Corporate Procurement Advisor St Helena, South Atlantic 2 years FTC commencing November 2012 £50k-£55k pa taxable in St Helena A sub-tropical island of spectacular and beautiful landscapes in the South Atlantic with a warm and friendly population of 4,000, St Helena is a selfgoverning overseas territory of the UK, poised for transformation with the imminent construction of an airport. Your role will be to provide specialist advice and mentoring to staff within the newly established Corporate Procurement section and to promote, embed and quality-assure best practice. You will support implementation of Corporate Procurement Policy and Strategy and associated systems, processes and procedures so that your expertise and experience will generate significant savings. As you streamline the sourcing and procurement process to meet required anti-corruption standards you will help to produce a ‘guidance manual’. In partnership with Corporate Procurement Unit staff, you will design and deliver training, give tutorial support to staff studying for CIPS certification and offer advice to develop and maintain procurement skills across St Helena Government You must establish efficient and effective means to identify and negotiate with potential overseas suppliers, incorporating measures to minimise delay in procuring goods and services. You will review the format and content of standardised forms and templates, the design of tender documentation and the analysis and evaluation of bids. You will also advise on how procurement practices can assist private sector development on the island and help to implement an effective communication strategy. Holding a relevant graduate qualification together with a specialist qualification relating to procurement, you must have substantial experience of procurement at a supervisory or managerial level. This should include building capacity within procurement teams and strengthening and implementing effective and efficient procurement systems, processes and procedures. You will have delivered significant savings in the corporate procurement for an organisation with spend of over £1million.
