish faculty and associate faculty intellectual property rights.
